Doha: HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani chaired the Cabinet’s regular meeting held on Wednesday at its seat at the Amiri Diwan.

Following the meeting, HE the Minister of State for Cabinet Affairs issued the following statement: At the beginning of the meeting, the Cabinet appreciated HH the Amir Sheikh Tamim bin Hamad Al-Thani’s important message to the high-level meeting of the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People, marking the 75th Palestinian Nakba anniversary, held Monday at the UN Headquarters in New York City.

The Cabinet affirmed that His Highness’ message that followed His Highness’ benevolent and fruitful efforts to stop the Israeli aggression against the Palestinian people in the Gaza Strip, renewed the State of Qatar’s firm positions in rejecting illegal Israeli practices in the Palestinian territories, especially in the occupied city of Jerusalem and the blessed Al Aqsa Mosque, and upholding the legitimate rights of the Palestinian people. The message also places the international community before its legal, human and moral responsibilities to implement the relevant UN resolutions, take the necessary measures to protect the Palestinian people, and enable them to obtain their rights, foremost of which is their right to establish their independent and fully sovereign state on their land that was occupied in1967, with East Jerusalem as its capital.

The Cabinet considered the topics on its agenda as follows: First – Approving a draft law amending some provisions of Law No. 2 of 1983 regarding the practice of the professions of medicine and dental medicine and surgery, and referring it to the Shura Council.

The draft law aims to allow doctors working in military agencies to combine their original work with practicing the medical profession in the private sector, similar to doctors working in ministries, other government agencies, and public bodies and institutions, if they meet the conditions stipulated by the law, and after obtaining permission from the minister or the competent president, as the case may be.
Second – Approving the Prime Minister’s draft decision regarding the joint committee for military retirement. The Military Retirement Committee, in accordance with the provisions of Article 49 of the Military Retirement Law, shall have the necessary competencies and powers to supervise the retirement and pensions of military personnel in coordination with the General Retirement and Social Insurance Authority. In particular, it has the following: 1- Studying cases of entitlement to a pension, and settling the pension of those who meet the conditions for entitlement to a pension or those who are entitled to it, in accordance with the provisions of this law.

2- Determining the amount of the due pension, specifying the names of the beneficiaries and the share of each of them, and notifying them of that.
3- Informing the Authority’s instructions regarding the military personnel’s retirement and pensions to the competent authorities.
The regulation defines the organization and management of the committee, its work system, and its other competencies.
Third – Approving a draft cabinet decision defining the lands of the small and medium industries zone.
Fourth – Approving an increase of non-Qatari investors’ ownership percentages for some companies listed on Qatar Stock Exchange. Under this decision, a non-Qatari investor may own up to 100 percent of the capital of the following companies: 1- Qatar Industrial Manufacturing Company (QIMC).

2- Qatar Insurance Company.
3- Gulf Warehousing Company.
4- Qatar Navigation Company (Milaha).
5- Doha Insurance Group Company.
Fifth – Taking the necessary measures to ratify an agreement between the government of the State of Qatar and the International Committee of the Red Cross (ICRC) regarding the ICRC’s privileges and immunities, and opening an ICRC mission in the State of Qatar.

Sixth – Approving a draft guidance memorandum on the implementation of financial judgments between the Qatar International Court and the Commercial Court of England and Wales.
Seventh – Approving: 1- Hosting the 12th meeting of the Arab national committees for international humanitarian law (Doha, in 2023).
2- Hosting a meeting on supporting children in conflict zones in the Arab region (Doha from May 28-29, 2023).

Eighth – The Cabinet reviewed the results of the study prepared by the Planning and Statistics Authority on the proposal to establish manpower planning committees, and took the appropriate decision in this regard.

الدوحة: ترأس معالي الشيخ محمد بن عبدالرحمن بن جاسم آل ثاني رئيس مجلس الوزراء وزير الخارجية، الاجتماع العادي الذي عقده المجلس يوم الأربعاء بمقره في الديوان الأميري.

وعقب الاجتماع، أدلى سعادة وزير الدولة لشؤون مجلس الوزراء بما يلي: في بداية الاجتماع، ثمن مجلس الوزراء الرسالة المهمة التي وجهها حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”، إلى الاجتماع رفيع المستوى للجنة الأمم المتحدة المعنية بممارسة الشعب الفلسطيني لحقوقه غير القابلة للتصرف، بمناسبة الذكرى الخامسة والسبعين للنكبة الفلسطينية، والذي عقد يوم الاثنين الماضي في مقر الأمم المتحدة بمدينة نيويورك.

