General Administration of Endowments Launches New Endowments During 2022

Doha: The General Administration of Endowments at the Ministry of Endowments and Islamic Affairs announced on Monday that it intends to launch a group of new endowments during 2022, covering various societal areas.

General Administration of Endowments Director-General Sheikh Dr. Khalid bin Mohammed Al-Thani said that the administration, as part of its endeavor to establish new endowments covering different societal areas, will launch a series of endowments during its plan for the current year.

The first of these endowments is the “Waqf Endowments,” an innovative endowment idea in its sustainability and coverage of various areas that need support, he noted. This endowment falls under the projects of the endowments bank for righteousness and piety. It is that the original endowment proceeds be allocated to be endowed each year on a new endowment of endowments needed by the community, and thus a new endowment will be established from this endowment every year on a bank of various banks and endowment projects.

To clarify the idea of an endowment, someone who will endow a sum of money or real estate with this condition, will spend the proceeds of his endowment in the first year to establish a new endowment in the endowment bank to serve the Qur’an and Sunnah. In the following year, the proceeds of his endowment will be spent on the Qur’an and Sunnah, and also will be established from the original endowment a new endowment for health care and in the following year the proceeds of his endowment will be spent on the endowment bank for the service of the Qur’an and Sunnah, as well as the endowment bank for health care, and a new endowment will arise from the original endowment, and thus, an ongoing charity and diversity in the areas of goodness and giving continues for years.

The General Administration of Endowments at the Ministry of Endowments and Islamic Affairs is the concerned authority supervising endowments in the country. One of its tasks is to manage and invest endowments funds and dispose of them on an economic basis in accordance with Sharia regulations to develop and preserve them and spend them according to the conditions of endowers.

الدوحة: أعلنت الإدارة العامة للأوقاف بوزارة الأوقاف والشؤون الإسلامية اليوم بأنها تعتزم إطلاق مجموعة من الوقفيات الجديدة خلال العام 2022، تغطي مجالات مجتمعية مختلفة، وتعد وقفية “وقف الوقوف” أول هذه الوقفيّات وهي وقفية مبتكرة في فكرتها واستدامتها وتغطيتها لمختلف المجالات.

وبيّن الدكتور الشيخ خالد بن محمد آل ثاني المدير العام للإدارة العامة للأوقاف بأن الإدارة وفي إطار سعيها لإنشاء وقفيّات جديدة تغطي مجالات مجتمعية مختلفة ستطلق سلسلة من الوقفيّات خلال خطتها للعام الحالي، مشيراً إلى أن أول هذه الوقفيّات وقفية “وقف الوقوف” وهي وقفية مبتكرة في فكرتها واستدامتها وتغطيتها لمختلف المجالات التي تحتاج إلى دعم، وتندرج ضمن مشاريع المصرف الوقفي للبر والتقوى، وفكرة الوقف فكرة مبتكرة غير مسبوقة، وهي أن يخصص ريع الوقف الأصلي ليتم وقفه في كل عام على وقفية جديدة من الوقفيّات التي يحتاجها المجتمع، وبذلك سينشأ من هذا الوقف في كل عام وقف جديد على مصرف من المصارف والمشاريع الوقفية المختلفة.

وأما عن اسم الوقفية، فهو يعني بأن هذا الوقف سيكون مصدرًا لعدد من الوقوف، وقد استخدم جمع الوقف على وقوف بدل الأوقاف مع أنها الأشهر لأن جمع الوقف على وقوف هو الأصح والأفصح لغة، ولتعريف الناس بهذه الصيغة من صيغ الجمع للوقف.

ولتوضيح فكرة الوقف على سبيل المثال، فإن الواقف الذي سيوقف مبلغًا من المال أو العقار بهذا الشرط، سيصرف ريع وقفه في السنة الأولى لإنشاء وقفية جديدة في المصرف الوقفي لخدمة القرآن والسنة على سبيل المثال، وفي العام التالي سيصرف ريع وقفه على القرآن والسنة، وكذلك سينشأ من الوقف الأصلي وقف جديد على المصرف الوقفي للرعاية الصحية على سبيل المثال، وفي العام التالي سينفق ريع وقفه على المصرف الوقفي لخدمة القرآن والسنة، وكذلك المصرف الوقفي للرعاية الصحية، وسينشأ وقف جديد من الوقف الأصلي، وهكذا تستمر الصدقة الجارية والتنوع في مجالات الخير والعطاء على مدار السنين والأيام.

يذكر بأن الإدارة العامة للأوقاف بوزارة الأوقاف والشؤون الإسلامية هي الجهة المعنية المشرفة على الأوقاف في البلاد، ومن مهامها إدارة أموال الأوقاف واستثمارها، والتصرف فيها على أسس اقتصادية وفق الضوابط الشرعية، بغرض تنميتها والمحافظة عليها وصرفها في مصارفها حسب شروط الواقفين.

ويعد العمل الوقفي من أجل صور الشراكة المجتمعية، والتي يثقل بها العبد ميزانه في حياته وبعد مماته، كما قال النبي ـ صلى الله عليه وسلم ـ: (إذا مات الإنسان انقطع عنه عمله إلا من ثلاثة: إلا من صدقة جارية، أو علم ينتفع به، أو ولد صالح يدعو له).

ويمكن لأهل الخير الراغبين في أن يكون لهم وقف ريعه على أحد المصارف الوقفية، ويكون لهم صدقة جارية وأجراً محتسباً إلى يوم القيامة أن يبادروا بالوقف عبر طرق الوقف المختلفة:
