Qatar Pledges $12 Million in Humanitarian Aid in the Horn of Africa

New York: The State of Qatar pledged $12 million in humanitarian aid in the Horn of Africa, noting that millions of people in this region are facing the threat of starvation and enormous challenges caused by the deteriorating conditions due to drought, food insecurity and malnutrition.

This came in a speech delivered by HE Assistant Foreign Minister for Regional Affairs Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi on Wednesday at the High Level Side Event: Responding to the Urgent Humanitarian Needs in the Horn of Africa. The event was hosted by the State of Qatar alongside Italy, the United States and the United Kingdom, in cooperation with the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), on the sidelines of the 77th session of the United Nations General Assembly in New York.

In his speech, HE Assistant Foreign Minister for Regional Affairs Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi said that the collapsed situation and the great humanitarian needs in the Horn of Africa require continuous commitment and urgent measures from the international community to reach those in dire need of aid, reduce risks, and enhance the resilience of the population; adding that this event constitutes an important opportunity to reaffirm unwavering support for the countries of the Horn of Africa as they struggle to meet its basic needs.

His Excellency underlined that the State of Qatar has been keen to cooperate with the international community in order to address humanitarian challenges, affirming that Qatar gives top priority to providing humanitarian and development assistance, especially in areas of greatest need.

He explained that this approach constitutes an essential pillar of the State of Qatar’s policy, pointing in this regard to its leading role in the field of providing humanitarian assistance, and undertaking many initiatives and efforts in this field, based on its moral responsibilities and obligations.

HE Assistant Foreign Minister for Regional Affairs expressed Qatar’s pride in being one of the most prominent countries that support the United Nations in many fields, pointing to the pledge of Qatar Fund for Development (QFFD) and its partners in 2021 to finance sustainable development and humanitarian relief, which has transformed the lives of people in 47 countries around the world, including countries of the Horn of Africa.

In addition, QFFD, in cooperation with Qatar Red Crescent, has started to support the health, water, sanitation and hygiene sectors in Somalia for two years. In cooperation with a number of institutions in the State of Qatar, QFFD is also financing and implementing many development projects in different sectors in Somalia, including infrastructure, education and economic empowerment, His Excellency added.

HE Dr. Mohammed bin Abdulaziz bin Saleh Al Khulaifi also expressed Qatar’s pride in hosting the second part of the 5th United Nations Conference on the Least Developed Countries (LDC5) from March 5 to 9, 2023; stressing the importance of strengthening the capacity of the least developed countries to face complex and unexpected emergencies, such as the ongoing crises in the Horn of Africa. He considered the conference an important opportunity to bring about a transformational change in the lives of those who live in the most vulnerable countries.

HE the Assistant Foreign Minister for Regional Affairs underlined that solidarity and multilateral action have become more important than ever; adding that the State of Qatar will remain deeply committed to harmonious humanitarian work, and it has a priority to maintain its great contribution to alleviating human suffering, especially for the most vulnerable groups.

He expressed the State of Qatar’s deep gratitude to all humanitarian workers who continue to work tirelessly to provide urgent humanitarian assistance to millions of people around the world, stressing that their commendable efforts represent an inspiration to everyone.

نيويورك: تعهدت دولة قطر بتقديم 12 مليون دولار مساعدات إنسانية في منطقة القرن الإفريقي، مشيرة إلى أن الملايين من الناس في بلدان تلك المنطقة يواجهون خطر المجاعة وتحديات هائلة ناجمة عن تدهور الأوضاع بسبب الجفاف وانعدام الأمن الغذائي وسوء التغذية.

جاء ذلك في كلمة ألقاها سعادة الدكتور محمد بن عبدالعزيز بن صالح الخليفي مساعد وزير الخارجية للشؤون الإقليمية، اليوم، أمام الحدث رفيع المستوى بشأن “الاستجابة للاحتياجات الإنسانية الطارئة في منطقة القرن الإفريقي”، الذي استضافته دولة قطر إلى جانب كل من إيطاليا والولايات المتحدة والمملكة المتحدة، وبالتعاون مع مكتب الأمم المتحدة لتنسيق الشؤون الإنسانية، وذلك على هامش أعمال الدورة الـ77 للجمعية العامة للأمم المتحدة بنيويورك.

