Planning and Statistics Authority Issues 383 Building Permits in April

Doha: Planning and Statistics Authority (PSA) issued 383 building permits during the month of April 2023, a decrease of 42 percent compared to March 2023.

A statement from the PSA on Wednesday showed that the decrease was noted in all of the municipalities: Al Shammal (70 percent), Um Slal (63 percent), Al Da’ayen (62 percent), Al Sheehaniya (58 percent), Al Rayyan (45 percent), Al Wakrah (37 percent), Al Doha (23 percent), Al Khor (6 percent).

According to their geographical distribution, municipality of Al Rayyan comes at the top of the municipalities where the number of building permits issued were 102 permits, i.e. 27 percent of the total issued permits, while municipality of Al Doha came in second place with 89 permits, i.e. 23 percent, followed by Al Wakrah municipality with 82 permits, i.e.21 percent, then municipality of Al Da’ayen with 48 permits, i.e.13 percent.
The rest of the municipalities were as follows: Al khor 34 permits (9 percent), Um Slal 15 permits (4 percent), Al Sheehaniya 10 permits (3 percent), and finally Al Shammal 3 permits (1 percent).

In terms of type of permits issued, data indicates that the new building permits (residential and non-residential) constitutes 39 percent (149 permits) of the total building permits issued during the month of April 2023, while the percentage of additions permits constituted 58 percent (221 permits), and finally fencing permits with 3 percent (13 permits).

By analyzing new residential buildings permits data, we find that villas top the list, accounting for 84 percent (104 permits) of all new residential buildings permits, followed by apartments buildings permits by 9 percent (11 permits) and dwellings of housing loans permits by 6 percent (7 permits).

On the other hand, commercial buildings were found to be in the forefront of non-residential buildings permits with 44 percent (11 permits), followed by industrial buildings e.g., workshops/factories with 40 percent (10 permits), then governmental buildings with 12 percent (3 permits).

In a quick review of the data on building completion certificates issued during the month of April 2023, according to their geographical distribution, we find that Al Rayyan municipality come at the top of the municipalities where the number of building completion certificates issued were 75 certificates, i.e. (30 percent) of the total issued certificates, while municipality of Al Da’ayen came in second place with 59 certificates, i.e. (23 percent), followed by municipality of Al Wakrah with 43 certificates (17 percent), then municipality of Al Doha with 28 certificates, i.e.11 percent.

The rest of the municipalities were as follows: Umm Slal 24 certificates 9 percent, Al Khor 13 certificates 5 percent, Al Shammal and Al Sheehaniya 6 certificates 2 percent each municipality.

In terms of type of certificates issued, data indicates that the new building completion certificates (residential and non-residential) constitutes 76 percent (192 certificates) of the total building certificates issued during the month of April 2023, while the percentage of additions certificates constituted 24 percent (62 certificates).

By analyzing new residential buildings completion certificates data, we find that villas top the list, accounting for 87 percent (132 certificates) of all new residential buildings completion certificates, followed by apartments buildings by 6 percent (9 certificates), then dwellings of housing loans certificates by 5 percent (8 certificates).

On the other hand, commercial buildings were found to be in the forefront of non-residential buildings completion certificates with 50 percent (20 certificates), followed by industrial buildings e.g., workshops and factories with 28 percent (11 certificates), then governmental buildings with 18 percent (7 certificates).

Comparing number of certificates issued in April 2023 with those issued in the previous month we noted a general decrease of 37 percent. This decrease was clearly noted in all of the municipalities: Al Shammal (67 percent), Al Doha (56 percent), Al Wakrah (47 percent), Al Da’ayen (32 percent), Al Khor (28 percent), Al Sheehaniya (25 percent), Al Rayyan (22 percent), Um Slal (20 percent).

Building permits and building completion certificates data is of particular importance as it is considered an indicator for the performance of the construction sector which in turn occupies a significant position in the national economy.

It is worth mentioning that the release of this monthly data comes under the joint cooperation between the Planning and Statistics Authority and the Ministry of Municipality to make use of the existing electronic link between the two sides.

الدوحة: أظهرت بيانات جهاز التخطيط والإحصاء، إصدار 383 رخصة بناء خلال إبريل الماضي بمختلف البلديات في الدولة، بانخفاض قدره 42 بالمئة، قياسا بـ 666 رخصة في مارس 2023.

وأفاد الجهاز، في بيان اليوم، بأن معظم البلديات في الدولة سجلت انخفاضا في عدد رخص البناء خلال إبريل الماضي، مقارنة مع مارس 2023 وقد لوحظ هذا الانخفاض بوضوح في جميع البلديات: الشمال (70 بالمئة)، أم صلال (63 بالمئة)، الظعاين (62 بالمئة)، الشيحانية (58 بالمئة)، الريان (45 بالمئة)، الوكرة (37 بالمئة)، الدوحة (23 بالمئة)، الخور (6 بالمئة).

