“Qatar Is Example to Follow in Transition to Renewable Energy Sources”

Doha: Deputy Director-General of the International Renewable Energy Agency (IRENA) Gauri Singh said that the State of Qatar is an example to follow in the field of transition to renewable energy sources, adding that “We all know that Qatar is one of the largest gas producers in the world, but now it is moving to renewable energy sources, and that is something people are watching with great interest.” In her interview with Qatar News Agency (QNA), the Deputy Director-General of IRENA pointed out that Qatar is an example for other countries to follow and to see the type of challenges it overcomes, adding that Qatar has more work to do in this field, especially since its capabilities allow it to be able to bring more renewable energy sources to the electricity grid, affirming that this trend stems from the political will and long-term thinking of the leadership.

She noted the great role Qatar can play in partnership with IRENA in financing projects in developing countries through the mechanisms owned by the agency. “I think that this will be a big step forward,” she said.
On the other hand, Singh mentioned the political momentum that has been raised around renewable energy over the past two years. Almost all major economies, in addition to many other middle-income economies and smaller developing economies, have committed to a net-zero emissions future by 2050-2070.

“The political momentum that has accelerated is very important because now we are not talking about renewable energy only as a provider of green electrons in the grid, but we are talking about the further transformation of the economy. We are now looking at technologies and ways to transfer energy from fossil fuels to renewable energy sources, but we also have a big role played by energy efficiency,” she added.

She emphasized that the international community is called upon to make greater efforts to reduce global warming by raising the allocations directed to renewable energy and increasing it to the level of USD 4.4 trillion.

“I will give just one number to understand how much more work we need to do as an international community, we were all very happy when we heard that global investment in energy transformation technologies has now reached USD1.3 trillion. However, our projections at the agency are that we need to quadruple that, which means we need to increase annual investments in energy conversion technologies to approximately USD 4.4 trillion,” she said.

IRENA Deputy Director-General stated that despite the significant decrease in the cost of renewable energy, there is still a very large number of people, about 500 million, who lack access to energy.

“We really believe that the solutions we have in the field of renewable energy can be supportive of energy saving, however, the problem remains in providing financing. If we look at the international flows of investment that went to developing and least developed countries, it only represents a small part, as these categories of countries combined attracted about 15 percent of the total funding, but when we go deeper into LDCs, investments are probably in decimal points,” she said.

At the end of her interview with QNA, the Deputy Director-General of IRENA called on the least-developed countries to clarify their policies related to the energy transition and build their capacities in the field of renewable energy, especially since 70 percent of financing is provided by the private sector, which means that governments still have a big role to play in providing the remaining 30-35 percent, as that could stimulate more money coming from the private sector. However, without the enabling policies and without the right kind of regulations to support bringing in that capital, financing will remain a challenge. It is also good to know that most of the least developed countries have a very high degree of risk, therefore, capital does not flow very easily and represents a political risk due to the risks in the country. Unless mechanisms are developed to mitigate those risks, we will not find capital flows heading toward the least developed countries.

الدوحة: قالت قوري سينغ نائب المدير العام للوكالة الدولية للطاقة المتجددة، إن دولة قطر تعد مثالا يحتذى في مجال الانتقال إلى مصادر الطاقة المتجددة، مضيفة:”جميعنا يعرف أن قطر من كبار منتجي الغاز في العالم، ولكنها الآن تنتقل إلى مصادر الطاقة المتجددة. هذا في حد ذاته شيء يراقبه الناس باهتمام كبير”.

وأشارت نائب المدير العام للوكالة الدولية للطاقة المتجددة في حوارها مع وكالة الأنباء القطرية /قنا/ إلى أن قطر هي مثال للدول الأخرى لتحاكي ولتنظر إلى نوع التحديات التي تتغلب عليها. هناك مسار طويل المدى تسير فيه دولة قطر. هذه كلها أشياء مهمة للغاية بالنسبة للبلدان الأخرى التي تريد أن تمضي على هذا الطريق.

وبينت أنه أمام قطر المزيد من العمل في هذا المجال خاصة وأن الإمكانيات التي تتمتع بها حقا تسمح لها بأن تكون قادرة على جلب المزيد من مصادر الطاقة المتجددة إلى شبكة الكهرباء، مؤكدة أن هذا التوجه ينبع من الإرادة السياسية والتفكير طويل المدى لدى القيادة.

