The most prominent decisions of the weekly cabinet meeting

Doha: HE Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held at its seat at the Amiri Diwan on Wednesday afternoon.

Following the meeting, HE Minister of State for Cabinet Affairs Mohammed bin Abdullah Al Sulaiti issued the following statement: At the outset of the meeting, the Cabinet commended the outcomes of the meeting of the 8th session of the Qatari-Turkish Supreme Strategic Committee, held in Istanbul under the chairmanship of HH the Amir Sheikh Tamim bin Hamad Al-Thani and HE President of the Republic of Turkey Recep Tayyip Erdogan.

The meeting, along with the agreements and memoranda of understanding that were signed within its framework, reflected the depth of the strategic relations between the two fraternal countries, the understanding and common aspiration to expand economic cooperation, and develop the investment partnership in all fields in a way that serves the interests of the two fraternal countries and their people.

The Cabinet also welcomed the results of the state visit of HH the Amir Sheikh Tamim bin Hamad Al-Thani to the Republic of Kazakhstan during the period from October 11-14.

The Cabinet stressed that HH the Amir’s talks with HE President of the Republic of Kazakhstan Kassym-Jomart Tokayev and the agreements and memoranda of understanding that were signed gave a new boast to the developing relations between the two countries on various fields.

The Cabinet also stressed that the participation of HH the Amir in the sixth summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA), held in Astana, Kazakhstan on October 13, and His Highness meetings with a number of countries’ leaders participating in the summit, strengthened Qatar’s role and its continuous endeavors to encourage dialogue and understanding between countries and to resolve disputes by peaceful means.

The Cabinet then reviewed the report made by the Ministry of Public Health (MOPH) regarding the latest developments related to COVID-19 and the Cabinet took the following decisions: 1- Amending the Cabinet’s decision issued in its regular meeting (31) for 2022 convened on 31/8/2022 regarding wearing facemasks to be as follows; citizens, residents, and visitors are obliged to wear facemasks while visiting health facilities only. The decision stating that all employees and workers whose jobs require being in closed offices and communicating with clients must wear face masks during their work hours remains active.

2- This decision will enter into force as of Sunday 23/10/2022.

After that, the Cabinet considered the topics on its agenda as follows: First: Approval of a draft law regarding dividing the estate law and referring it to the Shura Council.

The draft law was prepared to speed up the procedures for distributing the estate among heirs according to their legal shares to avoid negative impacts of related delay.

Second: Approval of a draft Cabinet decision to issue the executive list of law No. (1) for 2021 regarding military decorations, orders, medals and flags.

Among the provisions included in the draft decision are provisions related to the procedures for awarding medals, the nomination controls for awarding them, their forms, the method of wearing them, and their ceremonies.

Third: Approval of hosting the training course organized by the Arab Educational, Cultural and Scientific Organization (ALECSO) on the Arab framework for describing qualifications of pre-university education (Doha – from October 24-26).

Fourth: The Cabinet followed up the arrangements and preparations for hosting the FIFA World Cup Qatar 2022, and took the appropriate decision in their regard.

Fifth: The Cabinet reviewed the following subjects and took the appropriate decision in their regard: 1- The 10th report regarding the work of the National Civil Aviation Security Committee.

The committee, established within the Civil Aviation Authority, is concerned with the several specialization, including developing general policies relating to the civil aviation security, coordination between Ministries and government agencies and other entities involved in the implementation of the National Program for the security of Civil Aviation, evaluating the criteria and procedures in force, in line with the technological developments in the fields of the security of civil aviation and other technologies related to them, and Verifying the taking of all the security considerations into account when building new airports or developing of existing airports.

2- The results of the first meeting of the economic and financial joint committee between the State of Qatar and the Swiss Confederation.

3- The memorandum by HE Minister of Social Development and Family regarding the outcomes of the participation in: the international forum that highlights the struggle of Algerian women as an example of the struggle of Arab women in the process of liberating their homelands and the Coordinating Committee of the Technical Cooperation Program between the State of Qatar and the General Secretariat of the Arab League.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني رئيس مجلس الوزراء ووزير الداخلية، الاجتماع العادي، الذي عقده المجلس يوم أمس بمقره في الديوان الأميري.

وعقب الاجتماع أدلى سعادة السيد/ محمد بن عبدالله السليطي وزير الدولة لشؤون مجلس الوزراء بما يلي: في بداية الاجتماع أشاد مجلس الوزراء بنتائج اجتماع الدورة الثامنة للجنة الاستراتيجية العليا القطرية – التركية، الذي عقد في إسطنبول يوم /الجمعة/ الماضي برئاسة حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، وأخيه فخامة الرئيس رجب طيب أردوغان رئيس الجمهورية التركية الشقيقة.

وقد عكس اجتماع اللجنة وما تم توقيعه في إطاره من اتفاقيات ومذكرات تفاهم، مدى عمق العلاقات الاستراتيجية الراسخة بين البلدين الشقيقين، وما يسودها من تفاهم وتضامن وتطلع مشترك لتوسيع التعاون الاقتصادي، وتطوير الشراكة الاستثمارية في شتى المجالات بما يخدم مصالح البلدين والشعبين الشقيقين.

