Signing of Supplementary Agreement to Establish UN Center Fighting Cybercrime in Doha

Vienna: The State of Qatar and the United Nations Office on Drugs and Crime signed today the supplementary agreement to establish the United Nations regional center for combating cybercrime in Doha.
The agreement was signed on behalf of the government of the State of Qatar, HE Secretary-General of the Ministry of Foreign Affairs Dr. Ahmed bin Hassan Al Hammadi, while Executive Director of the United Nations Office on Drugs and Crime Ghada Wali, signed on the United Nations side, at the United Nations headquarters in Vienna. The signing ceremony was attended by HE Sultan bin Salmeen Al Mansouri, Ambassador of the State of Qatar to the Federal Republic of Austria, and Permanent Representative to the United Nations and international organizations in Vienna.
The signing of this agreement will allow the launch of the activities of the United Nations regional center for combating cybercrime in Doha during the next two months, and the center’s activity covers the Middle East and North Africa region, as well as capacity-building at the global level if needed, as the center provides training and capacity building for specialists in the countries of the region and in developing countries in general in the field of combating cybercrime, and this includes setting and planning policies and legislation to combat cybercrime, and exchanging experiences and information on cybercrime variables at the national and international levels.
The establishment of the center comes at a time when the world is becoming increasingly aware of the importance of preventing and combating cybercrime, the dangers of which have increased in recent years, and its link and facilitation of transnational organized crime, drug trafficking, money laundering, and threats to the infrastructure, security and safety of states have increased, which prompted the United Nations to take a decision to start Negotiating a comprehensive international agreement in the field of combating the use of information and communication technologies for criminal purposes, which is expected to be completed next year. The launch of the center as a result comes as a Qatari initiative to support international efforts to confront cybercrime in all its forms and names. It is an achievement added to the work of many international organizations that have opened centers for them at the United Nations House in Doha, in a way that enhances the growing role of the State of Qatar in supporting multilateral diplomacy and advancing the three pillars of the United Nations, which are Sustainable development, international peace and security, and human rights.

ووقع الاتفاق عن حكومة دولة قطر سعادة الدكتور أحمد بن حسن الحمادي الأمين العام لوزارة الخارجية، فيما وقع من جانب الأمم المتحدة السيدة غادة والي المديرة التنفيذية لمكتب الأمم المتحدة المعني بالمخدرات والجريمة، وذلك بمقر الأمم المتحدة في فيينا، وشارك في حفل التوقيع سعادة السيد سلطان بن سالمين المنصوري سفير دولة قطر لدى جمهورية النمسا الاتحادية، والمندوب الدائم لدى الأمم المتحدة والمنظمات الدولية في فيينا.
وسيتيح توقيع هذا الاتفاق إطلاق أنشطة مركز الأمم المتحدة الإقليمي لمكافحة الجريمة السيبرانية في الدوحة خلال الشهرين المقبلين، ويغطي نشاط المركز منطقة الشرق الأوسط وشمال إفريقيا، كما يغطي بناء القدرات على المستوى العالمي إذا دعت الحاجة لذلك، حيث يوفر المركز التدريب وبناء القدرات للمختصين في دول الإقليم، وفي الدول النامية بشكل عام في مجال مكافحة الجريمة السيبرانية، ويضمن ذلك وضع وتخطيط السياسات والتشريعات لمكافحة الجرائم السيبرانية، وتبادل الخبرات والمعلومات بشأن متغيرات الجريمة السيبرانية على المستويات الوطنية والدولية.
ويأتي إنشاء المركز في وقت يزداد فيه وعي العالم بأهمية منع ومكافحة الجريمة السيبرانية التي استفحلت أخطارها في السنين الأخيرة، وزاد ارتباطها وتسهيلها للجرائم المنظمة عبر الوطنية، وتجارة المخدرات، وغسل الأموال، وتهديد البنى التحتية للدول وأمنها وسلامتها، مما دعا الأمم المتحدة إلى اتخاذ قرار لبدء التفاوض لوضع اتفاقية دولية شاملة في مجال مكافحة استخدام تكنولوجيا المعلومات والاتصالات للأغراض الإجرامية، التي من المتوقع إنجازها في العام المقبل؛ ولذلك فإن إطلاق مركز الدوحة لمكافحة الجريمة السيبرانية في هذا التوقيت يأتي كمبادرة قطرية لدعم الجهود الدولية لمواجهة الجرائم السيبرانية بشتى أشكالها ومسمياتها.
كما يأتي إطلاق عمل مركز الأمم المتحدة الإقليمي لمكافحة الجريمة السيبرانية في الدوحة كإنجاز مضاف إلى عمل العديد من المنظمات الدولية التي فتحت مراكز لها في بيت الأمم المتحدة بالدوحة، وبما يعزز الدور المتصاعد لدولة قطر في دعم الدبلوماسية متعددة الأطراف، والنهوض بركائز الأمم المتحدة الثلاث، وهي: التنمية المستدامة، والسلم والأمن الدوليان، وحقوق الإنسان.