ولفتت إلى الدور الكبير الذي يمكن أن تلعبه قطر بالشراكة مع الوكالة الدولية للطاقة المتجددة في تمويل مشاريع في الدول النامية من خلال الآليات التي تمتلكها الوكالة “أعتقد أن ذلك سيكون خطوة كبيرة إلى الأمام”.

على صعيد آخر، ذكرت سينغ بالزخم السياسي الذي أثير حول الطاقة المتجددة خلال العامين الماضيين فجميع الاقتصادات الكبرى تقريبا، بالإضافة إلى العديد من الاقتصادات الأخرى ذات الدخل المتوسط والاقتصادات النامية الأصغر، التزمت بمستقبل صافي الانبعاثات الصفري بحلول 2050 – 2070، مضيفة “ذلك الزخم السياسي الذي تسارعت وتيرته هو مهم للغاية لأننا الآن لا نتحدث عن الطاقة المتجددة فقط كمزود للإلكترونات الخضراء في الشبكة، ولكننا نتحدث عن التحول الإضافي الذي سيحدث على نطاق الاقتصاد. نحن نبحث الآن في تقنيات وطرق لنقل الطاقة من الوقود الأحفوري إلى مصادر الطاقة المتجددة، ولكن لدينا أيضا دور كبير ستلعبه كفاءة الطاقة”.

وأكدت أن المجتمع الدولي مدعو لبذل جهود أكبر للتقليل من الانحباس الحراري من خلال رفع الاعتمادات الموجهة للطاقة المتجددة وزيادته إلى مستوى 4.4 تريليون دولار أمريكي، موضحة “سأعطي رقما واحدا فقط لنفهم حجم العمل الإضافي الذي نحتاج القيام به كمجتمع دولي. كنا جميعا سعداء للغاية عندما سمعنا أن الاستثمارات العالمية في تقنيات تحويل الطاقة قد وصلت الآن إلى 1.3 تريليون دولار أمريكي. ولكن، توقعاتنا في الوكالة، هي أننا نحتاج إلى مضاعفة ذلك أربع مرات، مما يعني أننا بحاجة إلى زيادة الاستثمارات السنوية في تقنيات تحويل الطاقة إلى ما يقارب 4.4 تريليون دولار أمريكي”.

وأفادت نائب المدير العام للوكالة الدولية للطاقة المتجددة بأنه على الرغم من الانخفاض الكبير الذي شهدته تكلفة الطاقة المتجددة إلا أنه لا يزال هناك عدد كبير جدا من الأشخاص، حوالي 500 مليون، يفتقرون إلى الوصول إلى الطاقة، قائلة “نعتقد حقا أن الحلول التي لدينا في مجال الطاقة المتجددة يمكن أن تكون داعمة لتوفير الطاقة، لكن الإشكالية تبقى في توفير التمويلات فإذا نظرنا إلى التدفقات الدولية للاستثمار التي ذهبت إلى البلدان النامية والبلدان الأقل نموا، فهي تمثل فقط جزءا صغيرا، فهذه الفئات من الدول مجتمعة استقطبت نحو 15 بالمئة من إجمالي التمويلات، ولكن عندما نتعمق أكثر في أقل البلدان نموا، فمن المحتمل أن تكون الاستثمارات بالنقاط العشرية”.

ودعت نائب المدير العام للوكالة الدولية للطاقة المتجددة في ختام حديثها مع وكالة الأنباء القطرية /قنا/ الدول الأقل نموا إلى توضيح سياساتها المتعلقة بالانتقال الطاقي وبناء قدراتها في مجال الطاقة المتجددة خاصة وأن 70 بالمئة من التمويلات يوفرها القطاع الخاص مما يعني أن الحكومات لا يزال لديها دور كبير تلعبه لتوفير النسبة المتبقية ما بين 30 – 35 بالمئة، لأن ذلك يمكن أن يحفز المزيد من الأموال القادمة من القطاع الخاص. ولكن بدون السياسات التمكينية وبدون النوع الصحيح من اللوائح الداعمة لجلب رأس المال هذا، سيظل التمويل يمثل تحديا. من الجيد أيضا أن نعرف أن معظم البلدان الأقل نموا لديها درجة عالية جدا من المخاطر. لذلك لا يتدفق رأس المال بسهولة شديدة ويمثل مجازفة سياسية بسبب المخاطر في الدولة، وما لم تكن هناك آليات يتم تطويرها للتخفيف من تلك المخاطر، فلن نجد تدفقات رأس المال تتجه نحو البلدان الأقل نموا.
