Qatar, Turkey: Strong Political Alliances and Ambitious Economic Goals

Doha: HE President of the Republic of Turkey Recep Tayyip Erdogan will start an official visit to Qatar tomorrow, during which he will chair with HH the Amir Sheikh Tamim bin Hamad Al-Thani the meetings of the 7th session of the Supreme Strategic Committee between the State of Qatar and the Republic of Turkey. This session provides a great opportunity to support and develop relations between Doha and Ankara and explore new horizons, to enhance and develop the existing cooperation mechanisms in various fields.

It is expected that during the committee’s meetings, a number of important agreements will be signed that strengthen the strategic alliance between the two countries in various sectors, for the benefit of the peoples of the two countries.

The Supreme Strategic Committee between the State of Qatar and the Republic of Turkey was established in 2014, and it meets at the highest level annually and alternates between the two capitals. It is a mechanism for consultation on Qatari-Turkish relations, and it reflects the desire and commitment of the two countries to strengthen relations of cooperation and coordination, and raise them to the level of aspirations of Qatar and Turkey as brotherly countries and strategic allies.

Since its establishment, the committee has held six meetings, which resulted in the conclusion of 68 various agreements, and opened new and broad horizons for cooperation and coordination between the two countries, and contributed to strengthening trade exchange and partnerships at the economic, financial, commercial, educational, agricultural, technological and defense levels, as well as the facilities that accompanied all this for the citizens of the two countries, such as easing restrictions on investments, the prevention of double taxation and the joint exemption of travel visas for holders of ordinary passports who are citizens of the two countries.

Mutual official visits at the highest levels between the two countries, as well as political consultations, continues, as Doha and Ankara have friendly and brotherly relations.

The economic and trade relations between Qatar and Turkey have witnessed great development in recent years, and Turkey has become one of the most polarizing countries for Qatari capital in many sectors, especially commercial, tourism, agricultural, hospitality, real estate and food industries.

The volume of bilateral trade exchange increased in the last ten years from USD 340 million to USD 2.24 billion, reflecting the strength of relations between the two countries, the growth of mutual investments and the increase in joint commercial and industrial opportunities. Since 2002, construction contracts have been signed between Qatar and Turkey worth more than USD 18 billion.

In 2019, Qatar was the 7th largest construction market for Turkish companies, with projects worth about USD 1.5 billion. In 2017, Turkey opened a commercial office in Doha to encourage the Qatari business sector to invest in Turkey, coinciding with the growing development of relations between the two countries.

According to Turkish economic sources, Qatar chooses smart and strategic investments at the same time, as it works to expand its investments in the fields of food, agriculture, livestock, media sectors, and defense industries in Turkey.

There are hundreds of Turkish companies operating in the Qatari market in various economic sectors, especially trade, contracting, services and hospitality. The two sides are also looking to direct joint investments outside the two countries, especially towards the African continent, which is full of feasible investment opportunities.

The volume of Qatari investments in Turkey amounted to USD 33.2 billion, 711 Turkish companies operate in Qatar, and there are 183 Qatari companies in the Turkish market.

In May 2020, the value of the currency exchange agreement between Turkey and Qatar increased from USD 5 billion to USD 15 billion, and this helped Turkey support its stock exchange and financial markets and relieve the recent pressures caused by the depreciation of the Turkish lira, in addition to Qatar’s pledge to invest USD 15 billion in the Turkish markets.

The Turkish economy is ranked 16th in the list of the largest economies in the world. Turkey is considered one of the most attractive countries for investments due to the facilities, incentives and investment opportunities it offers. Tourism is one of the most important pillars of the Turkish economy, especially in recent decades.

Despite the fluctuations in the exchange rate of the Turkish lira, the Turkish economy, which amounts to USD 720 billion, ranked second after Britain among the countries of the Organization for Economic Co-operation and Development during the second quarter of 2021, with a growth rate of more than 21 percent.

The International Monetary Fund’s World Economic Outlook report expected the Turkish economy to grow by 9 percent this year, down from the previous forecast of five and eight percent.

الدوحة: في سياق العلاقات الأخوية الوطيدة والاستراتيجية بين دولة قطر والجمهورية التركية، يبدأ فخامة الرئيس التركي رجب طيب أردوغان اليوم زيارة رسمية للبلاد، يترأس خلالها مع أخيه حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، اجتماعات الدورة السابعة للجنة الاستراتيجية العليا القطرية التركية، حيث تتيح هذه الدورة فرصة كبيرة لدعم وتطوير العلاقات بين الدوحة وأنقرة واستشراف آفاق جديدة، لتعزيز وتطوير آليات التعاون القائمة بينهما في شتى المجالات.

ومن المنتظر أن يتم خلال اجتماعات اللجنة التوقيع على عدد من الاتفاقيات الهامة التي تعزز التحالف الاستراتيجي بين البلدين الشقيقين في القطاعات المختلفة، لما فيه خير ومصلحة شعبي البلدين.

