Foreign Minister: Qatar Has Always Believed in Diplomatic Solutions to International Crises

Moscow: HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani stressed that the State of Qatar will spare no effort to provide everything that would support a peaceful solution to the Russian-Ukrainian crisis through consultation and work with its partners, noting that the State of Qatar has always believed in diplomatic solutions to international crises and in maintaining the international system based on respect for the Charter of the United Nations and the well-established principles of international law, including the obligations under the Charter to settle international disputes by peaceful means, refrain from the threat or use of force, and adhere to the sovereignty, independence, and territorial integrity of states, as well as reject and condemn everything to the contrary.
In a joint press conference with HE Minister of Foreign Affairs of the Russian Federation Sergey Lavrov in Moscow on Monday, HE the Foreign Minister said that his visit to Russia comes at a time when the world is going through a critical stage and an international escalation that has not been witnessed for a long time. He said that he discussed with HE the Russian Foreign Minister the developments of the crisis, the current war in Ukraine, and the paths of negotiations. Also, he emphasized to HE the Russian Foreign Minister the importance of avoiding escalation, giving precedence to the voice of wisdom, and resolving the crisis through constructive dialogue and diplomatic methods, pointing out that the State of Qatar is following the developments of the crisis and its repercussions on the humanitarian situation with great concern.
HE the Deputy Prime Minister and Minister of Foreign Affairs indicated that he briefed HE the Russian Foreign Minister on the results of his recent meetings and contacts with foreign ministers of European countries, stressing the need for urgent international efforts to reach a peaceful solution to the crisis, with the need to ensure the safety of civilians and consider this the safety of civilians a top priority.
He explained that the meeting also touched on developments in regional files, especially the Vienna negotiations on Iran’s nuclear file and the developments in Afghanistan.
For his part, HE the Russian Foreign Minister expressed his country’s appreciation for the interest of HH the Amir Sheikh Tamim bin Hamad Al-Thani in resolving this crisis, as Qatar seeks to benefit from its relations to find consensus on the current situation and ways to ensure international peace and security while considering the interests of all parties.
He said that he had comprehensive and fruitful dialogues with HE the Deputy Prime Minister and Minister of Foreign Affairs, noting that the discussions paid great attention to the Ukrainian file.
He added that they agreed to continue and sustain these dialogues.
His Excellency explained that the State of Qatar and Russia have expressed a common interest in reaching a humanitarian settlement and the provision of corridors for the evacuation of civilians from the places of battle as well as the provision of medical and primary aid to the citizens of different Ukrainian regions.
Also, HE the Russian Foreign Minister explained that the discussions included the Syrian file and ways to reach a settlement, adding that Russia and Qatar stand together for concerted international efforts to resume Palestinian-Israeli negotiations on the establishment of the State of Palestine and a comprehensive peace settlement. He stressed the need to restore unity to the ranks of the Palestinians, noting that Russia and Qatar are seeking to achieve this goal.
On the Afghan issue, HE the Russian Foreign Minister thanked the State of Qatar for its successful work, noting that the State of Qatar plays an important and pivotal role in finding common possibilities and visions. He stressed that the situation in Afghanistan requires concerted international efforts.

موسكو : أكد سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية، أن دولة قطر لن تألو جهداً في تقديم كل ما من شأنه دعم الحل السلمي للأزمة الروسية الأوكرانية عن طريق التشاور والعمل مع شركائها، منوهاً إلى أن دولة قطر تؤمن دائماً بالحلول الدبلوماسية للأزمات الدولية والحفاظ على النظام الدولي القائم على احترام ميثاق الأمم المتحدة والمبادئ الراسخة للقانون الدولي، بما فيها الالتزامات بموجب الميثاق بتسوية المنازعات الدولية بالوسائل السلمية، والامتناع عن التهديد باستخدام القوة أو استخدامها، والالتزام بسيادة واستقلال الدول وسلامتها الإقليمية، كما ترفض وتدين كل ما يخالف ذلك.
وقال سعادته، في مؤتمر صحفي مشترك مع سعادة السيد سيرغي لافروف وزير خارجية روسيا الاتحادية في موسكو يوم أمس، إن زيارته لروسيا تأتي والعالم يمر بمرحلة حرجة وتصعيد دولي لم نشهد له مثيلا منذ زمن، موضحاً أنه ناقش مع سعادة وزير الخارجية الروسي تطورات الأزمة والحرب الجارية حالياً في أوكرانيا ومسارات المفاوضات. كما أكد لسعادته أهمية تجنب التصعيد، وتغليب صوت الحكمة، وحل الأزمة عبر الحوار البناء والطرق الدبلوماسية، لافتاً إلى أن دولة قطر تتابع بقلق بالغ مستجدات الأزمة وتداعياتها على الأوضاع الإنسانية.
وبين سعادة نائب رئيس مجلس الوزراء وزير الخارجية، أنه أحاط سعادة وزير الخارجية الروسي بنتائج اجتماعاته واتصالاته الأخيرة مع وزراء الخارجية في الدول الأوروبية، مشدداً على ضرورة تضافر الجهود الدولية بشكل عاجل للوصول إلى حل سلمي للأزمة، مع ضرورة ضمان سلامة المدنيين واعتبار ذلك أولوية قصوى.
وأوضح أن الاجتماع تطرق أيضاً إلى تطورات الملفات الإقليمية، خصوصاً مفاوضات فيينا بشأن ملف إيران النووي، وتطورات الوضع في أفغانستان.
من جانبه، أعرب سعادة وزير الخارجية الروسي عن تقدير بلاده لاهتمام حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، بحل هذه الأزمة، مشيراً إلى أن دولة قطر تسعى للاستفادة من علاقاتها لإيجاد توافق حول الوضع الراهن، وسبل ضمان الأمن والسلم الدوليين، إلى جانب مراعاة مصالح كافة الأطراف.
وقال إنه أجرى حوارات شاملة ومثمرة مع سعادة نائب رئيس مجلس الوزراء وزير الخارجية، منوهاً إلى أن المناقشات ركزت بشكل كبير على الملف الأوكراني.
وأضاف أنه تم الاتفاق على مواصلة واستدامة هذه الحوارات.
وأوضح سعادته أن دولة قطر وروسيا أبدتا اهتماماً مشتركاً حول الوصول إلى تسوية إنسانية وممرات لإجلاء المدنيين من أماكن المعارك، وتقديم المساعدات الطبية والأولية لسكان الأقاليم في أوكرانيا.
كما أوضح سعادة وزير الخارجية الروسي أن المناقشات شملت أيضاً الملف السوري وسبل الوصول إلى تسوية، مضيفاً أن روسيا وقطر تقفان معاً من أجل تضافر الجهود الدولية لاستئناف المفاوضات الفلسطينية الإسرائيلية حول إقامة دولة فلسطين والتسوية السلمية الشاملة، مشدداً على ضرورة عودة الوحدة لصفوف الفلسطينيين، ومنوهاً إلى أن روسيا تسعى مع قطر لتحقيق هذا الهدف.
وفي الشأن الأفغاني، أعرب سعادة وزير الخارجية الروسي عن شكره لدولة قطر على عملها الناجح، كما نوه بأن دولة قطر تلعب دوراً مهماً ومحورياً لإيجاد أرضيات ورؤى مشتركة، مؤكداً أن الأوضاع في أفغانستان تقتضي تضافر الجهود الدولية.
