Qatar’s Reforms in Labor Market are of European Recognition

Doha: HE Vice President of the European Parliament (EP) Eva Kaili considered that the State of Qatar’s hosting of the FIFA World Cup 2022 constitutes an opportunity for Qatar to show the international community its various achievements and represents a unique opportunity for Qatar to obtain international recognition of the role it plays, especially in the field of the labor market, which is praised by the European Parliament.

In an interview with Qatar News Agency (QNA) on the occasion of her visit to the country, Her Excellency said that the FIFA World Cup Qatar 2022 represents a major driver for change and allows a unique opportunity for Qatar to obtain the international community’s recognition for its role and achievements, expressing her hopes for this event to succeed.

Her Excellency added that she is well aware of the great progress achieved by Qatar in the field of the labor market. She added that she met with representatives from the International Labor Organization (ILO) office in Qatar, who confirmed that Qatar could be a role model for the countries of the region and beyond in that field.

HE Eva Kaili pointed out that the State of Qatar has achieved – according to the ILO office in Qatar – all the necessary requirements in the field of the labor market, and the implemented reforms in this framework have swiftly taken place.

Her Excellency stressed that the recent inauguration of the Delegation of the European Union (EU) in Doha reflects the extent of the European countries’ appreciation for the reforms made by the State of Qatar. She added that the plans for exempting Qatari citizens from obtaining a Schengen visa to visit the European Union countries – which is backed by the EP – also reflect that these reforms are appreciated in the best way possible, indicating that the EP will welcome HE Minister of Labor Dr. Ali bin Smaikh Al Marri in a few days.

Her Excellency said that the EP understands the challenges that the State of Qatar had to face within the framework of the reforms made in both public and private sectors and that she hopes that other GCC countries follow Qatar’s lead. Thus, we learn from each other to do the is best for the future and to always be able to discuss and come up with solutions for any challenges that might occur.

On the other hand, HE Eva Kaili stressed that the EP is keen on strengthening its relations with the State of Qatar as well as other GCC countries, as her current visit to Doha comes within the framework of discovering ways and means of strengthening the parliamentarian cooperation with the Shura Council of Qatar.

Her Excellency said that the inauguration of the European Union Delegation premises in the State of Qatar represents a sign of our desire to work together more closely, and I hope to achieve tangible results between the two parliaments. The newly appointed European Union resident Ambassador to the State of Qatar will follow the implantation of our ambitious agenda towards the GCC countries.

Her Excellency expressed her appreciation of HH the Amir Sheikh Tamim bin Hamad Al-Thani’s reception on Monday. In this regard, she said that the meeting with HH the Amir constituted an opportunity for a fruitful discussion of the issues of common interest between the EU and the State of Qatar, including bilateral relations, energy security, social progress within the context of Qatar National Vision 2030, cooperation in defusing tension, achieving global security, and respecting international law and national sovereignty.

Her Excellency pointed out that her visit to the State of Qatar also aims to promote the parliamentarian relations between the EP and the Shura Council of Qatar, especially after the first Shura Council elections in Oct. 2021. She noted the importance of exploring the common opportunity for establishing an organized parliamentarian dialogue between the two sides that covers bilateral relations, legislative initiatives, exchanging best practices, and promoting common values, including empowering youths and women as well as social and human rights.

She stressed that holding the first legislative elections for the Shura Council constitutes a milestone for the Qatari citizens’ participation and their representation in political and institutional practices and policy-making, adding that she is convinced that this long-awaited decision represents a major step toward the gradual establishment of a practical parliamentarian system in Qatar.

Her Excellency added that she hopes that this historical step taken by the State of Qatar constitutes a source of inspiration for other countries of the region and paves the way to think on a large scale on means of increasing the participation of their citizens in public life.

HE Eva Kaili renewed the EP support of exempting Qatari citizens from obtaining a Schengen visa to visit the European Union countries, which in turn provides EU citizens to visit Qatar without the need for obtaining a visa.

Her Excellency said that she is convinced that such a decision will intensify dialogue between the communities of Qatar and the EU and make a significant increase in exchange on the human, scientific, and technological levels, thus, enhancing the understanding between peoples of EU and Qatari people and improving their perception of each other. She added that she is here in Qatar today representing the EP and its presidents on behalf of 500 million European citizens of 27 European countries, who watch with great interest the progress achieved by the State of Qatar on the social side, as it reflects our common values and principles.

In conclusion of her statements to QNA, HE Vice President of the European Parliament Eva Kaili stressed the potential of cooperation between the EU and the State of Qatar in various fields such as technology, science, education, and energy, pointing out the various work opportunities between the two sides in the field of the goals of Qatar National Vision 2030, including empowering women, labor rights, and mutual tolerance and respect between societies.

وقالت سعادتها، في حوار مع وكالة الأنباء القطرية “قنا” بمناسبة زيارتها الحالية للدوحة: إن بطولة كأس العالم في قطر تمثل محركا رئيسيا للتغيير، وتتيح لقطر فرصة فريدة للحصول على الاعتراف من المجتمع الدولي بدورها وبالإنجازات التي حققتها، معربة عن تمنياتها بنجاح هذا الحدث المهم.

وأضافت “أنا على دراية كبيرة بالتقدم المحرز في مجال الإصلاحات بسوق العمل في قطر، وقد أكد ممثلو مكتب منظمة العمل الدولية في قطر، الذين التقيت بهم أمس، على أن قطر يمكن أن تكون نموذجا يحتذى به للمنطقة وخارجها في هذا المجال”.

وأشارت سعادة السيدة إيفا كايلي إلى أن دولة قطر حققت، حسب مكتب منظمة العمل الدولية في الدوحة، جميع المتطلبات اللازمة في مجال سوق العمل، وحدثت الإصلاحات التي تم تنفيذها في هذا الإطار بسرعة كبيرة.

