Doha: HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held at its seat at the Amiri Diwan on Wednesday afternoon.
Following the meeting, HE Minister of State for Cabinet Affairs issued the following statement: At the outset of the meeting, the Cabinet welcomed the leaders of fraternal and friendly countries and heads of delegations who will join HH the Amir Sheikh Tamim bin Hamad Al-Thani at the opening of the FIFA World Cup Qatar 2022 on Sunday.
The Cabinet also welcomed the world national teams and missions participating in the tournament, expressing the State of Qatar’s pride in hosting this tournament, the global scale it represents, and the higher human meanings and values it symbolizes. The Cabinet stressed that since winning the bid to host the FIFA World Cup, the State of Qatar has been working diligently and confidently to achieve an exceptional tournament that possesses all the elements for success and reflects the achievements and generosity of the Qatari people as well as the authenticity, civilization, and culture of the Arab world and the Middle East region.
The Cabinet wished everyone to spend days filled with excitement and happiness during their stay in Qatar with the hospitality of its people, who will welcome the people of the world during this historical event that symbolizes the spirit of fraternity, cultural communication, and familiarity among people, which leads to deepening the feeling of harmony, tolerance, and cooperation.
After that, the Cabinet considered the topics on its agenda as follows: First: Approval of a draft law on Border Measures to Protect Intellectual Property Rights.
The draft law is meant to replace Law No. 17 of 2011 on Border Measures to Protect Intellectual Property Rights within the framework of updating legislation and keeping pace with changes.
The draft law aims to strengthen the role of customs in combating infringement of intellectual property rights by stopping clearance procedures and releasing imported, exported, or re-exported goods that bear counterfeit trademarks or represent copyrights plagiarism and contribute to combating commercial fraud and related money laundering crimes.
Second: Approval of the draft decision of the President of the National Cyber Security Agency (NCSA) to issue the organizational structure of the agency.
Third: Approval of the draft decision of the Minister of Endowments and Islamic Affairs regarding allocating an annual percentage of the endowment’s revenues for its construction and reconstruction.
This draft decision comes withing the framework of implementing the provisions of Law No. 9 of 2021 regarding the endowment.
Fourth: The approval of: 1- A draft memorandum of understanding for cooperation in the field of giftedness and creativity between the Ministry of Education and Higher Education in the State of Qatar and the King Abdulaziz and His Companions Foundation for Giftedness and Creativity “Mawhiba” in the Kingdom of Saudi Arabia.
2- A draft memorandum of understanding for cooperation in the fields of translating and publishing classics between the Ministry of Culture in the State of Qatar and the National Press and Publication Administration in the People’s Republic of China.
Fifth: The Cabinet followed up the arrangements and preparations for hosting the FIFA World Cup Qatar 2022, and took the appropriate decision in their regard.
Sixth: The Cabinet reviewed the following issues and took appropriate decisions in their regard: 1- A report on the work of the National Committee for the Affairs of Woman, Children, the Elderly and People with Disabilities.
2- A report on the work progress and achievements of the Regulatory Authority for Charitable Activities.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني رئيس مجلس الوزراء ووزير الداخلية، الاجتماع العادي الذي عقده المجلس يوم أمس بمقره في الديوان الأميري.
وعقب الاجتماع أدلى سعادة وزير الدولة لشؤون مجلس الوزراء بما يلي:
في بداية الاجتماع، رحب مجلس الوزراء بقادة الدول الشقيقة والصديقة، ورؤساء الوفود الذين سيشاركون حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله” في افتتاح بطولة كأس العالم FIFA قطر 2022 يوم الأحد المقبل.
كما رحب المجلس بوفود ومنتخبات دول العالم المشاركة في البطولة، وأعرب عن اعتزاز دولة قطر باستضافة هذه البطولة وما تمثله من ثقل عالمي كبير، وما ترمز إليه من معان وقيم إنسانية رفيعة، مؤكدا أن دولة قطر، ومنذ أن نالت شرف تنظيم بطولة كأس العالم، ظلت تعمل بجد وثقة من أجل إنجاز بطولة استثنائية تتوافر لها كل مقومات النجاح، وتعكس إنجازات الشعب القطري وكرمه، وأصالة وحضارة وثقافة العالم العربي ومنطقة الشرق الأوسط.
وتمنى المجلس للجميع قضاء أيام مليئة بالمتعة والسعادة في رحاب دولة قطر، ووسط ترحيب شعبها باستضافة هذا الحشد من شعوب دول العالم، وفي هذا الحدث التاريخي الذى يجسد روح التآخي والتواصل الثقافي والتعارف بين الشعوب، ويعمق بينها مشاعر التآلف والتسامح والتعاون.
وبعد ذلك، نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي:
أولا- الموافقة على مشروع قانون بشأن التدابير الحدودية لحماية الملكية الفكرية.
ويأتي إعداد مشروع القانون ليحل محل القانون رقم (17) لسنة 2011 بشأن التدابير الحدودية لحماية حقوق الملكية الفكرية، في إطار تحديث التشريعات ومواكبة المتغيرات.
ويهدف المشروع إلى تعزيز دور الجمارك في مكافحة التعدي على حقوق الملكية الفكرية، وذلك عن طريق وقف إجراءات التخليص والإفراج عن البضاعة المستوردة أو المصدرة أو المعاد تصديرها التي تحمل علامات تجارية مقلدة أو تمثل حقوق طبع منتحلة، والمساهمة في مكافحة الغش التجاري وجرائم غسل الأموال المرتبطة بها.
ثانيا- الموافقة على مشروع قرار رئيس الوكالة الوطنية للأمن السيبراني بإصدار الهيكل التنظيمي للوكالة.
ثالثا- الموافقة على مشروع قرار وزير الأوقاف والشؤون الإسلامية بشأن تحديد نسبة سنوية من ريع الوقف تخصص لعمارته وإعادة إعماره.
ويأتي إعداد مشروع هذا القرار في إطار تنفيذ أحكام القانون رقم (9) لسنة 2021 بشأن الوقف.
رابعا- الموافقة على:
1- مشروع مذكرة تفاهم للتعاون في مجال الموهبة والإبداع بين وزارة التربية والتعليم والتعليم العالي في دولة قطر ومؤسسة الملك عبدالعزيز ورجاله للموهبة والإبداع “موهبة” في المملكة العربية السعودية.
2- مشروع مذكرة تفاهم للتعاون في مجالي ترجمة ونشر الكلاسيكيات بين وزارة الثقافة في دولة قطر والإدارة الوطنية للصحافة والنشر في جمهورية الصين الشعبية.
خامسا- تابع مجلس الوزراء الترتيبات والاستعدادات الخاصة باستضافة بطولة كأس العالم FIFA قطر 2022، واتخذ في هذا الشأن القرار المناسب.
سادسا- استعرض مجلس الوزراء الموضوعات التالية واتخذ بشأنها القرارات المناسبة:
1- تقرير عن أعمال اللجنة الوطنية المعنية بشؤون المرأة والطفل وكبار السن والأشخاص ذوي الإعاقة.
2- تقرير عن سير أعمال وإنجازات هيئة تنظيم الأعمال الخيرية.
