Qatar Welcomes Adoption of Doha Program of Action for LDC5

New York: The State of Qatar welcomed the adoption of the Doha Program of Action (DPoA) for the Fifth United Nations Conference on the Least Developed Countries (LDC5) for the decade 2022-2031 by consensus, considering the DPoA adoption in the first part of the conference an important achievement that would contribute to adding positive momentum to the efforts and preparations for holding the second part of the conference, which the State of Qatar aspires to host from March 5-9, 2023.

This came in the statement with which by HE Permanent Representative of the State of Qatar to the United Nations Sheikha Alya Ahmed bin Saif Al-Thani concluded the work of the first part of the LDC5, which was held at the UN headquarters in New York under the chairmanship of HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani.

Her Excellency stated that the DPoA adoption clearly shows the political will and spirit of solidarity to support the least developed countries, especially in light of the exceptional challenges facing these countries and the need more than ever for enhanced global partnerships to support sustainable development in them.

Also, she expressed Qatar’s appreciation to the Least Developed Countries Group represented by HE President of the Republic of Malawi Lazarus Chakwera for the important and valuable role during the DPoA preparations and for all partners for their constructive participation and full support during the consultation process, praising the valuable efforts made by HE Permanent Representative of Bangladesh and HE Permanent Representative of Canada for their wise conduct of the consultations and their successful conclusion.

HE Sheikha Alya Ahmed bin Saif Al-Thani thanked the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States and the Department for General Assembly and Conference Management for the close cooperation and important support provided.

HE Permanent Representative of Qatar to the UN explained that the DPoA adoption represents a new stage, expressing the State of Qatar’s firm conviction that the collective success in this endeavor lies in the effectiveness of the full implementation of this program by all partners and stakeholders.

In her speech, Her Excellency expressed the State of Qatar’s confidence that the LDC5 would be a unique opportunity to demonstrate everyone’s commitment to cooperation and multilateral action, support the least developed countries to maintain the progress achieved since the adoption of the Istanbul Program of Action (IPoA), help these countries address the emerging and continuing challenges, and build more prosperous, inclusive and resilient societies and economies.

HE Qatar’s Permanent Representative to the UN Sheikha Alya Ahmed bin Saif Al-Thani affirmed that preparations will continue effectively to hold the LDC5 second part in Doha from March 5-9, 2023, stressing that the State of Qatar will spare no effort to make the conference a milestone event that lives up to the aspirations and expectations of the least developed countries on their path towards achieving growth and prosperity.

نيويورك: رحبت دولة قطر باعتماد برنامج عمل الدوحة لمؤتمر الأمم المتحدة الخامس لأقل البلدان نموا للعقد 2022 ــ2031

بتوافق الآراء، واعتبرت اعتماد البرنامج في الجزء الأول من المؤتمر انجازا مهما سيساهم في إضفاء زخم إيجابي للجهود والتحضيرات لعقد الجزء الثاني من المؤتمر الذي تتطلع دولة قطر إلى استضافته خلال الفترة من 5 إلى 9 مارس 2023.

جاء ذلك في البيان الذي اختتمت به سعادة الشيخة علياء أحمد بن سيف آل ثاني، المندوب الدائم لدولة قطر لدى الأمم المتحد، أعمال الجزء الأول من المؤتمر الخامس للبلدان الأقل نموا الذي انعقد في مقر الأمم المتحدة بنيويورك تحت رئاسة سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية.

وأفادت سعادتها بأن اعتماد البرنامج يظهر بشكل جلي الإرادة السياسية وروح التضامن والتكاتف لدعم أقل البلدان نموا، خاصة في ظل التحديات الاستثنائية التي تواجهها هذه البلدان، والحاجة أكثر من أي وقت مضى إلى شراكات عالمية معززة لدعم التنمية المستدامة فيها.

كما أعربت عن تقدير دولة قطر لمجموعة أقل البلدان نموا، ممثلة بفخامة رئيس جمهورية مالاوي لازاروس تشاكويرا، على الدور المهم والقيم خلال التحضيرات لبرنامج عمل الدوحة، ولكافة الشركاء، على مشاركتهم البناءة ودعمهم الكامل خلال عملية المشاورات، مشيدة بالجهود القيمة التي بذلها كل من سعادة المندوبة الدائمة لبنغلاديش وسعادة المندوب الدائم لكندا، لإدارتهما الحكيمة للمشاورات، واختتامها بشكل ناجح.

وخصت سعادة الشيخة علياء أحمد بن سيف آل ثاني، بالشكر الممثل السامي لأقل البلدان نموا والبلدان النامية غير الساحلية والدول الجزرية الصغيرة النامية، وادارة شؤون الجمعية العامة والمؤتمرات، على التعاون الوثيق والدعم الهام المقدم.

وأوضحت المندوب الدائم لدولة قطر لدى الأمم المتحدة، أن اعتماد برنامج عمل الدوحة لأقل البلدان نموا يمثل مرحلة جديدة، معربة عن قناعة دولة قطر الراسخة بأن النجاح الجماعي في هذا المسعى يكمن في فعالية التنفيذ الكامل لهذا البرنامج من قبل كافة الشركاء والجهات المعنية.

وأعربت سعادتها، في كلمتها، عن ثقة دولة قطر بأن مؤتمر الأمم المتحدة الخامس المعني بأقل البلدان نموا سيكون فرصة فريدة لإثبات التزام الجميع بالتعاون والعمل المتعدد الأطراف، ودعم أقل البلدان نموا للحفاظ على أوجه التقدم المحرز منذ اعتماد برنامج عمل إسطنبول، ومساعدة هذه البلدان على التصدي للتحديات الناشئة والمستمرة، وبناء مجتمعات واقتصادات أكثر ازدهارا وشمولا ومرونة.

وأكدت سعادة الشيخة علياء أحمد بن سيف آل ثاني، المندوب الدائم لدولة قطر لدى الأمم المتحد، أن التحضيرات ستتواصل على نحو فعال لعقد الجزء الثاني من المؤتمر في الدوحة خلال الفترة من 5 إلى 9 مارس 2023، مشددة على أن دولة قطر لن تألوا جهدا لمواصلة بذل كافة المساعي ليكون المؤتمر حدثا فارقا، ويرتقي لمستوى تطلعات وتوقعات أقل البلدان نموا في مسيرتها نحو تحقيق النمو والازدهار.
