The most prominent decisions of the weekly cabinet meeting

Doha: HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held at its seat at the Amiri Diwan on Wednesday afternoon.

Following the meeting, HE Minister of State for Cabinet Affairs issued the following statement: At the outset of the meeting, the Cabinet welcomed the results of the meetings of the 31st regular session of the Council of the Arab League at the summit level, which was held in Algiers, the capital of the People’s Democratic Republic of Algeria, on November 1-2, with the participation of HH the Amir Sheikh Tamim bin Hamad Al-Thani.

The Cabinet affirmed that the Algeria declaration issued by the summit constitutes a new starting point for developing joint Arab action, strengthening the spirit of Arab solidarity, and serving the crucial Arab issues, particularly the Palestinian cause.

The Cabinet commended the efforts of HE President of the People’s Democratic Republic of Algeria Abdelmadjid Tebboune in creating the appropriate atmosphere for holding the summit, managing its sessions, and achieving its success.

The Cabinet valued the Arab position announced at the Algeria Summit supporting the State of Qatar’s hosting of the FIFA World Cup Qatar 2022, expressing full confidence in the country’s ability to distinguishably organize this global event, and rejecting the malicious campaigns of distortion and skepticism that Qatar is subject to.

Then, the Cabinet considered the topics on the agenda as follows: First – Approval of the draft animal health law to prevent epidemic and contagious diseases.

The draft law aims to combat epidemic and contagious diseases that can affect public health and livestock.

Second – Approval of a draft Cabinet decision amending some provisions of Decision No. 17 of 2014 establishing the National Explosives Affairs Committee.

This committee, established at the Ministry of Interior, has several specializations, including providing advice to the competent government agencies, in everything related to issues of explosives and the raw materials that go into their manufacture, and proposing controls for controlling the import, export, production, processing and consumption of explosive materials and materials that go into their manufacture.

Third – Approval of a draft decision of the Minister of Public Health specifying some pharmaceutical products that can be sold by other than the authorized pharmaceutical establishments.

Fourth – Approval of a draft memorandum of understanding for cooperation in the supervisory field between the State Audit Bureau of the State of Qatar and the Court of Accounts of the People’s Democratic Republic of Algeria.

Fifth – The Cabinet followed up the arrangements and preparations for hosting the FIFA World Cup Qatar 2022, and took the appropriate decision in this regard.

Sixth – The Cabinet reviewed the following topics and took the appropriate decisions: 1- Draft trusted data law.

2- A report on the results of the third session of the joint ministerial committee for economic, commercial and technical cooperation between the State of Qatar and the United Kingdom.

3- Report (53) on the results of the work of the National Committee for the Prohibition of Weapons.

4- A report on the results of the 25th meeting of the Committee of Ministers Concerned with Municipal Affairs in the Cooperation Council for the Arab States of the Gulf.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية الاجتماع العادي الذي عقده المجلس يوم أمس بمقره في الديوان الأميري.

وعقب الاجتماع أدلى سعادة وزير الدولة لشؤون مجلس الوزراء بما يلي: في بداية الاجتماع رحب مجلس الوزراء بنتائج اجتماعات الدورة العادية الحادية والثلاثين لمجلس جامعة الدول العربية على مستوى القمة، والتي عقدت في مدينة الجزائر عاصمة الجمهورية الجزائرية الديمقراطية الشعبية الشقيقة يومي الأول والثاني من شهر نوفمبر الحالي، بمشاركة حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”.

وأكد المجلس أن إعلان الجزائر الصادر عن القمة يشكل نقطة انطلاق جديدة لتطوير العمل العربي المشترك وتعزيز روح التضامن العربي وخدمة القضايا العربية المصيرية، وفي مقدمتها القضية الفلسطينية.

وأشاد المجلس بجهود فخامة الرئيس عبدالمجيد تبون رئيس الجمهورية الجزائرية الديمقراطية الشعبية في تهيئة الأجواء المناسبة لانعقاد القمة وإدارة جلساتها وتحقيق نجاحها.

وثمن المجلس الموقف العربي المعلن عنه في قمة الجزائر والمساند لدولة قطر في استضافتها لبطولة كأس العالم FIFA قطر 2022، والمعبر عن الثقة التامة في قدرة الدولة على تنظيم مميز لهذه التظاهرة العالمية، ورفض حملات التشويه والتشكيك المغرضة التي تطالها.

وبعد ذلك، نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي: أولا- الموافقة على مشروع قانون الصحة الحيوانية للوقاية من الأمراض الوبائية والمعدية.

ويهدف مشروع القانون إلى مكافحة الأمراض الوبائية والمعدية التي يمكن أن تؤثر على الصحة العامة والثروة الحيوانية.

ثانيا- الموافقة على مشروع قرار مجلس الوزراء بتعديل بعض أحكام القرار رقم (17) لسنة 2014 بإنشاء اللجنة الوطنية لشؤون المتفجرات.

وتختص هذه اللجنة المنشأة بوزارة الداخلية بعدة اختصاصات منها: تقديم المشورة إلى الجهات الحكومية المختصة، في كل ما يتصل بالمسائل المتعلقة بالمتفجرات والمواد الأولية التي تدخل في تصنيعها، واقتراح ضوابط مراقبة استيراد وتصدير وإنتاج وتجهيز واستهلاك المواد المتفجرة والمواد التي تدخل في تصنيعها.

ثالثا- الموافقة على مشروع قرار وزير الصحة العامة بتحديد بعض المستحضرات الصيدلية التي يمكن بيعها من قبل غير المؤسسات الصيدلية المصرح لها بذلك.

رابعا- الموافقة على مشروع مذكرة تفاهم للتعاون في المجال الرقابي بين ديوان المحاسبة في دولة قطر ومجلس المحاسبة في الجمهورية الجزائرية الديمقراطية الشعبية.

خامسا- تابع مجلس الوزراء الترتيبات والاستعدادات الخاصة باستضافة بطولة كأس العالم FIFA قطر 2022، واتخذ في هذا الشأن القرار المناسب.

سادسا- استعرض مجلس الوزراء الموضوعات التالية واتخذ بشأنها القرارات المناسبة: 1- مشروع قانون البيانات المؤتمنة.

2- تقرير عن نتائج الدورة الثالثة للجنة الوزارية المشتركة للتعاون الاقتصادي والتجاري والفني بين دولة قطر والمملكة المتحدة.

3- التقرير (53) عن نتائج أعمال اللجنة الوطنية لحظر الأسلحة.

4- تقرير عن نتائج الاجتماع (25) للجنة الوزراء المعنيين بشؤون البلديات بدول مجلس التعاون لدول الخليج العربية.
