Ministry of Labor Launches New E-Services Package

Doha: The Ministry of Labor has launched a package of new electronic and digital services within the framework of its strategy for services digital transformation, and in contribution to achieving excellence in performance, in addition to expeditious accomplishment and streamlining the transactions.

The new package comprises three electronic services, including the new regulation & certificates service, work regulation in the private enterprises, registration service in the joint committees platform, and service of booking election dates for registered joint committees.

The package, which is second of its kind from numerous electronic services, comes within the Ministry’s plan to offering all electronic services without using papers and counting instead on the digital solutions, where the new regulation & certificates service would offer a service to issue regulations and penalties for the enterprises that are subject to the provisions of labor law No. 14 of 2004, their enforced ministerial decision, in addition to issuing statistical and “To Whom It May Concern” certificates for the laborers in the private sector.

In addition, as per new service, the regulations and certificates will be electronically vetted based on limited criteria in congruent with labor law and the its enforced ministerial decisions, the service will, likewise offer the registration either through electronic link or Hukoomi, national document service to be further submitted to the department after the service request is received. However, the fees will be charged within minutes to further complete payment procedures and printing the regulations and certificates.

The Ministry of Labor set the criteria for the enterprises that are willing to amend the penalties regulations, organization of work and add features or any amendments that are not in contravention to the provisions of the labor law.

The Digital Transformation Management Unit at the Ministry of Labor is working to upgrade, modernize and roll out roughly 80 services and electronic transactions during the upcoming period, as all transactions will be accomplished without physically visiting the Ministry’s premises, service offices or the submission of paper documents.

The unit depends on agile engineering methodology as the first institution in the state of Qatar to count on this engineering application that would have the ability to launch services and new updates on monthly basis, which is evidently a substantial change in average release duration of roughly 6 to 8 weeks.

The Ministry confirmed that it intends to launch a comprehensive electronic system during the upcoming period, particularly the companies that abide by the law provisions, indicating that it has already upgraded the services offered to the public in coordination with a cohort of concerned authorities to ensure the quality of services.

الدوحة: أطلقت وزارة العمل حزمة من الخدمات الرقمية الإلكترونية الجديدة، في إطار استراتيجيتها للتحول الرقمي للخدمات، ومساهمة في تحقيق التميز في الأداء، وسرعة إنجاز المعاملات وتبسيط الإجراءات.

وتشمل الحزمة الجديدة ثلاث خدمات إلكترونية؛ منها خدمة اللوائح والشهادات الجديدة وتنظيم العمل في المنشآت الخاصة، وخدمة تسجيل في منصة اللجان المشتركة، وخدمة حجز مواعيد الانتخابات للجان المشتركة المسجلة.

كما أتى إطلاق هذه الحزمة من الخدمات الإلكترونية، وهي الثانية من نوعها، ضمن خطة الوزارة الرامية لتقديم كافة الخدمات إلكترونيا بدون استخدام الورق والاعتماد على الحلول الرقمية، حيث ستتيح خدمة اللوائح والشهادات الجديدة إصدار اللوائح والجزاءات للمنشآت الخاضعة لأحكام قانون العمل رقم 14 لسنة 2004، والقرارات الوزارية المنفذة لها، بالإضافة إلى إصدار الشهادة الإحصائية والشهادات المختلفة لمن يهمه الأمر للعاملين بالقطاع الخاص.

وبحسب الخدمة الجديدة، فإنه سيتم التدقيق على اللوائح والشهادات بشكل إلكتروني وفقا لمعايير محددة ومتوافقة مع قانون العمل والقرارات الوزارية المنفذة لها، كما ستتيح الخدمة التسجيل من خلال الرابط الإلكتروني أو من خلال “حكومي”، والتسجيل عبر خدمة التوثيق الوطني، ومن ثم إرساله للإدارة بعد طلب الخدمة، حيث سيتم استيفاء الرسوم خلال دقائق لاستكمال إجراءات الدفع وطباعة اللوائح أو الشهادات.

وحددت وزارة العمل معايير للمنشأة الراغبة بتعديل لوائح الجزاءات وتنظيم العمل، وإضافة مزايا أو أية تعديلات لا تتعارض مع أحكام قانون العمل.

وتعمل وحدة إدارة التحول الرقمي بالوزارة على تطوير وتحديث وطرح ما يقارب 80 خدمة ومعاملة إلكترونية خلال الفترة المقبلة؛ إذ سيتم إنجاز المعاملة دون الحاجة إلى مراجعة مبنى الوزارة أو مكاتب الخدمات أو تقديم المستندات الورقية.

وتعتمد هذه الوحدة على منهجية الهندسة الرشيقة “أجايل”، كأول مؤسسة في دولة قطر تعتمد على هذه الهندسة التي تتيح القدرة على إطلاق الخدمات والتحديثات الجديدة على أساس شهري، الأمر الذي يعد تغيرا كبيرا في متوسط مدة الإصدار لما يقرب من 6 إلى 8 أسابيع.

وأكدت وزارة العمل سعيها لإطلاق منظومة إلكترونية شاملة لكافة الخدمات التي تقدمها خلال الفترة المقبلة، لا سيما للشركات الملتزمة بأحكام القانون، لافتة إلى قيامها بتطوير الخدمات الإلكترونية المقدمة للجمهور، بالتنسيق مع مختلف الجهات المعنية، لضمان جودة الخدمات.
