25 new features for civilian and military retirees

Doha: Deputy Speaker of the Shura Council H E Dr. Hamda bint Hassan Al Sulaiti has affirmed that the two draft laws of social insurance and military retirement approved by the Council comes to enhance social protection for the Qatari citizen, and meet the aspirations of retirees, pointing out that these two draft laws reflect the keenness of the wise leadership to achieve well-being for all citizens without exception.

In an exclusive statement to Qatar News Agency (QNA), she noted that the two draft laws came in implementation of the lofty directives of HH the Amir Sheikh Tamim bin Hamad Al-Thani, aiming at providing a decent life for citizens, in addition to His Highness keenness to improve the standard of living for everyone in a manner that guarantees them dignity and tranquility, including retirees who have made a lot of effort to serve the country and contribute to its growth and prosperity.

She stressed that the two drafts represented a major quantum leap that benefited retirees and citizens in general, adding that raising the minimum pension will achieve balance and stability and will contribute to keeping pace with rapid developments and facing the cost of living.

HE the Deputy Speaker said two draft laws would create balance and would include new categories that hadn’t been covered by insurance protection, in line with Qatar National Vision 2030, seeking to secure the continuation of a decent life for citizens, generation after generation.

She noted that the articles of the two draft laws underlined the wise leadership’s interest in women, motherhood, and family, as well as supporting the continued efforts made by the State of Qatar to promote the rights of people with disabilities.

She referred to amendments made in the two draft laws with regard to the widow’s pension share, in order to help her with the cost of living, and support her children, as the two drafts provided for an increase in the pension share of the widow to 100 percent in the absence of beneficiaries, and also provided for the right to keep the pension without reduction in the event of the insured’s resignation (women) to take care of her children with disabilities. She also pointed out that the articles of the two drafts included many aspects that had to do with society, and came in response to the aspirations of retirees and developments that occurred in society.

HE Dr. Hamda Al Sulaiti noted that the two law drafts included more than 25 new features, most importantly, setting the minimum and maximum pension, and allowing to have more than one pension or salary, stressing that such advantages, will not only contribute to improving the conditions of retirees, it will also contribute to raising the country’s rating in several global indicators.

HE the Deputy Speaker praised the cooperation and integration between the Council and the government in studying the two draft laws. She said that the Council and the government were keen to draft the two draft laws so that they would be issued in an appropriate manner that meets the aspirations of citizens. She thanked the chairman and members of the joint committee formed by the Legal and Legislative Affairs Committees and the Financial and Economic Affairs Committees for their appreciable efforts during the past period, by studying the two draft laws carefully and thoroughly to come up with these fruitful results.

الدوحة: أكدت سعادة الدكتورة حمدة بنت حسن السليطي، نائب رئيس مجلس الشورى، أن مشروعي قانوني التأمينات الاجتماعيّة والتقاعد العسكري اللذين أقرّهما المجلس أمس، جاءا تعزيزًا للحماية الاجتماعية للمواطن القطري، وتلبية لتطلعات المتقاعدين، لافتةً إلى أن هذين القانونين يعكسان حرص القيادة الرشيدة على تحقيق الرفاه لجميع المواطنين دون استثناء.

ونوهت سعادتها في تصريح خاص لوكالة الأنباء القطرية «قنا» إلى أن مشروعي القانونين جاءا إنفاذًا للتوجيهات السامية لحضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المُفدى «حفظه الله» الرامية إلى توفير حياة كريمة للمواطنين، وحرص سموه على تحسين المستوى المعيشي للجميع بما يضمن لهم الكرامة والطمأنينة، بمن فيهم المتقاعدون الذين بذلوا الكثير في سبيل خدمة الوطن والمساهمة في نموه وازدهاره.

إمكانية الجمع بين أكثر من معاش أو راتب أبرز مميزات القانونين

ولفتت إلى أن المشروعين يمثلان نقلة نوعية كبيرة تصب في مصلحة المتقاعدين والمواطنين بشكل عام، وقالت: إن رفع الحد الأدنى للمعاش التقاعدي، سيحقق التوازن والاستقرار وسيسهم في مواكبة التطوّرات المتسارعة ومواجهة الأعباء المعيشية.

وأضافت سعادتها قائلة: «سيعمل مشروعا القانونين على خلق التوازن، كما أنهما سيستوعبان فئات جديدة لم تكن مشمولة بالحماية التأمينيّة، وهو ما يتماشى مع رؤية قطر الوطنية 2030 التي تسعى إلى تأمين استمرار العيش الكريم للمواطنين جيلًا بعد جيل».

مواد المشروعين تؤكد اهتمام القيادة الرشيدة بالمرأة والأمومة والأسرة

ونوهت بأن مواد المشروعين تؤكد على اهتمام القيادة الرشيدة بالمرأة وبالأمومة والأسرة، كما أنها تدعم الجهود المتواصلة التي تبذلها دولة قطر لتعزيز حقوق ذوي الإعاقة.

ولفتت في هذا السياق إلى ما تضمنه المشروعان من تعديل لنصيب الأرملة لإعانتها على أعباء الحياة وإعالة أبنائها، حيث نصّ المشروعان على زيادة نسبة الأرملة إلى 100% من المعاش في حالة عدم وجود مستحقين، كما نصّا على أحقية الاحتفاظ بالمعاش دون تخفيض في حالة استقالة المؤمن عليها (المرأة) لرعاية ذوي الإعاقة من أبنائها.

دعم الجهود المتواصلة التي تبذلها الدولة لتعزيز حقوق ذوي الإعاقة

كما لفتت إلى أن مواد مشروعي القانونين استوعبت كثيرًا من الجوانب التي تمسّ المجتمع، وجاءت استجابة لتطلعات المتقاعدين وللتطوّرات والمستجدات التي طرأت على المجتمع.

ونوّهت سعادة الدكتورة حمدة السليطي إلى أن مشروعي القانونين تضمنا أكثر من خمس وعشرين ميزة مُستحدثة، وأهمها وضع الحد الأدنى والحد الأعلى للمعاش، وإمكانية الجمع بين أكثر من معاش أو راتب، مؤكدة أن مثل تلك المميزات، وبجانب إسهامها في تحسين أوضاع المتقاعدين، ستسهم أيضًا في رفع تصنيف الدولة في عدة مؤشرات عالميّة. وأشادت سعادة نائب رئيس مجلس الشورى، بالتعاون والتكامل بين المجلس والحكومة، في دراسة مشروعي القانونين، وقالت: «إن المجلس والحكومة على حد سواء كانا حريصين على بلورة مشروعي القانونين ليصدرا بالشكل المناسب الذي يلبّي تطلعات المواطنين».

وتقدمت سعادتها بالشكر لرئيس وأعضاء اللجنة المشتركة المشكلة من لجنتي الشؤون القانونية والتشريعية والشؤون المالية والاقتصادية على ما بذلوه من جهود مقدرة خلال الفترة الماضية، عبر دراسة المشروعين دراسة متأنية ووافية للخروج بهذه النتائج المُثمرة.