وشددت على أن افتتاح مقر بعثة الاتحاد الأوروبي في الدوحة مؤخرا يعكس مدى التقدير الذي تحظى به الإصلاحات التي نفذتها قطر لدى دول الاتحاد، كما أن خطط إعفاء المواطنين القطريين من الحصول على تأشيرة “شنغن” لزيارة دول الاتحاد، والتي يدعمها البرلمان الأوروبي، تشير أيضا إلى تقدير تلك الإنجازات بأفضل طريقة ممكنة، موضحة أن البرلمان الأوروبي سيستقبل في غضون أسبوعين سعادة الدكتور علي بن صميخ المري وزير العمل.

وقالت “نحن نفهم التحديات التي واجهتها قطر في إطار الإصلاحات في القطاعين العام والخاص، وآمل أن تحذو حذوها دول مجلس التعاون الخليجي؛ ولذلك نحن نتعلم من بعضنا البعض لنفعل ما هو أفضل في المستقبل، حتى نتمكن دائما من مناقشة وإيجاد حلول لأي تحديات تحدث”.

من جهة أخرى، أكدت سعادة السيدة إيفا كايلي أن البرلمان الأوروبي حريص على تعزيز علاقاته مع دولة قطر ومع دول مجلس التعاون الخليجي، حيث تأتي زيارتها الحالية للدوحة في إطار استكشاف فرص وسبل تعزيز التعاون البرلماني مع مجلس الشورى في قطر.

وقالت “إن افتتاح مقر بعثة الاتحاد الأوروبي في دولة قطر يشكل علامة على رغبتنا في العمل معا بشكل أوثق، ويحدوني الأمل في أن نحقق نتائج ملموسة بين البرلمانيين، وسيقوم سفير الاتحاد الأوروبي المقيم المعين حديثا في قطر بمتابعة تنفيذ أجندتنا الطموحة تجاه دول مجلس التعاون”.

وأعربت سعادتها عن فخرها باستقبال حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، لها أمس، قائلة في هذا السياق “إن اللقاء مع سموه كان فرصة لمناقشة مثمرة حول القضايا ذات المصالح المشتركة لقطر والاتحاد الأوروبي، بما في ذلك العلاقات الثنائية وأمن الطاقة، والتقدم الاجتماعي في سياق رؤية قطر الوطنية 2030، والتعاون في نزع فتيل التوترات، وتحقيق الاستقرار العالمي، واحترام القانون الدولي والسيادة الوطنية”.

ولفتت إلى أن زيارتها لدولة قطر تأتي أيضا للنهوض بالعلاقات البرلمانية بين البرلمان الأوروبي ومجلس الشورى في قطر، خاصة بعد إجراء أول انتخابات لمجلس الشورى في أكتوبر 2021، مبينة أنه من المهم استكشاف الفرصة المشتركة لإقامة حوار برلماني منظم بين الجانبين يغطي العلاقات الثنائية، والمبادرات التشريعية، وتبادل الممارسات الجيدة، وتعزيز القيم المشتركة، بما في ذلك تمكين الشباب والمرأة، وكذلك الحقوق الاجتماعية والإنسانية.

وأكدت أن “إجراء أول انتخابات تشريعية لمجلس الشورى يشكل علامة بارزة لمشاركة المواطنين القطريين، وتمثيلهم في الممارسات السياسية والمؤسسية وصنع السياسات”، مضيفة ” أنا مقتنعة بأن هذا القرار الذي طال انتظاره يمثل خطوة مهمة نحو الإنشاء التدريجي لنظام برلماني عملي في قطر”.

وأضافت “أتمنى أن تكون الخطوة التاريخية التي اتخذتها قطر بمثابة مصدر إلهام لبلدان أخرى في المنطقة، وتمهيد الطريق للتفكير على نطاق أوسع حول كيفية زيادة مشاركة مواطنيها في الحياة العامة لبلدانهم”.

وجددت سعادة السيدة إيفا كايلي، دعم البرلمان الأوروبي لإبرام اتفاقية بشأن إعفاء مواطني دولة قطر من تأشيرة “شنغن”، والتي توفر بالمثل السفر بدون تأشيرة لمواطني الاتحاد الأوروبي عند السفر إلى أراضي دولة قطر.

وقالت “أنا مقتنعة بأن هذا القرار سيكثف الحوار بين مجتمعاتنا، وسيحدث زيادة كبيرة في التبادلات على المستوى البشري والعلمي والتكنولوجي، وبالتالي تعزيز التفاهم بين شعوب الاتحاد الأوروبي والشعب القطري، وتحسين تصورهم لبعضهم البعض”، مضيفة “أنا هنا في قطر اليوم لتمثيل البرلمان الأوروبي ورئيسه، وهو صوت 500 مليون أوروبي و27 دولة عضوا، ونحن جميعا ننظر في التقدم الذي أحرزته دولة قطر حتى الآن على الصعيد الاجتماعي باهتمام كبير؛ لأن ذلك يعكس قيمنا ومبادئنا المشتركة”.

كما أكدت نائب رئيس البرلمان الأوروبي، في ختام حوارها مع وكالة الأنباء القطرية /قنا/، على أن إمكانيات التعاون بين دول الاتحاد الأوروبي ودولة قطر كثيرة وفي عدة مجالات مثل التكنولوجيا، والعلوم، والتعليم، والطاقة، لافتة إلى وجود فرص كبيرة للعمل بين الجانبين في مجال أهداف رؤية قطر الوطنية 2030، بما فيها تمكين المرأة وحقوق العمال والاحترام المتبادل والتسامح بين المجتمعات.
