All Legal Requirements for FIFA World Cup Qatar 2022 File Are Ready: Minister of Justice

Doha: HE Minister of Justice Masoud bin Mohammed Al Ameri, confirmed that all the legal requirements for the FIFA World Cup Qatar 2022 file are ready, and that the State of Qatar and the whole world are awaiting the historic moment that everyone is waiting for, after we are only months away from the event.

During the conference on security and legal measures to host the FIFA World Cup Qatar 2022, which was held yesterday and organized by the Centre of Legal and Judicial Studies at the Ministry of Justice, His Excellency added that the Qatari legal system provides an ideal framework to secure major events and activities, including hosting the FIFA World Cup Qatar 2022, which will be the most prominent event in the world during the next stage.

His Excellency said that thanks to the support and guidance of the wise leadership, the legal legislation for hosting the FIFA World Cup Qatar 2022 has been introduced, which is classified within the legislation for specific occasions.

His Excellency pointed out that these special legislations include special provisions for organizing, facilitating and ensuring the security and rights of regulators and participation in this event.

His Excellency added, that based on this comprehensive vision, Law No. (10) of 2021 regarding the arrangements for hosting the FIFA World Cup Qatar 2022 was comprehensive and regulating all legal procedures related to hosting the World Cup, and the law was flexible and consistent with local systems and international requirements.

His Excellency indicated that all the legal requirements for the 2022 World Cup file are ready, and the State of Qatar and the whole world are awaiting the historic moment that everyone is waiting for, after we are only months away from the event.

His Excellency added that the State of Qatar received a large file to host the tournament, but thanks to the wisdom of the wise leadership, Qatar reached this stage, which is the stage of achievement.

His Excellency noted that the measures taken facilitated all arrangements, including the efforts of the Public Prosecution and other security and legal authorities, which harnessed their capabilities to provide an ideal environment to host this global event.

On the other hand, the conference reviewed the legal and security measures for hosting the 2022 FIFA World Cup Qatar, during which Lieutenant Colonel Ahmed Ali Al-Mannai spoke about the security aspect, and Hussein Osama Al-Mubaidin, Senior Legal Adviser to the Supreme Committee for Delivery and Legacy, spoke about the legal aspect.

The participants explained that the contract to host the 2022 World Cup created commitments and guarantees from the government of Qatar and the FIFA that necessitated the development of a legislative mechanism that constitutes a comprehensive framework for these commitments, which was embodied by Law No. (10) of 2021 regarding the measures to host the FIFA World Cup Qatar 2022.

The speakers indicated that customs, traditions and religious rites were taken into consideration, and that the legislation organizing the World Cup was in line with the relevant local laws, indicating that the State of Qatar hosts about ninety sporting events every year, which are successfully organized thanks to the precise procedures provided by the competent security committee in the Ministry of Interior.

الدوحة: أكد سعادة السيد مسعود بن محمد العامري وزير العدل، أن كل المتطلبات القانونية لملف بطولة كأس العالم FIFA قطر 2022 أصبحت جاهزة، وأن دولة قطر والعالم أجمع يترقب اللحظة التاريخية التي ينتظرها الجميع بعد أن أصبحنا على مسافة أشهر فقط من موعد الحدث.

وأضاف سعادته خلال الندوة القانونية حول التدابير الأمنية والقانونية لاستضافة بطولة كأس العالم FIFA قطر 2022، التي أقيمت يوم أمس ونظمها مركز الدراسات القانونية والقضائية بوزارة العدل، أن المنظومة القانونية القطرية توفر إطارا مثاليا لتأمين الفعاليات والأنشطة الكبرى، بما في ذلك استضافة بطولة كأس العالم FIFA قطر 2022، التي ستكون الحدث الأبرز على مستوى العالم خلال المرحلة المقبلة.

وقال سعادته إنه بفضل دعم وتوجيه القيادة الرشيدة تم استحداث التشريع القانوني الخاص باستضافة كأس العالم FIFA قطر 2022 الذي يصنف ضمن التشريعات الخاصة بمناسبات محددة.

وأشار إلى أن هذه التشريعات الخاصة تتضمن أحكاما خاصة بتنظيم وتسهيل وضمان أمن وحقوق الجهات المنظمة والمشاركة في هذه الفعالية.

وأضاف “انطلاقا من هذه الرؤية الشمولية جاء القانون رقم (10) لسنة 2021 بشأن تدابير استضافة كأس العالم FIFA قطر 2022 شاملا ومنظما لكافة الإجراءات القانونية المتعلقة باستضافة كأس العالم، كما جاء القانون مرنا ومتسقا مع النظم المحلية والمتطلبات الدولية”.

وبين سعادة الوزير أن كل المتطلبات القانونية لملف كأس العالم 2022 أصبحت جاهزة، ودولة قطر والعالم أجمع يترقب اللحظة التاريخية التي ينتظرها الجميع بعد أن أصبحنا على مسافة أشهر فقط من موعد الحدث.

وأضاف سعادته أن دولة قطر استلمت ملفا كبيرا باستضافة البطولة، إلا أنه وبفضل حكمة القيادة الرشيدة، وصلنا لهذه المرحلة، التي هي مرحلة الإنجاز.

ونوه سعادة الوزير بأن الإجراءات المتخذة سهلت كافة الترتيبات بما فيها جهود النيابة العامة والجهات الأمنية والقانونية الأخرى التي سخرت إمكاناتها لتوفير بيئة مثالية لاستضافة هذا الحدث العالمي.

على صعيد آخر استعرضت الندوة في محورين التدابير القانونية والأمنية لاستضافة كأس العالم FIFA قطر 2022، تحدث خلالهما كل من المقدم ركن أحمد علي المناعي، حول الجانب الأمني، والسيد حسين أسامة المبيضين، مستشار قانوني أول باللجنة العليا للمشاريع والإرث، حول الجانب القانوني.

وأوضح المشاركون أن عقد استضافة بطولة كأس العالم 2022 أوجد التزامات وضمانات من حكومة قطر والاتحاد الدولي لكرة القدم استوجبت استحداث آلية تشريعية تشكل إطارا شاملا لهذه الالتزامات، وهو ما تم تجسيده من خلال القانون رقم (10) لسنة 2021 بشأن تدابير استضافة كأس العالم FIFA قطر 2022 الذي حدد الأمور التنظيمية، والإجراءات الخاصة لتبسيط سير البطولة وتوفير التسهيلات المطلوبة فيما يخص دخول وخروج المنظمين والمشاركين في البطولة، والتصاريح الأمنية، وإجراءات الشركات، والإعفاءات الضريبية والجمركية، وحماية حقوق الملكية الفكرية والتجارية والإعلانية للفيفا، والأمور المتعلقة بالرعاية الصحية.

وأشار المتحدثون إلى أنه تم أخذ العادات والتقاليد والشعائر الدينية بعين الاعتبار، كما أن التشريع المنظم للمونديال جاء متوافقا مع القوانين المحلية ذات الصلة .. مبينين أن دولة قطر تستضيف كل عام نحو تسعين حدثا رياضيا يتم تنظيمها بنجاح بفضل الإجراءات الدقيقة التي توفرها اللجنة الأمنية المختصة في وزارة الداخلية.
