Shura Council Discusses Divorce Issue, Forms Interim Committee to Study It

Doha: The Shura Council held its regular weekly meeting on Monday at Tamim bin Hamad Hall under the chairmanship of HE Speaker of the Shura Council Hassan bin Abdullah Al Ghanim.
During the session, the Shura Council reviewed the request for general discussion submitted by several of Their Excellencies members on “The increasing divorce rates in society.” At the outset of the session, HE the Speaker of the Shura Council stressed the centrality of the family, which represents the basic building block in building societies. His Excellency referred to Qatar’s constitution that stipulates, “The family is the basis of the society. A Qatari family is founded on religion, ethics, and patriotism. The law shall regulate adequate means to protect the family, support its structure, strengthen its ties, and protect maternity, childhood, and old age.” HE the Speaker added that Qatar National Vision 2030 emphasizes social cohesion and the need to maintain a cohesive and strong family that takes care of its children and is committed to moral and religious values and ideals.
In turn, Their Excellencies members of the Shura Council pointed to the dangers facing family stability in the face of an increase in divorce rates, pointing out that the most common age group in which divorce occurs, according to statistics, is the youth group.
They warned that divorce is one of the negative phenomena in society that should be curbed because of the many problems that divorced persons and their children suffer from, which is reflected in the stability and progress of society.
In a related context, the members praised the interest of the concerned state institutions attached to this phenomenon to reduce it through the implementation of rehabilitation programs for those about to get married and other efforts, pointing out the need to redouble efforts in this context due to the negative effects of divorce on the family, children and society as a whole.
They stressed the need to intensify awareness and educational campaigns on the importance of preserving the family entity and to include this in the school curricula to provide young people with the knowledge, skills, and behaviors that contribute to the formation of a cohesive and strong family.
They attributed the increase in divorce rates to several reasons, including poor awareness of the importance of the family and the changes that occurred in society, particularly the spread of social media, which led to cultural changes that affected the family entity.
Their Excellencies the members of the Shura Council presented several solutions and proposals, particularly reviewing the legislation and laws related to the family, working to ensure that the law guarantees the continuity of the marital institution, and taking measures to reduce the incidence of divorce.
After extensive discussions by the members of the Shura Council, the council decided to form an interim committee to study this issue and submit its report to the Council.
During the session, the Shura Council also reviewed the report of the participation of its delegation, headed by HE Deputy Speaker of the Shura Council Dr. Hamda bint Hassan Al Sulaiti, in the 17th session of the Conference of the Councils of the Member States of the Organization of Islamic Cooperation and the accompanying meetings, which took place in Algeria in January.
Also, the Council reviewed the report of its participation in the high-level parliamentary conference on combating terrorism and preventing violent extremism and the role of African youth in this field, which took place in the Republic of Togo in January.

الدوحة: عقد مجلس الشورى جلسته الأسبوعية العادية في “قاعة تميم بن حمد”، برئاسة سعادة السيد حسن بن عبدالله الغانم رئيس المجلس.
واستعرض المجلس خلال الجلسة، طلب المناقشة العامة الذي تقدم به عدد من أصحاب السعادة الأعضاء، حول “زيادة معدلات الطلاق في المجتمع”.
وفي بداية الجلسة، أكد سعادة رئيس المجلس على محورية الأسرة التي تمثل اللبنة الأساسية في بناء المجتمعات.. مشيرًا سعادته إلى ما نص عليه دستور البلاد من أن “الأسرة أساس المجتمع، قوامها الدين والأخلاق وحب الوطن، وينظم القانون الوسائل الكفيلة بحمايتها وتدعيم كيانها وتقوية أواصرها والحفاظ على الأمومة والطفولة والشيخوخة في ظلها”.
ونوه إلى ما تضمنته رؤية قطر الوطنية 2030، من تأكيد على التماسك الاجتماعي وضرورة الحفاظ على أسرة متماسكة وقوية ترعى أبناءها وتلتزم بالقيم الأخلاقية والدينية والمثل العليا.
بدورهم أشار أصحاب السعادة أعضاء مجلس الشورى، إلى المخاطر التي تواجه استقرار الأسرة أمام زيادة معدلات الطلاق.. لافتين إلى أن أكثر فئة عمرية يحدث فيها الطلاق وفقًا للإحصائيات هي فئة الشباب.
ونبه السادة أعضاء المجلس، إلى أن الطلاق يعد من الظواهر السلبية في المجتمع والتي ينبغي الحد منها، لما يترتب عليها من مشاكل عديدة يعاني منها المطلقون وأبناؤهم، الأمر الذي ينعكس على استقرار المجتمع وتقدمه.
وفي سياق متصل، أشاد السادة الأعضاء بما توليه المؤسسات المعنية في الدولة من اهتمام بتلك الظاهرة بغية الحد منها عبر تنفيذ برامج تأهيل للمقبلين على الزواج، وغيرها من الجهود.. لافتين إلى ضرورة مضاعفة الجهود في هذا السياق نظرا لتأثيرات الطلاق السلبية على الأسرة والأبناء والمجتمع ككل.
وشددوا على ضرورة تكثيف الحملات التوعوية والتثقيفية، بأهمية الحفاظ على كيان الأسرة، وتضمين ذلك في المناهج الدراسية لتزويد الشباب بالمعارف والمهارات والسلوكيات التي تسهم في تكوين أسرة متماسكة وقوية.
وأرجع السادة أعضاء المجلس زيادة معدلات الطلاق إلى عدة أسباب، منها ضعف الوعي بأهمية الأسرة، والتغيرات التي طرأت على المجتمع وعلى وجه الخصوص انتشار وسائل التواصل الاجتماعي، مما أدى إلى تغيرات ثقافية أثرت على الكيان الأسري.
وقدّم أصحاب السعادة أعضاء المجلس عددًا من الحلول والمقترحات كان من أبرزها، مراجعة التشريعات والقوانين المرتبطة بالأسرة، والعمل على أن يكون القانون ضامنًا لاستمرارية المؤسسة الزوجية، واتخاذ إجراءات مدروسة للحد من وقوع الطلاق.
وبعد مناقشات موسعة من قبل السادة أعضاء مجلس الشورى، قرر المجلس تشكيل لجنة مؤقتة لدراسة هذا الموضوع ورفع تقريرها بشأنه إلى المجلس.
كما استعرض مجلس الشورى خلال الجلسة تقرير مشاركة وفده برئاسة سعادة الدكتورة حمدة بنت حسن السليطي نائب رئيس المجلس، في الدورة السابعة عشرة لمؤتمر اتحاد مجالس الدول الأعضاء في منظمة التعاون الإسلامي والاجتماعات المصاحبة، التي عقدت في الجزائر في يناير الماضي.
واستعرض المجلس أيضًا، تقرير مشاركة المجلس، في المؤتمر البرلماني رفيع المستوى حول مكافحة الإرهاب ومنع التطرف العنيف ودور الشباب الإفريقي في هذا الميدان، والذي عقد في جمهورية توغو في يناير الماضي.
