Qatar Participates in Arab Common Market for Electricity Program Launch

Cairo: The meeting for the launch of the knowledge-sharing program on the Arab common market for electricity kicked off at the headquarters of the Arab League in Cairo on Monday.
The State of Qatar’s delegation to the meeting was headed by HE President of the Qatar General Electricity and Water Corporation (KAHRAMAA) Eng. Essa bin Hilal Al Kuwari.
The meeting will last for two days and is organized by the Secretariat General of the Arab League in cooperation with the World Bank and the Arab Fund for Economic and Social Development.
In his opening speech HE Assistant Secretary General and Head of the Economic Affairs sector in the Arab League Dr. Ali bin Ibrahim Al Malki said that this meeting is an introductory meeting for the members of the Arab common market for electricity committee, the advisory and regulatory Committee, and the electricity systems operators Committee, to launch a new work phase for the establishment of the Arab common market for electricity, explaining that it will be a different executive phase, in which the efforts of the Arab Ministerial Council for Electricity, all committees and work teams will be combined.
He pointed out that the meeting is the result of all the past work, and is the beginning of a new chapter of achievements and the opening of new opportunities, as well as the development of effective methods to support joint Arab action, remarking the vision for the joint Arab market for electricity, contained in the memorandum of understanding signed by 16 Arab countries in 2017, following extensive efforts led by the Arab League to reach a common consensus.
HE Assistant Secretary-General stressed that regional electricity trade exchange is an effective force to achieve integration among Arab markets, leading to sustainable development that in turn will contribute to the economic prosperity of the Arab region, stressing the need for more cross-border investment to increase trade opportunities among Arab countries whose electricity production costs vary, for countries to benefit from the integration of electricity networks, the most important of which are economic benefits and cost savings, which results from coordinating national expansion plans, and increasing electricity regularity rates thanks to the increased optimization of reserve capacities, and resilience in the face of crises by sharing resources.
He added that all these benefits will support the fundamental transformation of energy in the Arab region, not only towards more sustainable growth but also towards achieving Arab integration in the field of energy and electricity markets.
HE Assistant Secretary-General said that he is fully convinced that the joint work of the first transitional phase, which ends in 2024, will be of great importance to the success of the common Arab electricity market because the establishment of the market’s institutions is expected to be created by then, particularly the establishment of market committees (the advisory and regulatory committee, and the electricity systems operators committee).
He added that the electricity sector in most Arab countries provides good quality electric power to all consumers, and pumps huge investments to keep pace with the steady increase in consumption, hence Arab countries’ interest in establishing and developing an integrated Arab market for electricity, which is modern and capable of development, pointing out that all development institutions have a role to encourage electricity trade in the Arab region.

القاهرة: انطلقت بمقر الأمانة العامة لجامعة الدول العربية بالقاهرة، أعمال اجتماع إطلاق برنامج /المشاركة في المعرفة/ بشأن السوق العربية المشتركة للكهرباء.
ترأس وفد دولة قطر المشارك في الاجتماع سعادة المهندس عيسى بن هلال الكواري، رئيس المؤسسة العامة القطرية للكهرباء والماء “كهرماء”.
وفي كلمته خلال افتتاح أعمال الاجتماع الذي تنظمه الأمانة العامة للجامعة العربية على مدار يومين بالتعاون مع البنك الدولي، والصندوق العربي للإنماء الاقتصادي والاجتماعي، قال سعادة الدكتور علي بن إبراهيم المالكي الأمين العام المساعد رئيس قطاع الشؤون الاقتصادية بجامعة الدول العربية: إن هذا الاجتماع يعد اجتماعا تعريفيا لأعضاء لجنتي السوق العربية المشتركة للكهرباء، /اللجنة الاستشارية والتنظيمية/، و/لجنة مشغلي نظم الكهرباء/؛ بهدف تدشين مرحلة جديدة من العمل من أجل تأسيس السوق العربية المشتركة للكهرباء، موضحا أنها ستكون مرحلة تنفيذية مختلفة، تستثمر فيها كل الجهود التي قام بها المجلس الوزاري العربي للكهرباء، وجميع اللجان وفرق العمل المنبثقة عنه.
ولفت إلى أن الاجتماع يعد محصلة لكل ما مضى من جهد، ومدخلا لفصل جديد يتسم بالإنجاز وطرق أبواب جديدة، إلى جانب استحداث أساليب فعالة بفضل الخبرات المتراكمة، والعمل الدؤوب والمخلص لدعم مسيرة العمل العربي المشترك، منوها برؤية السوق العربية المشتركة للكهرباء الواردة بمذكرة التفاهم لإنشاء السوق العربية المشتركة للكهرباء، والتي تم توقيعها من قبل 16 دولة عربية عام 2017 بعد جهود موسعة قادتها جامعة الدول العربية للوصول إلى توافق مشترك حولها، حيث التزم الجميع حينها بالعمل معا لإنشاء سوق عربية مشتركة للكهرباء.
وأكد أن التبادل التجاري الإقليمي للكهرباء يمثل قوة فاعلة لتحقيق التكامل بين الأسواق العربية، وصولا إلى تنمية مستدامة تساهم في نهاية المطاف في تعزيز سبل الرخاء الاقتصادي للمنطقة العربية، مشددا على الحاجة إلى مزيد من الاستثمارات العابرة للحدود لزيادة فرص التبادل التجاري للبلدان العربية التي تتباين تكاليف إنتاج الكهرباء فيها تباينا كبيرا، بحيث تتمكن الدول من جني المنافع المترتبة على تكامل شبكات الكهرباء، وأهمها مزايا اقتصاديات الحجم، وغيرها من وفورات التكاليف التي تنجم عن تنسيق خطط التوسع الوطنية، وزيادة معدلات انتظام التيار الكهربائي بفضل زيادة الاستغلال الأمثل للقدرات الاحتياطية، والصمود في مواجهة الأزمات من خلال تبادل الموارد.
وأضاف أن كل هذه المنافع والمزايا سوف تساند التحول الأساسي للطاقة في المنطقة العربية، ليس فقط نحو اتباع مسارات نمو أكثر استدامة، بل أكثر تحقيقا للتكامل العربي في مجال الطاقة وأسواق الكهرباء.
وقال: “نحن على اقتناع تام بأن عملنا المشترك خلال المرحلة الانتقالية الأولى التي تمتد حتى نهاية عام 2024 سيكون ذا أهمية بالغة لنجاح السوق العربية المشتركة للكهرباء؛ لأنها الفترة التي نتوقع فيها استكمال بناء مؤسسات السوق، وعلى الأخص إنشاء لجان السوق (اللجنة الاستشارية والتنظيمية، ولجنة مشغلي نظم الكهرباء).
وأضاف: “إن قطاع الكهرباء في أغلب الدول العربية يضطلع بدوره في توفير الطاقة الكهربائية لكافة المستهلكين بالجودة اللازمة، وفي سبيل ذلك يقوم بضخ استثمارات ضخمة لمواكبة الزيادات المطردة في الاستهلاك؛ ومن هنا يأتي اهتمام الدول العربية بإنشاء وتطوير سوق عربية متكاملة للكهرباء، تتسم بالحداثة والقابلية للتطوير”، مشيرا إلى أن لكل مؤسسات التنمية المختلفة دورا يؤدي في النهاية إلى تشجيع التبادل التجاري للكهرباء في المنطقة العربية.