ورحب مجلس الوزراء بنتائج زيارة الدولة التي قام بها حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله” إلى جمهورية كازاخستان الصديقة خلال الفترة من 11 إلى 13 أكتوبر الحالي.

وأكد المجلس أن مباحثات سموه مع فخامة الرئيس قاسم جومارت توكاييف، وما تم توقيعه خلال الزيارة من اتفاقيات ومذكرات تفاهم قد أعطى دفعة جديدة للعلاقات المتطورة بين البلدين الصديقين في مختلف المجالات.

كما أكد المجلس أن مشاركة صاحب السمو الأمير المفدى في القمة السادسة لمؤتمر التفاعل وإجراءات بناء الثقة في آسيا “سيكا”، والتي عقدت في أستانا عاصمة جمهورية كازاخستان في الثالث عشر من الشهر الحالي، ولقاءات سموه مع قادة عدد من الدول المشاركة في القمة، قد عززت دور قطر ومساعيها المستمرة لتشجيع الحوار والتفاهم بين الدول وحل الخلافات بالطرق السلمية.

ثم اطلع مجلس الوزراء على تقرير وزارة الصحة العامة حول آخر المستجدات والتطورات المتعلقة بفيروس كورونا (كوفيد-19)، وقرر المجلس ما يلي: 1- تعديل قراره الصادر في اجتماعه العادي (31) لعام 2022 المنعقد بتاريخ 31 / 8 / 2022 بشأن ارتداء الكمامات؛ ليكون إلزام المواطنين والمقيمين والزائرين بارتداء الكمامات في حالة تواجدهم داخل المنشآت الصحية فقط، على أن يستمر العمل بإلزام جميع الموظفين والعاملين الذين تتطلب طبيعة عملهم التواجد في الأماكن المغلقة والتواصل مع العملاء، بارتداء الكمامات أثناء فترة عملهم.

2- يعمل بهذا القرار اعتبارا من يوم الأحد الموافق 23 / 10 / 2022.

وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي: أولا- الموافقة على مشروع قانون بشأن إجراءات تقسيم التركات، وعلى إحالته إلى مجلس الشورى.

وقد تم إعداد مشروع القانون بهدف تسريع إجراءات تقسيم التركة بين الورثة حسب أنصبتهم الشرعية لتفادي الآثار السلبية المترتبة على التأخير في ذلك.

ثانيا- الموافقة على مشروع قرار مجلس الوزراء بإصدار اللائحة التنفيذية للقانون رقم (1) لسنة 2021 بشأن الأوسمة والأنواط والميداليات العسكرية.

ومن بين الأحكام التي تضمنها مشروع القرار أحكام تتعلق بإجراءات منح الأوسمة وضوابط الترشيح لمنحها، وأشكالها، وطريقة ارتدائها، ومراسم التشريف بتقليدها.

ثالثا- الموافقة على استضافة الدورة التدريبية التي تنظمها المنظمة العربية للتربية والثقافة والعلوم “الألكسو” حول الإطار العربي لوصف مؤهلات التعليم ما قبل الجامعي (الدوحة – من 24 إلى 26 / 10 / 2022).

رابعا- تابع مجلس الوزراء الترتيبات والاستعدادات الخاصة باستضافة بطولة كأس العالم فيفا قطر 2022، واتخذ في هذا الشأن القرار المناسب.

خامسا- استعرض مجلس الوزراء الموضوعات التالية واتخذ بشأنها القرارات المناسبة: 1- التقرير العاشر عن نتائج أعمال اللجنة الوطنية لأمن الطيران المدني.

وتختص هذه اللجنة المنشأة بالهيئة العامة للطيران المدني بعدة اختصاصات، من بينها: تطوير السياسات العامة المتعلقة بأمن الطيران المدني، والتنسيق بين الوزارات والأجهزة الحكومية وغيرها من الجهات المعنية بتنفيذ البرنامج الوطني لأمن الطيران المدني، وتقييم المعايير والإجراءات المعمول بها، بما يتفق مع التطورات التكنولوجية المتعلقة بأمن الطيران المدني والتقنيات الأخرى المرتبطة بها، والتحقق من مراعاة جميع الاعتبارات الأمنية عند إنشاء مطارات جديدة، أو تطوير المطارات الحالية.

2- نتائج الاجتماع الأول للجنة الاقتصادية والمالية المشتركة بين دولة قطر وجمهورية سويسرا.

3- مذكرة سعادة وزير التنمية الاجتماعية والأسرة بشأن نتائج المشاركة في كل من: الملتقى الدولي لإبراز نضال المرأة الجزائرية كنموذج عن نضال المرأة العربية في مسيرة تحرير الأوطان، والاجتماع التنسيقي لبرنامج التعاون الفني مع الأمانة العامة لجامعة الدول العربية.
