Prime Minister Issues Decision Establishing Executive Office

Doha: HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani issued decision no. 12 of 2021, establishing the Prime Minister’s Executive Office. The office will be directly under the cabinet.

The Executive Office aims to enhance the effectiveness of government performance, ensure the achievement of goals and results entrusted to ministries and other government agencies, and public bodies and institutions. It will also provide strategic support to these bodies in this regard, in order to ensure the achievement of the highest levels of cooperation, integration, effectiveness and achievement in government work.

The Executive Office of the Prime Minister is responsible for following up on the implementation of approved plans, programmes, projects and initiatives in all economic, social, human and environmental fields. It will also monitor the progress of the goals set, and will provide the necessary support to ministries and other public bodies in the implementation of their various plans and programmes.

The office will also establish an integrated work system, including the development of policies and procedures for follow-up, evaluation, and support for the implementation of plans, programmes, projects, and initiatives in various fields. This will be done within the framework of the states general policy and in coordination and cooperation with the competent authorities. The office will also determine the challenges facing the implementation of these plans and programmes, and how to approach these challenges.

Additionally, the office will presenting these difficulties and challenges to the Prime Minister when they are unresolved, along with proposals on how to resolve them.

The office must take immediate measures to notify the ministries, other government agencies, and public bodies and institutions of the policies, decisions, and instructions issued by the higher authorities and councils, in accordance with the directives issued in this regard. It will also ensure the effectiveness of the implementation follow-up systems applied by ministries and other government agencies and public bodies and institutions, as well as creating a comprehensive database that includes documenting all plans, programmes, projects and initiatives that the office follows up, identifying the procedures that have been taken in this regard, and the executive position of each of them, and updating them periodically.

The office follows up on the implementation of policies and initiatives related to simplifying procedures and facilitating the provision of services, in coordination and cooperation with the concerned authorities, and contributing to the development and application of mechanisms and models for evaluating the economic, social and environmental impact of plans, policies, projects, programs and initiatives, as well as providing strategic support to government agencies regarding the preparation and training of national cadres in the areas that It promotes the achievement of the offices objectives, including holding meetings, courses and workshops, forming specialized committees and working groups, and seeking the assistance of experienced and qualified people in various disciplines, in coordination and cooperation with the Civil Service and Government Development Bureau.

The decision states that all designated authorities, within their jurisdiction, must implement it from its date of issue. The decision shall be published in the official gazette.

الدوحة: أصدر معالي الشيخ خالد بن خليفة بن عبد العزيز آل ثاني رئيس مجلس الوزراء ووزير الداخلية، القرار رقم (12 ) لسنة 2021، والذي يقضي بإنشاء “المكتب التنفيذي لرئيس مجلس الوزراء” يتبع رئيس مجلس الوزراء مباشرة.

ويهدف المكتب التنفيذي إلى تعزيز فعالية الأداء الحكومي، والتأكد من تحقيق الأهداف والنتائج ومعدلات التنفيذ المنوط بالوزارات وغيرها من الأجهزة الحكومية والهيئات والمؤسسات العامة، وتقديم الدعم الاستراتيجي لهذه الجهات في هذا الشأن، بما يضمن تحقيق أعلى مستويات التعاون والتكامل والفعالية والإنجاز في العمل الحكومي.

ويختص المكتب التنفيذي لرئيس مجلس الوزراء، بمتابعة تنفيذ الخطط والبرامج والمشاريع والمبادرات المعتمدة في كافة المجالات الاقتصادية، والاجتماعية، والبشرية، والبيئية، ورصـد وتأكيـد التقدم في تحقيـق أهدافها، إضافة إلى تقديم الدعم اللازم للوزارات وغيرها من الأجهزة الحكومية والهيئات والمؤسسات العامة لتنفيذ الخطط والبرامج والمشاريع والمبادرات الجاري تنفيذها، بما في ذلك وضع خطط ومسارات محددة الأهداف للتنفيذ.

ومن بين مهام المكتب أيضا، إنشاء منظومة عمل متكاملة، بما في ذلك وضع سياسات وإجراءات متابعة، وتقييم، ودعم تنفيذ الخطط والبرامج والمشاريع والمبادرات في شتى المجالات، وذلك في إطار السياسة العامة للدولة، وبالتنسيق والتعاون مع الجهات المختصة، وتشخيص العقبات والتحديات والصعوبات والمعوقات التي تحول دون تنفيذ خطط وبرامج ومشاريع ومبادرات الجهات الحكومية، والعمل على إيجاد الحلول المناسبة لها، بالتنسيق والتعاون مع الجهات المعنية.

كما يختص بعرض الصعوبات والمشاكل والتحديات وغيرها من المعوقات التي تعترض التنفيذ، على رئيس مجلس الوزراء، وذلك عند تعذر مواجهتها، مشفوعة بالحلول والمعالجات والمقترحات المناسبة.

وعلى المكتب اتخاذ الإجراءات الفورية لإخطـار الـوزارات والأجهزة الحكومية الأخرى والهيئات والمؤسسات العامة بالسياسات والقرارات والتعليمات الصادرة عن الجهات والمجالس العليا، وفقا للتوجيهات الصادرة في هذا الشأن، والتأكد من فعاليـة نظـم متابعـة التنفيذ التي تطبقهـا الـوزارات وغيرها من الأجهزة الحكومية والهيئات والمؤسـسات العامـة، والعمـل علـى تطويرهـا بالتنسيـق والتعاون معها، فضلا عن إنشاء قاعدة بيانات شاملة، تتضمن توثيـق كـافـة الخطط والبرامج والمشاريع والمبادرات التي يتولى المكتب متابعتها، وتحديد الإجراءات التي تمت بشـأنها، والموقف التنفيذي لكل منها، وتحديثها بشكل دوري.

ويتابع المكتب تنفيذ السياسات والمبادرات الخاصـة بتبسيط الإجراءات وتسهيل تقـديـم الخدمات، بالتنسيق والتعاون مع الجهات المعنية، والمساهمة في تطوير وتطبيـق آلـيـات ونماذج لتقييم الأثر الاقتصادي والاجتماعي والبيئي للخطط والسياسات والمشاريع والبرامج والمبادرات، فضلا عن تقديم الدعم الاستراتيجي للجهات الحكومية بشأن إعداد وتدريب الكوادر الوطنية في المجالات التي تعزز تحقيق أهداف المكتب، بما في ذلك عقد الاجتماعات والدورات وورش العمل، وتشكيل لجان ومجموعات عمل متخصصة، والاستعانة بذوي الخبرة والكفاءة في مختلف التخصصات، وذلك بالتنسيق والتعاون مع ديوان الخدمة المدنية والتطوير الحكومي.

وقضى القرار أن على جميع الجهات المختصة، كل فيما يخصه، تنفيذه والعمل به من تاريخ صدوره وأن ينشر في الجريدة الرسمية.
