Cabinet Approves Draft Resolution on Controls Over Increase in Prices for Goods and Services

Doha: HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held at its seat at the Amiri Diwan on Wednesday.

Following the meeting, HE Minister of State for Cabinet Affairs Mohammed bin Abdullah Al Sulaiti issued the following statement: At the outset of the meeting, the Cabinet listened to the explanation given by HE Minister of Public Health Dr. Hanan Mohamed Al Kuwari on the latest developments in containing the spread of the Coronavirus (COVID-19). The Cabinet affirmed the continuation of the precautionary measures that have been taken to combat the pandemic.

After that, the Cabinet considered the topics on the agenda as follows: First, the Approval of: 1- A draft decision of the Minister of Interior regarding the rules and procedures for submitting applications for ordinary passports, their amendment and renewal, and the form of all kinds of passports.

2- A draft decision of the Minister of Interior regarding the procedures for issuing Qatari travel documents and pass tickets.

Second, the Approval of a draft decision of the Minister of Commerce and Industry regarding the bases and rules for the increase in the prices of goods and services.

The preparation of the draft decision comes to replace Article No. 8 of 2013 and in implementation of the provisions of Article 10 of Law No. 8 of 2008 regarding consumer protection, which prohibits the supplier from making any increase in the prices of goods and services, without complying with the bases and rules issued by the decision of the Minister, and within the framework of keeping pace with economic and commercial developments and changes, and ensuring the effectiveness and balance of markets in a manner that allows suitable prices for all parties, whether producers, suppliers or consumers.

This decision also comes in line with the state’s policy aimed at preserving the purchasing power of individuals’ income, reducing the burden on them, limiting price increases, and addressing any form of unjustified rises in the prices of goods and services, especially basic ones.

Third, Approval of: 1- A draft non-disclosure agreement between the Qatar Civil Aviation Authority and the air navigation services provider in the Republic of Portugal.

2- A draft agreement on mutual exemption from entry visa requirements for holders of diplomatic, special, official and mission passports between the State of Qatar and the government of the Republic of Seychelles.

3- A draft agreement on mutual exemption from entry visa requirements for holders of diplomatic, special, official and mission passports between the government of the State of Qatar and the government of the Republic of Costa Rica.

4- A draft agreement on the transfer of persons sentenced to a penalty of deprivation of liberty between the State of Qatar and the Kingdom of Spain.

5- The first executive program of the cultural and technical cooperation agreement between the government of the State of Qatar and the government of the Islamic Republic of Iran for the years 2022-2023.

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني، رئيس مجلس الوزراء ووزير الداخلية الاجتماع العادي الذي عقده المجلس يوم أمس بمقره في الديوان الأميري.

وعقب الاجتماع أدلى سعادة السيد محمد بن عبدالله السليطي، وزير الدولة لشؤون مجلس الوزراء بما يلي: في بداية الاجتماع استمع مجلس الوزراء إلى الشرح الذي قدمته سعادة الدكتورة حنان بنت محمد الكواري، وزير الصحة العامة، حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا (كوفيد – 19)، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء.

وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي:

أولاً- الموافقة على:

1- مشروع قرار وزير الداخلية بشأن قواعد وإجراءات تقديم طلبات جوازات السفر العادية وتعديلها وتجديدها وشكل جوازات السفر بأنواعها.

2- مشروع قرار وزير الداخلية بشأن إجراءات إصدار وثائق السفر القطرية وتذاكر المرور.

ثانياً- الموافقة على مشروع قرار وزير التجارة والصناعة بشأن أسس وضوابط الزيادة في أسعار السلع والخدمات.

ويأتي إعداد مشروع القرار ليحل محل القرار رقم (8) لسنة 2013 وتنفيذاً لأحكام المادة (10) من القانون رقم (8) لسنة 2008 بشأن حماية المستهلك التي تحظر على المزود إحداث أي زيادة في أسعار السلع والخدمات، دون الالتزام بالأسس والضوابط التي يصدر بها قرار من الوزير، وفي إطار مواكبة التطورات والمتغيرات الاقتصادية والتجارية، وضمان فعالية الأسواق والتوازن فيها بما يتيح أسعاراً مناسبة لجميع الأطراف سواء المنتجين أو الموردين أو المستهلكين.

كما يأتي هذا القرار اتساقاً مع سياسة الدولة الرامية إلى المحافظة على القوة الشرائية لدخل الأفراد وتخفيف العبء عليهم، والحد من ارتفاع الأسعار، والتصدي لأي شكل من أشكال الارتفاعات غير المبررة في أسعار السلع والخدمات وخصوصاً الأساسية منها.

ثالثاً- الموافقة على: 1- مشروع اتفاق عدم الإفصاح بين الهيئة العامة للطيران المدني في دولة قطر ومقدم خدمات الملاحة الجوية في جمهورية البرتغال.

2- مشروع اتفاقية بشأن الإعفاء المتبادل من متطلبات تأشيرة الدخول لحاملي الجوازات الدبلوماسية والخاصة / الرسمية بين حكومة دولة قطر وحكومة جمهورية سيشل.

3- مشروع اتفاقية بشأن الإعفاء المتبادل من متطلبات تأشيرة الدخول لحاملي الجوازات الدبلوماسية والخاصة والخدمة بين حكومة دولة قطر وحكومة جمهورية كوستاريكا.

4- مشروع اتفاقية بشأن نقل المحكوم عليهم بعقوبة سالبة للحرية بين دولة قطر ومملكة إسبانيا.

5- البرنامج التنفيذي الأول لاتفاقية التعاون الثقافي والفني بين حكومة دولة قطر وحكومة الجمهورية الإسلامية الإيرانية للعامين 2022 ـ 2023.
