Citizens’ Registration Process for Central Municipal Council Elections Begins

Doha: The citizens’ registration process in the voter lists for the elections of the seventh session of the Central Municipal Council, scheduled for June 22, started Sunday in 29 polling stations.
The voter registration process takes place manually at the polling stations, from 4:00 pm until 7:00 pm, or electronically all day via Metrash2 and will continue until Thursday, May 4.
The citizens have to register themselves at their electoral district or via Metrash2 using their IDs address. The person cannot register in more than one electoral district.
The Ministry of the Interior said that everyone who has previously been registered has the right to request a modification of his registration in another electoral district, according to the data of his current residence.
In statements to Qatar News Agency (QNA), several heads of voter registration committees confirmed that the registration process on the first day went smoothly and easily in light of the preparations of the Ministry of Interior, especially those related to providing the committees with appropriate technological systems for the registration process.
The supervisory committee for the 7th session of the Central Municipal Council elections had identified 29 public schools as electoral headquarters for 29 constituencies, which is the total number of constituencies in the various regions of the country.
In a statement issued on April 4, the committee underscored its keenness to select suitable schools to be electoral venues in terms of the availability of all facilities and requirements to facilitate the various electoral stages for the citizens.
According to the timetable, it was decided that the stage of receiving applications for voter registration will be from April 30 to May 4, provided that the initial lists of voters are announced on May 7, to begin on the same day the stage of receiving applications for appeals and grievances, which extends until May 11.
It was also decided that the stage of adjudication of appeals and grievances in the voter lists will take place from May 8 to 18, followed by the stage of announcing the final voter lists on May 21.
The committee set the stage for receiving nomination applications from May 21 to May 25 provided that the announcement of the initial lists of candidates takes place on May 28, 2023, so that the stage of receiving applications for appeals and grievances against the candidates’ lists begins on the same day and continues until June 5.
The process of adjudicating appeals will begin from May 29 to June 8, followed by the announcement of the final lists of candidates on June 11, and then the start of the electoral campaign on the same day, which continues until the electoral silence phase that precedes polling day.
The conditions that must be met by the voter are that his original nationality is Qatari or that fifteen years have passed since he acquired Qatari nationality, his age is not less than 18 years on May 4, 2023, has not previously been convicted of a crime involving moral turpitude or the trust unless he is restituted, he resides in the electoral district in which he has the right to vote, and he is not a worker in the armed forces or the police.

الدوحة: بدأت مساء الأمس في 29 مقرا انتخابيا عملية قيد وتسجيل المواطنين في جداول الناخبين؛ استعدادا لانتخابات المجلس البلدي المركزي في دورته السابعة المقررة في 22 يونيو المقبل.
وتجري عملية قيد الناخبين يدويا في المقار الانتخابية، وذلك من الساعة الرابعة عصرا حتى الساعة السابعة مساء، أو إلكترونيا عبر /مطراش 2/ على مدار 24 ساعة، وتستمر حتى الخميس 4 مايو المقبل.
وتتمثل إجراءات القيد في أن يباشر المواطن إجراءات القيد بنفسه في مقر الدائرة الانتخابية التابع لها، أو من خلال تطبيق /مطراش 2/، وأن تكون البطاقة الشخصية هي المرجع في تحديد عنوان السكن، ولا يجوز للشخص أن يطلب قيده في أكثر من دائرة انتخابية.
ونبهت وزارة الداخلية إلى أن لكل من سبق قيده الحق في طلب تعديل قيده في دائرة انتخابية أخرى وفقا لبيانات مقر إقامته الفعلية الحالية.
وأكد عدد من رؤساء لجان قيد الناخبين في تصريحات لوكالة الأنباء القطرية /قنا/ أن عملية القيد في اليوم الأول مرت بكل يسر وسهولة في ضوء التحضيرات والتجهيزات التي قامت بها وزارة الداخلية، وخاصة ما يتعلق منها بتزويد اللجان بالأنظمة التكنولوجية المناسبة لعملية القيد.
وكانت اللجنة الإشرافية لانتخابات المجلس البلدي المركزي في دورته السابعة قد حددت 29 مدرسة حكومية كمقار انتخابية لـ 29 دائرة انتخابية، هي إجمالي عدد الدوائر في مختلف مناطق الدولة.
وأكدت اللجنة في بيان صدر في 4 أبريل الجاري أنها حرصت على أن تكون المدارس المختارة مناسبة كمقار انتخابية من حيث توافر كافة المرافق والمتطلبات بها، بما يضمن التيسير والتسهيل على المواطنين أثناء سير مختلف المراحل الانتخابية.
ووفقا للجدول الزمني، فقد تقرر أن تكون مرحلة استقبال طلبات قيد الناخبين خلال الفترة من 30 أبريل وحتى 4 مايو، على أن يتم إعلان الجداول الأولية للناخبين يوم 7 مايو، لتبدأ في اليوم ذاته مرحلة استقبال طلبات الطعون والتظلمات والتي تمتد حتى 11 من الشهر ذاته.
كما تقرر أن تكون مرحلة الفصل في الطعون والتظلمات في جداول الناخبين خلال الفترة من 8 وحتى 18 من شهر مايو، تليها مرحلة إعلان الجداول النهائية للناخبين في 21 من الشهر ذاته.
وحددت اللجنة مرحلة استقبال طلبات الترشيح في الفترة من 21 مايو وحتى 25 من الشهر ذاته.. على أن يكون إعلان الكشوف الأولية للمرشحين في 28 مايو 2023، لتبدأ في هذا اليوم كذلك مرحلة استقبال طلبات الطعون والتظلمات على جداول المرشحين، وتستمر حتى 5 يونيو.
كما تقرر أن تبدأ عملية الفصل في الطعون خلال الفترة من 29 مايو وحتى 8 يونيو المقبلين، يعقبها إعلان الكشوف النهائية للمرشحين في 11 يونيو، ثم بدء الدعاية الانتخابية في اليوم ذاته، والتي تستمر حتى مرحلة الصمت الانتخابي التي تسبق يوم الاقتراع.
يشار إلى أن الشروط الواجب توافرها في الناخب تتمثل في “أن تكون جنسيته الأصلية قطرية، أو مضى على اكتسابه الجنسية القطرية خمس عشرة سنة، وألا يقل عمره عن ثماني عشرة سنة ميلادية بتاريخ 4 مايو 2023، وألا يكون قد سبق الحكم عليه في جريمة مخلة بالشرف أو الأمانة ما لم يرد إليه اعتباره، وأن يكون مقيما إقامة فعلية في الدائرة الانتخابية التي يباشر فيها حق الانتخاب، وألا يكون من العاملين في القوات المسلحة أو الشرطة”.