وأكد المجلس أن رسالة سمو الأمير، والتي أعقبت جهود سموه الخيرة والمثمرة من أجل وقف العدوان الإسرائيلي على المواطنين الفلسطينيين في قطاع غزة، وجددت مواقف دولة قطر الثابتة في رفض الممارسات الإسرائيلية غير الشرعية في الأراضي الفلسطينية، وخاصة في مدينة القدس المحتلة والمسجد الأقصى المبارك والتمسك بالحقوق المشروعة للشعب الفلسطيني، قد وضعت المجتمع الدولي أمام مسؤولياته القانونية والإنسانية والأخلاقية في ضرورة العمل على تنفيذ قرارات الأمم المتحدة ذات الصلة، واتخاذ ما يلزم من إجراءات لحماية الشعب الفلسطيني، وتمكينه من نيل حقوقه، وفي مقدمتها حقه في إقامة دولته المستقلة كاملة السيادة على أرضه المحتلة عام 1967 وعاصمتها القدس الشرقية.

وبعد ذلك، نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي: أولا- الموافقة على مشروع قانون بتعديل بعض أحكام القانون رقم (2) لسنة 1983 في شأن مزاولة مهنتي الطب البشري وطب وجراحة الأسنان، وعلى إحالته إلى مجلس الشورى.

ويهدف مشروع القانون إلى السماح للأطباء العاملين في الجهات العسكرية، بالجمع بين عملهم الأصلي ومزاولة مهنة الطب في القطاع الخاص، أسوة بالأطباء العاملين في الوزارات والأجهزة الحكومية الأخرى والهيئات والمؤسسات العامة، وذلك في حال توافرت فيهم الشروط المحددة بالقانون، وبعد الحصول على إذن من الوزير أو الرئيس المختص، بحسب الأحوال.

ثانيا- الموافقة على مشروع قرار رئيس مجلس الوزراء بشأن اللجنة المشتركة للتقاعد العسكري.

ويكون للجنة التقاعد العسكري، وفقا لأحكام المادة (49) من قانون التقاعد العسكري، الاختصاصات والصلاحيات اللازمة للإشراف على تقاعد ومعاشات العسكريين بالتنسيق مع الهيئة العامة للتقاعد والتأمينات الاجتماعية، ولها بوجه خاص ما يلي: 1- دراسة حالات استحقاق المعاش، وتسوية معاش من توافرت فيه شروط استحقاق المعاش أو المستحقين عنه وفقا لأحكام هذا القانون.

2- تحديد مقدار المعاش المستحق، وتحديد أسماء المستحقين ونصيب كل منهم، وإخطارهم بذلك.

3- إبلاغ تعليمات الهيئة بتقاعد ومعاشات العسكريين إلى الجهات المختصة.

وتحدد اللائحة تنظيم وإدارة اللجنة ونظام عملها واختصاصاتها الأخرى.

ثالثا- الموافقة على مشروع قرار مجلس الوزراء بتحديد أراضي منطقة الصناعات الصغيرة والمتوسطة.

رابعا- الموافقة على زيادة نسبة تملك المستثمر غير القطري في رأس مال بعض الشركات المساهمة المدرجة بالبورصة.

وبموجب هذا القرار، يجوز للمستثمر غير القطري تملك نسبة تصل حتى (100%) من رأس مال الشركات التالية: 1- الشركة القطرية للصناعات التحويلية.

2- شركة قطر للتأمين.

3- شركة الخليج للمخازن.

4- شركة الملاحة القطرية “ملاحة”.

5- شركة مجموعة الدوحة للتأمين.

خامسا- اتخاذ الإجراءات اللازمة للتصديق على اتفاقية بين حكومة دولة قطر واللجنة الدولية للصليب الأحمر بشأن امتيازات وحصانات اللجنة الدولية للصليب الأحمر، وفتح بعثة لها في دولة قطر.

سادسا- الموافقة على مشروع مذكرة استرشادية بشأن تنفيذ الأحكام المالية بين محكمة قطر الدولية والمحكمة التجارية في إنجلترا وويلز.

سابعا- الموافقة على: 1- استضافة الاجتماع (12) للجان الوطنية العربية للقانون الدولي الإنساني (الدوحة خلال عام 2023).

2- استضافة اجتماع بشأن دعم الأطفال في مناطق النزاعات في الإقليم العربي (الدوحة من 28 إلى 29 / 5 / 2023).

ثامنا- استعرض مجلس الوزراء نتائج الدراسة التي أعدها جهاز التخطيط والإحصاء حول اقتراح إنشاء لجان تخطيط القوى العاملة، واتخذ بشأنها القرار المناسب.
