13 countries demand urgent reform of the World Trade Organization

Trade ministers from 13 countries on Thursday called for an urgent reform of the World Trade Organization (WTO) in the face of an “unsustainable situation” in light of the rise of protectionism and the emergence of rules inconsistent with the WTO.

“We are deeply concerned by recent developments in international trade, especially the rise of protectionism, which has negative implications for the WTO and puts the entire multilateral trading system at risk,” the trade ministers said at the end of a meeting called by Canada.

Trade ministers from Australia, Brazil, Canada, Chile, South Korea, Japan, Kenya, Mexico, New Zealand, Norway, Singapore, Switzerland and the European Union attended the meeting.

After a two-day meeting, the 13 countries acknowledged in a joint statement that “growing trade tensions are linked to major changes in the global trade route,” especially the US protectionist system.

The ministers of the 13 countries stressed that they “are determined to take swift and agreed action to meet these unprecedented challenges and restore confidence” in the WTO.

The World Trade Organization, the International Monetary Fund and the World Bank warned in a joint report published on September 30 that the absence of an amendment to the rules of international trade could hinder the growth of the global economy.

دعا وزراء التجارة في 13 بلداً في أوتاوا إلى إصلاح عاجل لمنظمة التجارة العالمية في مواجهة «وضع غير قابل للاستمرار» بين صعود الحمائية وقواعد لم تعد ملائمة لذلك.

وطالب الوزراء الولايات المتحدة بالكف عن عرقلة التعيينات في هيئة فض النزاعات في منظمة التجارة العالمية، معتبرين أن ذلك يهدد بانهيار المنظمة.

وقال وزراء التجارة في الدول الـ 13 في ختام اجتماع دعت إليه كندا: «نشعر بقلق عميق من التطورات الأخيرة في مجال التجارة الدولية، وخصوصاً صعود الحمائية الذي يؤدي إلى انعكاسات سيئة على منظمة التجارة العالمية، ويعرض للخطر النظام التجاري التعددي برمته».

ودعت حكومة رئيس الوزراء الكندي جاستن ترودو إلى هذا الاجتماع، من أجل «تحديد وسائل ملموسة لتحسين منظمة التجارة العالمية على الأمد القصير والمتوسط والطويل».

وحضر الاجتماع وزراء التجارة في أستراليا، والبرازيل، وكندا، وتشيلي، وكوريا الجنوبية، واليابان، وكينيا، والمكسيك، ونيوزيلندا، والنروج، وسنغافورة، وسويسرا، والاتحاد الأوروبي، لكنه عقد في غياب الولايات المتحدة والصين. وقال وزير التجارة الدولية الكندي جيم كار -في مؤتمر صحافي في ختام الاجتماع- إن «الوضع الحالي لمنظمة التجارة العالمية لا يمكن أن يستمر، وعلينا أن نتحرك».

وأضاف الوزير الكندي: «نشاطر الرغبة (الولايات المتحدة) في الإصلاح، فالوضع بحاجة إلى تجديد»، وتابع: «حان الوقت لهذا الإصلاح، وهو المكان المناسبة لبدئه».

ويرى عدد متزايد من الدول، وخصوصاً الأوروبية، وكذلك الولايات المتحدة وكندا، أن منظمة التجارة العالمية لا تتصدى بشكل مناسب للخلل التجاري الذي تسببه الصين، خصوصاً المتهمة بضخ مبالغ هائلة في اقتصادها.;
