Qatar Calls for Rapid, Effective International Action to Protect People, Future Generations from Drugs

Doha: The State of Qatar stressed on giving priority to assisting developing countries in order to achieve the goals of sustainable development, as they are the key to political and social stability. It called for rapid and effective international action to protect people and future generations from drugs.

This came during the statement of the State of Qatar delivered by HE Permanent Representative of the State of Qatar to the United Nations Organizations in Vienna Sultan bin Salmeen Al Mansouri, before the 66th session of the Commission on Narcotic Drugs (CND).

His Excellency said that the State of Qatar is proud to continue its active role in multilateral international action in various development and humanitarian fields and upholding the values and principles of cooperation, partnership and solidarity in helping countries, peoples and societies suffering from economic crises, conflicts, poverty and debt.

He affirmed that the State of Qatar has provided many humanitarian and development contributions, especially in the framework of strategic partnerships with the United Nations and other leading international institutions, adding that the Fifth United Nations Conference on the Least Developed Countries (LDC5), which was hosted by Qatar last week, is the latest example of these efforts, where Qatar donated USD 60 million to support the Doha Program of Action and build capacity in the least developed countries.
His Excellency touched on the efforts made at the national level, he stated that the State of Qatar has given priority to prevention efforts, immunizing society and educating it on the harm and dangers of drugs, and this was one of the most important factors for the success of its policy in the field of prevention and drug control, in addition to law enforcement efforts, monitoring of Qatari air and sea ports, and strict application of the law while updating Qatari national legislation in a way that allows responding to changes in drug trafficking patterns and new methods of drug smuggling, while preserving the principles of the Qatari constitution and with full respect for human rights.

The Permanent Representative of the State of Qatar discussed what was stated in the World Drug Report 2022, which is the first report after the Coronavirus pandemic. He said, in this regard, that the report presented a bleak picture of the drug situation in the world, as cocaine production reached a record high level. Seizures of synthetic drugs have also increased dramatically, and markets for these drugs are expanding into new areas. More young people are taking drugs than previous generations, while people who need treatment are unable to get it, especially women.

The statement called for rapid and effective international action to protect peoples and future generations from drugs, in accordance with the principle of public and shared responsibility and according to the mechanisms of international pluralism, including the United Nations bodies concerned with sustainable development, and based on the three international conventions on drugs, political declarations, and approved action plans, starting with the 2009 Declaration.

He notes that the decision to legalize cannabis use in some countries has had wide-ranging implications for public health, the rule of law and public safety, which requires further monitoring of the consequences of this decision.

HE Permanent Representative of the State of Qatar to the United Nations organizations in Vienna stressed that the failure of sustainable development efforts is necessarily reflected in efforts to combat drugs, which requires extending international aid to the peoples and societies affected by this scourge.

الدوحة: أكدت دولة قطر على إعطاء الأولوية لمساعدة الدول النامية، بغية تحقيق أهداف التنمية المستدامة، كونها مفتاح الاستقرار السياسي والاجتماعي، وطالبت بتحرك دولي سريع وفعال لحماية الشعوب والأجيال القادمة من آفة المخدرات.

جاء ذلك في بيان دولة قطر الذي ألقاه سعادة السيد سلطان بن سالمين المنصوري المندوب الدائم لدولة قطر لدى منظمات الأمم المتحدة في فيينا، أمام الدورة (66) للجنة الأمم المتحدة المعنية بالمخدرات.

وقال سعادته إن دولة قطر تعتز بمواصلة دورها الفاعل في العمل الدولي متعدد الأطراف في مختلف المجالات التنموية والإنسانية، وإعلاء قيم ومبادئ التعاون والشراكة والتضامن في مساعدة الدول والشعوب والمجتمعات التي تعاني من الأزمات الاقتصادية، والنزاعات، والفقر، والديون.

وأكد أن دولة قطر قدمت الكثير من المساهمات الإنسانية والإنمائية، خصوصا في إطار الشراكات الاستراتيجية مع الأمم المتحدة والمؤسسات الدولية الرائدة الأخرى. وقال إن مؤتمر الأمم المتحدة الخامس المعني بأقل البلدان نموا الذي استضافته دولة قطر الأسبوع الماضي هو آخر مثال على هذه الجهود، حيث تبرعت قطر خلال المؤتمر بمبلغ (60) مليون دولار لدعم برنامج عمل الدوحة وبناء القدرات في أقل البلدان نموا.

وتطرق سعادته إلى المساعي المبذولة على المستوى الوطني، وقال إن دولة قطر أعطت أولوية لجهود الوقاية وتحصين المجتمع وتوعيته بأضرار المخدرات وأخطارها وكان ذلك من أهم عوامل نجاح سياستها في مجال الوقاية ومكافحة المخدرات، إضافة إلى جهود إنفاذ القانون ومراقبة الموانئ الجوية والبحرية القطرية، والتطبيق الدقيق للقانون مع تحديث التشريعات الوطنية القطرية وبما يسمح بالاستجابة للمتغيرات في أنماط الاتجار بالمخدرات والأساليب المستحدثة لتهريب المخدرات مع الحفاظ على مبادئ الدستور القطري وباحترام تام لحقوق الإنسان.

واستعرض المندوب الدائم لدولة قطر، ما ورد في تقرير المخدرات العالمي 2022، وهو التقرير الأول بعد جائحة كورونا، وقال في هذا الصدد: إن التقرير قدم صورة قاتمة عن حالة المخدرات في العالم، إذ بلغ إنتاج الكوكايين مستوى قياسيا مرتفعا، كما زادت مضبوطات المخدرات الاصطناعية بشكل هائل، وأخذت أسواق هذه المخدرات في التوسع في مناطق جديدة، وأصبح عدد أكبر من الشباب يتعاطى المخدرات مقارنة بالأجيال السابقة، بينما الأشخاص الذين يحتاجون إلى علاج باتوا عاجزين عن الحصول عليه، وبالأخص النساء.

وطالب البيان بتحرك دولي سريع وفعال لحماية الشعوب والأجيال القادمة من آفة المخدرات وفق مبدأ المسؤولية العامة والمشتركة، ووفق آليات التعددية الدولية ومن ضمنها أجهزة الأمم المتحدة المعنية بالتنمية المستدامة، واستنادا إلى الاتفاقيات الدولية الثلاث الخاصة بالمخدرات والإعلانات السياسية وخطط العمل المعتمدة بدءا بإعلان 2009.

وأشار إلى أن قرار إباحة تعاطي القنب في بعض الدول ترتبت عليه آثار واسعة النطاق على الصحة العامة وسيادة القانون والسلامة العامة، الأمر الذي يستدعي مواصلة رصد تبعات هذا القرار.

وأكد سعادة المندوب الدائم لدولة قطر لدى منظمات الأمم المتحدة في فيينا أن تعثر جهود التنمية المستدامة تنعكس بالضرورة على جهود التصدي للمخدرات، مما يستدعي مد يد العون الدولي للشعوب والمجتمعات المتضررة من هذه الآفة.
