Doha: The Cabinet on Wednesday acknowledged the outcomes of His Highness the Amir of State of Qatar Sheikh Tamim bin Hamad Al Thani’s visit to Iraq on June 15, which reflected the depth of the strong historic fraternal relations between the two countries.
The Cabinet, chaired by Prime Minister and Minister of Foreign Affairs HE Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, affirmed that HH the Amir’s talks with Prime Minister of Iraq Mohammed Shia Al Sudani, which covered supporting and strengthening bilateral relations in addition to the most important regional and international developments, have constituted a new starting point for developing the relations of the two countries, and strengthening the existing understanding and coordination between them for the benefit of their two brotherly peoples, in a way that serves Arab issues and contributes to the development and stability of the region.
Afterwards, the Cabinet considered the topics on its agenda as follows:
The cabinet took note of the Shura Council’s approval of a draft law amending some provisions of Law No (2) of 1983 regarding the practice of human medicine and dental surgery.
The draft law aims to allow doctors working in military agencies to combine their original work with practicing the medical profession in the private sector, similar to doctors working in ministries, other government agencies, and public bodies and institutions; if they meet the conditions specified by the law, and after obtaining permission from the relevant minister or superior, as the case may be.
The Cabinet approved a draft law issuing the Judicial Implementation Law.
The draft law comes within the framework of the initiative to develop justice systems, in a manner that guarantees speedy implementation and flexibility of procedures.
It approved a draft decree on amending the unified customs tariff.
The Cabinet reviewed the report of the Ministry of Public Health regarding COVID-19, and to lift the remaining restrictions previously imposed.
The Cabinet approved a draft cabinet decision to amend some provisions of Decision No (14) of 2020 on forming the Financial Sanctions Committee of the Communications Regulatory Authority.
It approved a draft Cabinet decision to amend some provisions of the executive regulations of the Customs Law issued by Cabinet Decision No (21) of 2004.
The Cabinet approved the draft plan of Qatar for the Alliance of Civilizations 2023-2027.
The Cabinet approved a draft extradition agreement between Qatar and Tajikistan.
It also approved a draft agreement on mutual legal and judicial assistance in criminal matters between the State of Qatar and the Republic of Tajikistan.
The Cabinet also approved a draft agreement for the transfer of convicts between Qatar and Tajikistan.
The Cabinet examined the following two topics and took the appropriate decision thereon:
1- The Environmental Sustainability Strategy.
2- The annual report on the work of the Permanent Population Committee.

الدوحة: ترأس معالي الشيخ محمد بن عبدالرحمن بن جاسم آل ثاني، رئيس مجلس الوزراء وزير الخارجية الاجتماع العادي الذي عقده المجلس صباح الأمس بمقره في الديوان الأميري.
وعقب الاجتماع أدلى سعادة وزير الدولة لشؤون مجلس الوزراء بما يلي: في بداية الاجتماع أشاد مجلس الوزراء بنتائج زيارة حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”، الرسمية، إلى جمهورية العراق الشقيق في الخامس عشر من شهر يونيو الحالي، والتي عكست عمق العلاقات التاريخية والأخوية الوطيدة بين البلدين، وفتحت آفاقا جديدة لتوسيع التعاون والارتقاء به في مختلف المجالات، وذلك في ضوء ما تم توقيعه خلالها من اتفاقيات ومذكرات تفاهم.
وأكد المجلس أن المباحثات التي أجراها سموه مع دولة السيد محمد شياع السوداني رئيس الوزراء بجمهورية العراق الشقيق، وشملت إلى جانب دعم وتعزيز العلاقات الثنائية أبرز المستجدات الإقليمية والدولية وخاصة تطورات الأحداث التي تشهدها المنطقة، قد شكلت نقطة انطلاق جديدة لتطوير علاقات البلدين، وتعزيز التفاهم والتنسيق القائم بينهما لخير شعبيهما الشقيقين وبما يخدم القضايا العربية ويسهم في تنمية واستقرار المنطقة.
وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي: أولا- أحيط مجلس الوزراء علما بإقرار مجلس الشورى لمشروع قانون بتعديل بعض أحكام القانون رقم (2) لسنة 1983 في شأن مزاولة مهنتي الطب البشري وطب جراحة الأسنان.
ويهدف مشروع القانون إلى السماح للأطباء العاملين في الجهات العسكرية، بالجمع بين عملهم الأصلي ومزاولة مهنة الطب في القطاع الخاص، أسوة بالأطباء العاملين في الوزارات والأجهزة الحكومية الأخرى والهيئات والمؤسسات العامة، وذلك في حال توافرت فيهم الشروط المحددة بالقانون، وبعد الحصول على إذن من الوزير أو الرئيس المختص، بحسب الأحوال.
ثانيا- الموافقة على مشروع قانون بإصدار قانون التنفيذ القضائي.
ويأتي إعداد هذا المشروع في إطار مبادرة تطوير أنظمة العدالة، على نحو يضمن سرعة التنفيذ ومرونة الإجراءات.
ثالثا- الموافقة على مشروع مرسوم بشأن تعديل التعرفة الجمركية الموحدة.
رابعا- اطلع مجلس الوزراء على تقرير وزارة الصحة العامة بشأن فيروس كورونا (كوفيد -19)، وقرر المجلس رفع ما تبقى من القيود المفروضة سابقا.
خامسا- الموافقة على مشروع قرار مجلس الوزراء بتعديل بعض أحكام القرار رقم (14) لسنة 2020 بتشكيل لجنة الجزاءات المالية بهيئة تنظيم الاتصالات.
سادسا- الموافقة على مشروع قرار مجلس الوزراء بتعديل بعض أحكام اللائحة التنفيذية لقانون الجمارك الصادرة بقرار مجلس الوزراء رقم (21) لسنة 2004.
سابعا- الموافقة على مشروع خطة دولة قطر لتحالف الحضارات 2023 – 2027.
ثامنا- الموافقة على: 1- مشروع اتفاقية تسليم المتهمين بين دولة قطر وجمهورية طاجيكستان.
2- مشروع اتفاقية المساعدة القانونية والقضائية المتبادلة في المسائل الجنائية بين دولة قطر وجمهورية طاجيكستان.
3- مشروع اتفاقية نقل المحكوم عليهم بين دولة قطر وجمهورية طاجيكستان.
تاسعا- استعرض مجلس الوزراء الموضوعين التاليين واتخذ بشأنهما القرار المناسب: 1- استراتيجية الاستدامة البيئية.
2- التقرير السنوي عن أعمال اللجنة الدائمة للسكان.
