Doha Hosts Workshop on Terrorist Financing Crimes Trials

Doha: The activities of a workshop on terrorist financing crimes trials kicked off Tuesday in Doha.
The two-day workshop is organized by the Ministry of Interior’s (MOI) National Counter-Terrorism Committee in coordination with the Terrorist Financing Targeting Center (TFTC).
Bringing together experts and specialists from judicial authorities and relevant national agencies from the GCC countries and the US, the event deals with financial investigations and financial evidence in legal procedures. It also reviews realistic case studies on terrorist financing investigations that led to prosecutions, in addition to enhancing cooperation among agencies, investigators and the public prosecution in the TFTC member states.
National Counter-Terrorism Committee Vice-Chairman Major Gen. Nasser Saeed Al Hajiri stressed in his speech the importance of the workshop that brings together several experts and representatives of law enforcement agencies, oversight agencies and other competent authorities.
Al Hajiri voiced hopes the workshop would achieve the common goals aimed at eliminating terrorist financing crimes, working to enhance the technical expertise of the participating countries and reviewing the best practices of investigations and trials by law enforcement agencies, in addition to reviewing practical case studies on terrorist financing investigations that lead to prosecution.
HE the US Ambassador to the State of Qatar Timmy Davis stressed that the workshop and its outputs would contribute effectively to enhancing constructive cooperation between the participating countries and reflecting the volume of efforts made to achieve security and safety. His Excellency extended thanks to the State of Qatar represented by the National Counter-Terrorism Committee for hosting the workshop.
Head of the delegation of the Kingdom of Saudi Arabia, Colonel Mohammed Al Qaisi expressed his thanks to the State of Qatar for the good organization, hailing its efforts and constant endeavor to cooperate and contribute to the establishment of the TFTC and its keenness to devote its goals through participation in meetings, workshops and joint coordination.
Secretary of the National Counter-Terrorism Committee Colonel Khalid Ali Al Kaabi thanked all participating countries under the umbrella of the TFTC, stressing that the workshop will advance the efforts made and will certainly contribute to enhancing joint security cooperation through presentations reviewed by the delegations of the State of Qatar, Kingdom of Saudi Arabia, and the US.
The first day witnessed a discussion on the policy context and framework, the challenges and opportunities it includes in the field of combating the financing of terrorism, and how to enhance cooperation among the concerned agencies. The second day includes a practical application of learned lessons.

الدوحة: بدأت بالدوحة أعمال ورشة حول “محاكمات جرائم تمويل الإرهاب”، والتي تنظمها اللجنة الوطنية لمكافحة الإرهاب بوزارة الداخلية، بالتنسيق مع مركز استهداف تمويل الإرهاب TFTC وتستمر يومين.
ويشارك في الورشة خبراء ومختصون من السلطات القضائية والوكالات الوطنية ذات العلاقة والاختصاص بدول مجلس التعاون الخليجي، والولايات المتحدة الأمريكية.
وتهدف الورشة إلى توضيح كيفية توجيه التحقيقات المالية وإعداد الأدلة المالية المستخدمة في الإجراءات القانونية، كما تستعرض دراسات حالة واقعية عن تحقيقات التمويل الإرهابي التي أفضت إلى ملاحقات قضائية، إلى جانب تعزيز التعاون بين الوكالات والمحققين والادعاء العام في الدول الأعضاء بمركز استهداف تمويل الإرهاب.
وأكد اللواء ناصر سعيد الهاجري نائب رئيس اللجنة الوطنية لمكافحة الإرهاب في كلمة له، أهمية الورشة التي يشارك فيها عدد من الخبراء وممثلي جهات إنفاذ القانون والجهات الرقابية وغيرها من الجهات ذات الاختصاص.
وتمنى أن تحقق الورشة الأهداف المشتركة والرامية إلى القضاء على جرائم تمويل الإرهاب، والعمل على تعزيز الخبرات الفنية للدول المشاركة واستعراض أفضل ممارسات التحقيقات والمحاكمات في هذا المجال من قبل جهات إنفاذ القانون، بالإضافة إلى استعراض دراسات الحالات العملية حول تحقيقات تمويل الإرهاب التي تؤدي إلى مقاضاة تلك الجرائم.
بدوره، أكد سعادة السيد تيمي ديفيس سفير الولايات المتحدة الأمريكية لدى الدولة على أن هذه الورشة مهمة وستسهم مخرجاتها بشكل فاعل في تعزيز التعاون البناء بين الدول المشاركة وانعكاس حجم الجهود المبذولة لتحقيق الأمن والسلامة، متقدما بالشكر لدولة قطر ممثلة في اللجنة الوطنية لمكافحة الإرهاب على هذه الاستضافة.
من جانبه، عبر العقيد محمد القيسي رئيس وفد المملكة العربية السعودية عن الشكر لدولة قطر على حسن التنظيم.. مشيدا بجهودها وسعيها الدائم للتعاون والإسهام في تأسيس المركز والحرص على تكريس أهدافه من خلال المشاركة في الاجتماعات وورش العمل والتنسيق المشترك.
إلى ذلك، تقدم العقيد خالد علي الكعبي أمين سر اللجنة الوطنية لمكافحة الإرهاب بالشكر لجميع الدول المشاركة، المنضوية تحت مظلة المركز، مؤكدا أن الورشة ستدفع بالجهود المبذولة إلى الأمام وستساهم بكل تأكيد في تعزيز التعاون الأمني المشترك من خلال العروض التقديمية التي تستعرضها وفود دولة قطر، المملكة العربية السعودية، والولايات المتحدة الأمريكية.
وشهد اليوم الأول مناقشة سياق السياسات وإطارها، وما تشمله من تحديات وفرص في مجال مكافحة تمويل الإرهاب، وكيفية تعزيز التعاون بين الوكالات المعنية، بينما يشمل اليوم الثاني تطبيقا للدروس المستفادة.
