The most prominent decisions of the weekly cabinet meeting

Doha: HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held at its seat at the Amiri Diwan on Wednesday afternoon.

Following the meeting, HE Minister of State for Cabinet Affairs Mohammed bin Abdullah Al Sulaiti issued the following statement: At the outset of the meeting, the Cabinet hailed the speech delivered by HH the Amir Sheikh Tamim bin Hamad Al-Thani at the opening of the 77th session of the United Nations General Assembly (UNGA), held Tuesday in New York, in which His Highness raised issues comprehensively and identified positions clearly through its inclusive visions, ideas and constructive proposals to confront the challenges and crises that afflict many regions around the globe.

The Cabinet affirmed that, in his speech, HH the Amir presented the responsibilities, duties and tasks of the international community, defined by the Charter of the United Nations, endorsed by international law and confirmed by resolutions of the Security Council and the UN General Assembly. At the forefront of which were the resolutions on the Palestinian issue, the illegality of the Israeli occupation and settlement in the occupied territories, and the guarantee of the legitimate rights of the Palestinian people, foremost of which is their right to establish their independent state on the lands occupied in 1967, with East Jerusalem as its capital.

The Cabinet also affirmed that, as he welcomed -before UNGA- the peoples of the world to the State of Qatar’s hosting of FIFA World Cup Qatar 2022, His Highness expressed the enthusiasm of Qatar and its people, after having taken the challenge twelve years ago and working alongside the wise leadership to host an exceptional global tournament that reflects Qatar’s values, authenticity, history and accomplishments.

Then, the Cabinet considered the topics on the agenda as follows: First – Approval of a draft Cabinet decision with the necessary terms and conditions to grant the developer the concession to develop and manage an industrial zone.

The preparation of the draft decision is based on the provisions of Article 3 of Law No. 8 of 2018 regarding industrial zones, which stipulates that a decision issued by the Cabinet upon the proposal of the Minister of Commerce and Industry may grant the developer the concession to develop and manage an industrial zone under a concession contract, in accordance with the terms and conditions of the decision issued by the Cabinet, based on a proposal by the Minister.

Second – Approval to accede to the Convention Relating to the Distribution of Program-Carrying Signals Transmitted by Satellite.

Third – Approval of a draft memorandum of understanding for cooperation in the field of diplomatic training and education between the Diplomatic Institute of the Ministry of Foreign Affairs in the State of Qatar and the Diplomatic Academy of the Peruvian Javier Perez de Cuellar Diplomatic Academy of the Ministry of Foreign Affairs in the Republic of Peru.

Fourth – the Cabinet followed up the arrangements and preparations to host the FIFA World Cup Qatar 2022, and took the appropriate decision in their regard.

Fifth – the Cabinet reviewed the report of the group designated to study the procedures and measures that may be taken to support national products, and took the appropriate decision in this regard.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية الاجتماع العادي الذي عقده المجلس يوم أمس بمقره في الديوان الأميري.

وعقب الاجتماع أدلى سعادة السيد/ محمد بن عبدالله السليطي، وزير الدولة لشؤون مجلس الوزراء بما يلي: في بداية الاجتماع أشاد مجلس الوزراء بخطاب حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله” في الجلسة الافتتاحية للجمعية العامة لمنظمة الأمم المتحدة في دورتها السابعة والسبعين التي عقدت أمس /الثلاثاء/ في مدينة نيويورك، والذي جاء شاملا في ما طرحه من قضايا، وواضحا في ما حدده من مواقف، وما تضمنه من رؤى وأفكار ومقترحات بناءة لمواجهة التحديات والأزمات التي تعصف بالعديد من مناطق العالم.

وأكد المجلس أن سموه في خطابه أمس قد وضع المجتمع الدولي أمام مسؤولياته وواجباته ومهامه التي حددها ميثاق الأمم المتحدة وأقرها القانون الدولي وأكدتها قرارات مجلس الأمن والجمعية العامة للأمم المتحدة، وفي مقدمتها القرارات الخاصة بالقضية الفلسطينية وعدم شرعية الاحتلال والاستيطان الإسرائيلي في الأراضي المحتلة وضمان الحقوق المشروعة للشعب الفلسطيني وعلى رأسها حقه في إقامة دولته المستقلة على أراضيه المحتلة عام 1967 وعاصمتها القدس الشرقية.

كما أكد المجلس أن حضرة صاحب السمو الأمير المفدى، وفي ترحيبه أمام الجمعية العامة للأمم المتحدة بشعوب دول العالم خلال استضافة دولة قطر بطولة كأس العالم 2022، إنما كان سموه يعبّر عن مشاعر الشعب القطري بأسره، والذي قبل التحدي منذ اثنى عشر عاماً وعمل مع قيادته الحكيمة من أجل بطولة عالمية استثنائية، ومن أجل استضافة تعكس قيمه وأصالته وتاريخه وإنجازاته.

وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي: أولاً- الموافقة على مشروع قرار مجلس الوزراء بالشروط والضوابط اللازمة لمنح المطور امتياز تطوير وإدارة منطقة صناعية.

ويأتي إعداد مشروع القرار استناداً إلى أحكام المادة (3) من القانون رقم (8) لسنة 2018 بشأن المناطق الصناعية التي نصت على أنه يجوز بقرار من مجلس الوزراء بناء على اقتراح وزير التجارة والصناعة منح المطور امتياز تطوير وإدارة منطقة صناعية بموجب عقد امتياز وفقاً للشروط والضوابط التي يصدر بها قرار من مجلس الوزراء بناء على اقتراح الوزير.

ثانياً- الموافقة على الانضمام إلى اتفاقية توزيع الإشارات الحاملة للبرامج المُرسلة عبر الأقمار الصناعية.

ثالثاً- الموافقة على مشروع مذكرة تفاهم للتعاون في مجال التدريب والتعليم الدبلوماسي بين المعهد الدبلوماسي بوزارة الخارجية في دولة قطر وأكاديمية خافيير بيريز دي كويلار الدبلوماسية البيروية بوزارة الخارجية في جمهورية بيرو.

رابعاً- تابع مجلس الوزراء الترتيبات والاستعدادات الخاصة باستضافة بطولة كأس العالم فيفا قطر 2022، واتخذ في هذا الشأن القرار المناسب.

خامساً- استعرض مجلس الوزراء تقرير فريق العمل المكلف بدراسة الإجراءات والتدابير التي يجوز اتخاذها لدعم المنتجات الوطنية، واتخذ في هذا الشأن القرار المناسب.
