NHRC Inaugurates Human Rights Office at HIA

Doha: The National Human Rights Committee (NHRC) has inaugurated the human rights office at Hamad International Airport (HIA) in preparation for receiving FIFA World Cup Qatar 2022 fans.

In this context, HE Secretary-General of the National Human Rights Committee (NHRC) Sultan bin Hassan Al Jamali underlined the importance of the committee’s office which occupies a prestigious place in HIA to target the coming fans, and to operate as a preemptive mechanism for any reported infractions, provide the human rights related assistance, if necessary, as well as raising the awareness through the distribution of awareness brochures prepared by NHRC for this occasion, which will indubitably help the coming fans understand numerous matters during their stay on the land of the State of Qatar, pointing out that the inauguration of the office is considered one of the vital fruits yielded by the memorandum of understanding that has been signed recently between NHRC and Qatar Company for Airports Operation and Management (MATAR) with the objective of supporting the cooperation and fostering the partnership between the two parties in diffusing the culture of human rights, capitalizing on the two parties’ expertise and experiences and employing them further to promote and safeguard the human rights within the framework of the two parties’ jurisdictions.

His Excellency pointed out that NHRC had embarked upon training its cadres during the past period and focused on human rights in the international Airports, ways to deal with the fans coming from diverse nationalities, cultures and religious creeds, work to contain these diversities based on human rights laws and principles, offer training courses on the importance of entrenching human rights principles through the good governance, rights-based approach to identification at Borders, in addition to the measures of hosting FIFA World Cup Qatar 2022, human rights relevant laws, immigration laws and their amendments, customs related laws and borders management in an integrated, secure and coordinated manner, noting the engagement of a host of volunteers from Oman Human Rights Commission to work with NHRC cadres during the tournament period in a first-of-its-kind initiative that reflects humanity values and the credible cohesion, indicating that the team will operate in an integrated manner to offer everything that would achieve a successful tournament which is held in one of the Middle East countries for the first time in history.

He elucidated that the office represents a rapid tool to overcome any potential hurdles encountered by the fans and solving them in the shortest possible time through the effective cooperation with the competent entities, underscoring NHRC’s keenness to promote the rights of transference, expression and fans’ support to their teams and other rights in pursuit of protecting the fans during the tournament, adding that NHRC has prepared substantial quantity of introductory and awareness brochures that set forth the rights and duties, including bulletins with several languages, as well as hotlines that will receive the inbound phone calls of every single person who is willing to communicate with NHRC around the clock.

For his part, Vice President of Commercial, Marketing and Communications at HIA Abdulaziz AlMass said that he is pleased to have NHRC inaugurated at HIA, which intends to foster the partnership between the two parties in implementation of the cooperation agreement that has been signed recently between HIA and NHRC, noting the importance of providing all criteria to ensure protection of the rights of FIFA World Cup Qatar 2022 fans.

In the same context, Head of the delegation of the Oman Human Rights Commission Al Mu’ather bin Ahmed Al Siyabi underlined that the inauguration of NHRC in HIA is considered great achievement, especially at the time the State of Qatar receives substantial number of the tournament fans, noting the significance of this office to offer counselling, awareness and legal services which are of utmost importance for the people coming to the State of Qatar.

وفي هذا السياق، أكد سعادة السيد سلطان بن حسن الجمالي، الأمين العام للجنة الوطنية لحقوق الإنسان، على أهمية مكتب اللجنة الذي يحتل موقعا متميزا في مطار حمد الدولي لاستهداف الجمهور القادم، والعمل كآلية وقائية حيال أي مخالفات، وتقديم المساعدات التي تتعلق بحقوق الإنسان في حال لزم الأمر، فضلا عن التوعية من خلال توزيع المطويات التوعوية التي أعدتها اللجنة لهذه المناسبة، والتي بلا شك ستعين القادم على معرفة الكثير من الأمور خلال تواجده على أرض دولة قطر، مشيرا إلى أن افتتاح المكتب يعتبر إحدى الثمرات المهمة لاتفاقية التفاهم التي أبرمتها مؤخرا اللجنة الوطنية لحقوق الإنسان مع الشركة القطرية لإدارة وتشغيل المطارات؛ بهدف دعم التعاون وتعزيز الشراكة بين الطرفين، في نشر ثقافة حقوق الإنسان، والاستفادة من الخبرات والإمكانيات المتوفرة لديهما، وتوظيفها لتعزيز وحماية حقوق الإنسان في إطار اختصاصات كل من الطرفين.