وحسب التوزيع الجغرافي، جاءت بلدية الريان في مقدمة البلديات من حيث عدد رخص البناء الصادرة، إذ أصدرت 102 رخصة أي ما نسبته 27 بالمئة من إجمالي الرخص الصادرة، في حين جاءت بلدية الدوحة في المرتبة الثانية بعدد 89 رخصة أي 23 بالمئة، تليها بلدية الوكرة حيث أصدرت 82 رخصة أي 21 بالمئة، ومن ثم بلدية الظعاين بعدد 48 رخصة أي 13 بالمئة بينما توزعت بقية الرخص على الخور 34 رخصة 9 بالمئة ، أم صلال 15 رخصة 4 بالمئة، الشيحانية 10 رخص 3 بالمئة، والشمال 3 رخص 1 بالمئة.

وتشير البيانات إلى أن عدد تراخيص المباني الجديدة (سكنية وغير سكنية) شكلت 39 بالمئة (149 رخصة) من إجمالي رخص البناء الصادرة خلال شهر إبريل 2023، في حين شكلت تراخيص بناء الإضافات 58 بالمئة (221 رخصة)، وأخيراً تراخيص التحويط بنسبة 3 بالمئة (13 رخصة).

وتصدرت رخص الفلل قائمة المباني السكنية الجديدة حيث شكلت 84 بالمئة (104 رخص) من إجمالي رخص المباني السكنية الجديدة، تليها العمارات ذات الشقق السكنية بنسبة 9 بالمئة (11 رخصة)، ثم فئة مساكن قروض الإسكان بنسبة 6 بالمئة (7 رخص).

ومن ناحية أخرى، جاءت المباني التجارية في مقدمة تراخيص المباني غير السكنية الجديدة بنسبة 44 بالمئة (11 رخصة)، تليها المباني الصناعية كالورش والمصانع بنسبة 40 بالمئة (10 رخص)، ثم المباني الحكومية بنسبة 12 بالمئة (3 رخص).

وفيما يتعلق بشهادات إتمام البناء الصادرة خلال شهر إبريل الماضي، فقد بلغت 254 شهادة بانخفاض قدرة 37 بالمئة مقارنة مع مارس الماضي، وقد لوحظ هذا الانخفاض في جميع البلديات: الشمال (67 بالمئة)، الدوحة (56 بالمئة)، الوكرة (47 بالمئة)، الظعاين (32 بالمئة)، الخور (28 بالمئة)، الشيحانية (25 بالمئة) الريان (22 بالمئة )، أم صلال (20 بالمئة ).

وحسب توزيعها الجغرافي، حلت بلدية الريان في مقدمة البلديات من حيث عدد شهادات إتمام البناء الصادرة إذ قامت بإصدار 75 شهادة أي ما نسبته 30 بالمئة من إجمالي شهادات إتمام البناء الصادرة، في حين جاءت بلدية الظعاين في المرتبة الثانية بعدد 59 شهادة أي 23 بالمئة، تليها بلدية الوكرة حيث أصدرت 43 شهادة أي 17 بالمئة، ومن ثم بلدية الدوحة بعدد 28 شهادة أي 11 بالمئة، بينما توزعت بقية الشهادات على أم صلال 24 شهادة 9 بالمئة، الخور 13 شهادة 5 بالمئة، الشمال والشيحانية 6 شهادات 2 بالمئة لكل بلدية.

أما من حيث نوع الشهادات الصادرة، فقد أشارت البيانات إلى أن عدد شهادات إتمام المباني الجديدة (سكنية وغير سكنية) شكل 76 بالمئة (192 شهادة) من إجمالي شهادات إتمام البناء الصادرة خلال شهر إبريل 2023، في حين شكلت شهادات إتمام بناء الإضافات 24 بالمئة (62 شهادة).

وتصدرت الفلل قائمة شهادات إتمام المباني السكنية الجديدة، حيث شكلت 87 بالمئة (132 شهادة) من إجمالي شهادات إتمام المباني السكنية الجديدة، تليها العمارات ذات الشقق السكنية بنسبة 6 بالمئة (9 شهادات)، ثم فئة مساكن قروض الإسكان بنسبة 5 بالمئة (8 شهادات).

ومن ناحية أخرى، جاءت المباني التجارية في مقدمة شهادات إتمام المباني غير السكنية الجديدة بنسبة 50 بالمئة (20 شهادة)، تليها المباني الصناعية كالورش والمصانع بنسبة 28 بالمئة (11 شهادة)، ثم المباني الحكومية بنسبة 18 بالمئة (7 شهادات).

وتكتسب بيانات تراخيص البناء وشهادات إتمام المباني أهمية خاصة، باعتبارها مؤشرا تقريبيا لأداء قطاع البناء والتشييد، الذي يحتل بدوره مكانة مهمة في الاقتصاد الوطني.

ويأتي إصدار هذه البيانات الشهرية في إطار التنسيق بين جهاز التخطيط والإحصاء ووزارة البلدية، للاستفادة من واقع الربط الإلكتروني القائم بين الجهتين.
