MOPH: 4 countries not covered by hotel quarantine exception based on age and health status

Doha: The Ministry of Health announced that it will update travel and return policies to Qatar and the list of categories excluded from hotel quarantine that will be implemented from Sunday, January 24th.

According to its official Twitter account, the Ministry of Public Health noted that the age and health exception does not apply to travellers from the UK, South Africa, the Kingdom of the Netherlands and the Kingdom of Denmark, which was announced earlier by the Ministry and is still in operation.

Yesterday, the Ministry of Health announced a list that excludes 19 categories from hotel quarantine, which are allowed to home quarantine, Qatari or resident, family members and escorts who share the same national address, regardless of where they came from:

1. Persons aged 65 and over.

2. People who have undergone an organ or marrow transplant.

3. Patients with conditions requiring immunosuppressive treatment.

4. Patients with heart failure or coronary artery disease.

5. Patients with asthma (moderate and high intensity).

6. Cancer patients who are undergoing treatment sessions (chemotherapy or radiation therapy).

7. Pregnant women.

8. Nursing mothers for children between the ages of 0-5 years.

9. Patients with acute renal failure (at the end of its stages) or undergoing dialysis sessions.

10. Patients with chronic liver disease.

11. Patients who have an amputation of the lower extremities.

12. Persons with disabilities who depend on others for their daily activities.

13. Children with disabilities and their mothers.

14. Epilepsy patients receiving treatment.

15. Diabetic foot disease patients.

16. Persons with first-degree relatives who have passed away within the last 10 days.

17. People with mental health problems undergoing drug treatment and whose health may worsen if they are kept indoors.

18. Patients with diabetes with neuropathy, kidney or retinal disease and other complications of the disease.

19. A minor (under the age of 18) travelling without the company of his guardian (adult).

The Ministry noted that those accompanying the excluded and returning from travelling alone without the company of their relatives who were with them when travelling are obliged to hotel quarantine, and therefore have to check the booking procedures at a hotel prior to their travel on the date of return. 

It pointed out that the decision to exclude from the hotel quarantine does not include visitors coming to the state, but it can be suspended in cases that require the application of the policy of hotel quarantine, such as the non-suitability of housing conditions to the requirements of the home quarantine, or a decision issued by the Ministry of Public Health to do so in order to control the spread of the infection of Covid-19 in the state.

Travelers with chronic diseases must also register for “MyHealth” service via the Hamad Medical Corporation website to extract the medical report and the result of the coronavirus (Covid-19) test from accredited health centers 72 hours prior to travel, or submit a certificate of chronic diseases from the websites of Hamad Medical Corporation or The Primary HealthCare Corporation.

In a related context, the ministry noted that the list will be reviewed and updated periodically based on the latest developments.

الدوحة: أعلنت وزارة الصحة أنه إلحاق بالإعلان عن تحديث سياسات السفر والعودة إلى دولة قطر وقائمة الفئات المستثناة من الحجر الفندقي التي سيتم العمل بها اعتبارا من يوم الأحد المقبل 24 يناير الجاري .

ونوهت وزارة الصحة العامة – وفق حسابها الرسمي على تويتر – بأن الاستثناء على أساس السن والحالة الصحية لا ينطبق على المسافرين القادمين من : المملكة المتحدة – جنوب أفريقيا – مملكة هولندا – مملكة الدانمارك، والذي أعلنت عنه الوزارة في وقت سابق، ولا يزال قيد التنفيذ.

وأمس أعلنت وزارة الصحة عن قائمة تستثني 19 فئة من الحجر الفندقي، ويسمح لها بالحجر المنزلي، قطريين كانوا أم مقيمين، وأفراد عائلاتهم ومرافقيهم القادمين معهم ممن يتشاركون ذات العنوان الوطني، بغض النظر عن الوجهة التي قدموا منها، وهي:

1. الأشخاص الذين يبلغون من العمر 65 سنة وما فوق.

2. الأشخاص الذين خضعوا لزراعة الأعضاء أو النخاع.

3. المرضى الذين يعانون من حالات تتطلب علاجا مثبطا للمناعة.

4. المرضى الذين يعانون من قصور القلب أو أمراض الشريان التاجي.

5. المرضى الذين يعانون من الربو (متوسط وعالي الشدة).

6. مرضى السرطان والخاضعون منهم لجلسات العلاج (العلاج الكيميائي أو العلاج الإشعاعي).

7. النساء الحوامل.

8. الأمهات المرضعات الحاضنات لأطفال تتراوح أعمارهم بين /0-5 /سنوات.

9. المرضى الذين يعانون من الفشل الكلوي الحاد (في آخر مراحله) أو الذين يخضعون لجلسات غسيل الكلى.

10. المرضى الذين يعانون من أمراض الكبد المزمنة.

11. المرضى الذين لديهم بتر في الأطراف السفلية.

12. الأشخاص من ذوي الإعاقة والذين يعتمدون على الآخرين للقيام بأنشطتهم اليومية.

13. الأطفال ذوو الإعاقة وأمهاتهم.

14. مرضى الصرع الذين يتلقون العلاج.

15. مرضى داء القدم السكرية.

16. الأشخاص الذين لديهم أقارب من الدرجة الأولى وافتهم المنية خلال 10 أيام الأخيرة.

17. الأشخاص الذين يعانون من مشاكل صحية نفسية ويخضعون للعلاج الدوائي والذين قد تسوء حالتهم الصحية في حال تم إبقاؤهم في أماكن مغلقة.

18. مرضى السكري المصحوب باعتلال الأعصاب أو الكلى أو شبكية العين وغيرها من مضاعفات المرض.

19. القاصر (أقل من 18 سنة) والمسافر دون رفقة ولي أمره/ الوصي عليه (شخص بالغ).

ونبهت الوزارة إلى أن المرافقين للحالات المستثناة والعائدين من السفر بمفردهم بدون صحبة ذويهم الذين كانوا معهم عند السفر، ملزمون بالحجر الفندقي، وعليهم بالتالي التأكد من إجراءات الحجز في أحد الفنادق قبل سفرهم بتاريخ العودة. 

ولفتت إلى أن قرار الاستثناء من الحجر الفندقي لا يشمل الزوار القادمين إلى الدولة،  لكن يمكن تعليقه في الحالات التي تستدعي تطبيق سياسة الحجر الفندقي ،كعدم ملاءمة ظروف السكن لاشتراطات الحجر المنزلي، أو بقرار صادر من وزارة الصحة العامة يقضي بذلك بهدف التحكم بانتشار عدوى كوفيد-19 في الدولة.

كما يجب على المسافرين من أصحاب الأمراض المزمنة ، التسجيل في خدمة “صحتي” عبر الموقع الإلكتروني لمؤسسة حمد الطبية لاستخراج التقرير الطبي ونتيجة فحص فيروس كورونا /كوفيد-19/ من المراكز الصحية المعتمدة قبل 72 ساعة من السفر، أو التقديم على شهادة للأمراض المزمنة من المواقع الإلكترونية لمؤسسة حمد الطبية أو مؤسسة الرعاية الصحية الاولية.

ونوهت الوزارة، في سياق متصل، أنه سيتم مراجعة وتحديث هذه القائمة بشكل دوري بناء على المستجدات.