وأشار سعادته إلى أن اللجنة عكفت، خلال الفترة الماضية، على تدريب كوادرها، وركزت على “حقوق الإنسان في المطارات الدولية”، وكيفية التعامل مع الجمهور القادم من دول العالم بجنسيات وثقافات ومعتقدات مختلفة، والعمل على احتواء هذا الاختلافات استنادا لمبادي وقوانين حقوق الإنسان، والتدريب على أهمية ترسيخ مبادئ حقوق الإنسان من خلال الحوكمة الرشيدة، والنهج القائم على الحقوق لإدارة الحدود، بالإضافة إلى تدابير استضافة بطولة كأس العالم FIFA قطر 2022، والقوانين ذات الصلة بحقوق الإنسان، وقوانين الهجرة وتعديلاتها، والقوانين المرتبطة بالجمارك، وإدارة الحدود بطريقة متكاملة وآمنة ومنسقة.

ونوه الجمالي بمشاركة كوكبة من المتطوعين من اللجنة الوطنية العمانية لحقوق الإنسان للعمل مع كادر اللجنة خلال فترة المونديال، في بادرة فريدة من نوعها، تعكس قيم الإنسانية والترابط الصادق، وسيعمل الفريق في تكامل لتقديم كل ما من شأنه إنجاح هذه التجربة التي تقام لأول مرة في دولة من دول الشرق الأوسط.

وأوضح أن المكتب يعتبر أداة سريعة لمواجهة أي معوقات أمام الجمهور، والعمل على حلها في أقصر مدة ممكنة من خلال التعاون الفعال مع الجهات ذات الاختصاص، مؤكدا حرص اللجنة على تعزيز حقوق الانتقال والتعبير والتشجيع وغيرها من الحقوق لحماية المشجعين خلال المونديال، حيث أعدت كما هائلا من الكتيبات التعريفية والتوعوية التي توضح الحقوق والواجبات، والنشرات بعدد من اللغات، إلى جانب الخطوط الساخنة التي ستستقبل مكالمات كل من يرغب في التواصل مع اللجنة على مدار الـ 24 ساعة.

من جانبه، أعرب عبدالعزيز الماس نائب الرئيس بإدارة التسويق والاتصالات والإعلام بمطار حمد الدولي، عن سعادته بتدشين مكتب اللجنة الوطنية لحقوق الإنسان في المطار، والذي يهدف إلى تعزيز الشراكة بين الطرفين تطبيقا لبنود اتفاقية التعاون التي عقدت مؤخرا بين مطار حمد الدولي واللجنة الوطنية لحقوق الإنسان، منوها إلى ضرورة توفير المعايير كافة لضمان حماية حقوق جماهير بطولة كأس العالم FIFA قطر 2022.

وفي السياق ذاته، أكد المؤثر بن أحمد بن سعود السيابي رئيس فريق المتطوعين من اللجنة الوطنية لحقوق الإنسان العمانية، أن افتتاح مكتب اللجنة الوطنية لحقوق الإنسان في مطار حمد الدولي يعتبر إنجازا كبيرا، خاصة في هذا التوقيت الذي تشهد فيه دولة قطر استقبال أعداد هائلة من جماهير المونديال، مشيرا إلى أهمية وجود هذا المكتب؛ لما يقدمه من خدمات استشارية وتوعوية وقانونية بالغة الأهمية بالنسبة للشخص القادم للدولة.
