Doha: HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held on Wednesday morning at its seat at the Amiri Diwan.
Following the meeting, HE Minister of State for Cabinet issued the following statement: The Cabinet considered the topics on its agenda as follows: First: Approval of a draft law amending some provisions of Law No. 12 of 1998 concerning the Regulations of the Central Municipal Council, and its referral to the Shura Council.
Second: Approval of a draft cabinet decision on establishing a technical committee to study the fees for services provided by government agencies and define its functions.
The functions of this committee include the following: 1- Study the proposals submitted by government agencies regarding determining or amending the fees for the services they provide in light of their respective legal basis.
2- Conduct the necessary evaluation of the fee and its suitability with the service proposed for it, and whether or not a fee should be imposed.
3- Study the effect of the required amendments on fees compared to the financial conditions of the groups targeted, and the extent to which this is affected by inflation conditions that may occur on economic activity in general.
Third – Approval of providing financial support to the United Nations Road Safety Fund (UNRS).
Fourth: Approval of a draft agreement on encouraging and protecting mutual investments between the government of the State of Qatar and the government of the Democratic Republic of Sao Tome and Principe.
Fifth: The Cabinet reviewed the following topics and took the appropriate decisions: 1- Approval of a draft law regulating security permits to enter concession and usufruct areas.
2- The first report of the team concerned with following up the implementation of the recommendations of the committee formed to prepare a study on chemicals and hazardous materials, dual-use materials, and chemical precursors in Qatar.
3. The outcomes of the 27th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 27).

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية الاجتماع العادي الذي عقده المجلس يوم أمس بمقره في الديوان الأميري.
وعقب الاجتماع أدلى سعادة وزير الدولة لشؤون مجلس الوزراء بما يلي: نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي: أولاً- الموافقة على مشروع قانون بتعديل بعض أحكام القانون رقم (12) لسنة 1998 بتنظيم المجلس البلدي المركزي، وعلى إحالته إلى مجلس الشورى.
ثانياً- الموافقة على مشروع قرار مجلس الوزراء بإنشاء اللجنة الفنية لدراسة رسوم الخدمات التي تؤديها الجهات الحكومية وتحديد اختصاصاتها.
ومن بين اختصاصات هذه اللجنة ما يلي: 1- دراسة المقترحات التي تقدمها الجهات الحكومية بشأن تحديد أو تعديل رسوم الخدمات التي تؤديها في ضوء السند القانوني لكل منها.
2- إجراء التقييم اللازم للرسم ومدى تناسبه مع الخدمة المقترح لأجلها، وما إذا كانت تستأهل أداء رسم عليها من عدمه.
3- دراسة مدى تأثير التعديلات المطلوبة على الرسوم مقارنة بالأوضاع المادية للفئات المخاطبة بها، ومدى تأثر ذلك بظروف التضخم التي قد تطرأ على النشاط الاقتصادي بصفة عامة.
ثالثاً- الموافقة على تقديم دعم مالي لصندوق الأمم المتحدة للسلامة على الطرق “UNRSF”.
رابعاً- الموافقة على مشروع اتفاقية بشأن تشجيع وحماية الاستثمارات المتبادلة بين حكومة دولة قطر وحكومة جمهورية ساو تومي وبرينسيب الديمقراطية.
خامساً- استعرض مجلس الوزراء الموضوعات التالية واتخذ بشأنها القرارات المناسبة: 1- مشروع قانون بشأن تنظيم التصاريح الأمنية للدخول إلى مناطق الامتياز والانتفاع.
2- التقرير الأول للفريق المعني بمتابعة تنفيذ توصيات لجنة إعداد دراسة عن المواد الكيميائية والخطرة والمواد ثنائية الاستخدام والسلائف الكيميائية في دولة قطر.
3- نتائج مؤتمر الأطراف (27) لاتفاقية الأمم المتحدة الإطارية بشأن التغير المناخي (cop 27).