وقال سعادته إن الوضع المنهار والاحتياجات الإنسانية الكبيرة في منطقة القرن الإفريقي تتطلب التزاما مستمرا وإجراءات عاجلة من المجتمع الدولي للوصول إلى من هم في حاجة ماسة للمساعدات، والحد من المخاطر، وتعزيز صمود السكان، معتبرا أن هذا الحدث يشكل فرصة مهمة لإعادة تأكيد دعمنا الثابت لبلدان القرن الإفريقي وهي تكافح من أجل تلبية احتياجاتها الأساسية.

وأكد أن دولة قطر ظلت حريصة على التعاون مع المجتمع الدولي من أجل التصدي للتحديات الإنسانية، لافتا إلى أنها تعطي أولوية قصوى لتقديم المساعدات الإنسانية والإنمائية، لا سيما في المناطق الأكثر احتياجا.

وأوضح أن هذا النهج يشكل ركيزة أساسية في سياسة دولة قطر، منوها في هذا السياق إلى دورها الريادي في مجال تقديم المساعدة الإنسانية، والقيام بالعديد من المبادرات والجهود في هذا المجال، انطلاقا من مسؤولياتها والتزاماتها الأخلاقية.

وأعرب سعادة مساعد وزير الخارجية للشؤون الإقليمية عن فخر دولة قطر بكونها إحدى أبرز الدول التي تدعم الأمم المتحدة في العديد من المجالات، مشيرا إلى تعهد صندوق قطر للتنمية وشركائه في عام 2021 بتمويل التنمية المستدامة والإغاثة الإنسانية، مما أحدث تحولا في حياة الناس في 47 دولة حول العالم، بما في ذلك بلدان القرن الإفريقي.

وتابع أن صندوق قطر للتنمية قد باشر بالتعاون مع الهلال الأحمر القطري، في دعم قطاعات الصحة والمياه والصرف الصحي والنظافة في الصومال على مدى عامين، كما يقوم -بالتعاون مع عدد من المؤسسات في دولة قطر- بتمويل وتنفيذ العديد من المشاريع التنموية في قطاعات مختلفة بالصومال، بما في ذلك البنية التحتية والتعليم والتمكين الاقتصادي.

كما عبر عن اعتزاز دولة قطر باستضافة الجزء الثاني من مؤتمر الأمم المتحدة الخامس المعني بأقل البلدان نموا في الفترة من 5 إلى 9 مارس 2023، مشددا على أهمية تعزيز قدرة أقل البلدان نموا على مواجهة حالات الطوارئ المعقدة وغير المتوقعة، مثل الأزمات المستمرة في القرن الإفريقي، معتبرا أن المؤتمر يشكل فرصة مهمة لإحداث تغيير تحولي في حياة أولئك الذين يعيشون في أكثر البلدان ضعفا.

وأكد سعادة مساعد وزير الخارجية للشؤون الإقليمية أن التضامن والعمل متعدد الأطراف أصبح مهما أكثر من أي وقت مضى، مضيفا أن دولة قطر ستظل ملتزمة التزاما عميقا بالعمل الإنساني الذي يتسم بالتناغم، ومن أولوياتنا أن نحافظ على إسهامنا الكبير في تخفيف المعاناة الإنسانية، لا سيما بالنسبة لأكثر الفئات ضعفا.

وأعرب سعادته عن امتنان دولة قطر العميق لجميع العاملين في المجال الإنساني الذين يواصلون العمل بلا كلل لتقديم المساعدة الإنسانية العاجلة إلى ملايين الناس في جميع أنحاء العالم ، معتبرا أن جهودهم الجديرة بالثناء تشكل مصدر إلهام لنا جميعا.