وقد تأسست اللجنة الاستراتيجية العليا المشتركة بين قطر وتركيا عام 2014، وتجتمع على أعلى مستوى بشكل سنوي وبالتناوب بين عاصمتي البلدين، وهي آلية للتشاور حول العلاقات القطرية التركية، وتعكس رغبة البلدين والتزامهما بتعزيز علاقات التعاون والتنسيق، والارتقاء بها إلى مستوى طموحات وتطلعات قطر وتركيا كبلدين شقيقين وحليفين استراتيجيين.

وكانت القمة الأولى للجنة الاستراتيجية العليا والتي استضافتها الدوحة في ديسمبر لعام 2015 قد نقلت العلاقات الثنائية بين الجانبين إلى مسار مؤسساتي يضمن لها تحصين المنجزات السابقة، ويوسع آفاقها لتضيف لتميزها على المستوى السياسي، تميزا أشمل في القطاعات الأخرى لاسيما الاقتصادية والتجارية والاستثمارية والثقافية والأمنية.

وعقدت اللجنة منذ تأسيسها ستة اجتماعات، أسفرت عن إبرام 68 اتفاقية متنوعة، كما فتحت آفاقا جديدة وواسعة للتعاون والتنسيق بين البلدين، وأسهمت بتعزيز التبادل التجاري والشراكات على المستويات الاقتصادية والمالية والتجارية والتعليمية والزراعية والتكنولوجية والدفاعية، فضلا عن التسهيلات التي رافقت ذلك كله لمواطني الدولتين كتخفيف القيود على الاستثمارات ومنع الازدواج الضريبي والإعفاء المشترك من تأشيرات السفر، لحاملي الجوازات العادية من مواطني البلدين.

ولا تتوقف الزيارات الرسمية المتبادلة على أعلى المستويات بين البلدين وكذلك المشاورات السياسية، حيث ترتبط الدوحة وأنقرة بعلاقات صداقة وأخوة. بل يرتقي التعاون القائم بينهما إلى مستوى الشراكة الاستراتيجية، وهي علاقات استثنائية في تميزها وعطائها، نتيجة التقارب الكبير على مستوى القادة والشعب والقواسم المشتركة بين البلدين، والتضامن اللامحدود بينهما وقت الأزمات، إلى جانب الرؤى السياسية المتناغمة إزاء كثير من الملفات والقضايا، كما تتشارك الدولتان توجهات سياسية واحدة تعتمد الحوار والدبلوماسية وتفعيل جهود الوساطة أساسا للأمن والاستقرار والسلام وحل النزاعات الدولية والإقليمية.

وشهدت العلاقات الاقتصادية والتجارية بين قطر وتركيا تطورا كبيرا خلال السنوات الأخيرة، وباتت تركيا واحدة من أكثر الدول المستقطبة لرأس المال القطري في العديد من القطاعات لاسيما الأنشطة التجارية والسياحية والزراعية والضيافة والعقار والصناعات الغذائية.

وارتفع حجم التبادل التجاري الثنائي في السنوات العشر الأخيرة من 340 مليون دولار إلى 2.24 مليار دولار، ما يعكس قوة العلاقات بين البلدين ونمو الاستثمارات المتبادلة وزيادة الفرص التجارية والصناعية المشتركة، ومنذ 2002، وقعت عقود بناء بين قطر وتركيا تجاوزت قيمتها 18 مليار دولار.

وفي عام 2019، كانت قطر سابع أكبر سوق إنشاءات للشركات التركية بمشاريع بلغت قيمتها حوالي 1.5 مليار دولار، كما افتتحت تركيا عام 2017 مكتبا تجاريا لها بالدوحة لتشجيع قطاع الأعمال القطري للاستثمار في تركيا، تزامنا مع التطور المتنامي للعلاقات بين الدولتين.

ووفق مصادر اقتصادية تركية فإن قطر تختار الاستثمارات الذكية والاستراتيجية في آن واحد، حيث تعمل لتوسيع استثماراتها بمجالات الأغذية، والزراعة والثروة الحيوانية وقطاعات الإعلام، والصناعات الدفاعية في تركيا.

وتوجد مئات الشركات التركية التي تعمل بالسوق القطري في مختلف القطاعات الاقتصادية، وخصوصا التجارة والمقاولات والخدمات والضيافة، كما يتطلع الطرفان لتوجيه استثمارات مشتركة خارج البلدين، وخصوصا نحو القارة الإفريقية التي تزخر بالفرص الاستثمارية المجدية.

وبلغ حجم الاستثمارات القطرية في تركيا 33.2 مليار دولار، وتعمل 711 شركة تركية بقطر، وتوجد 183 شركة قطرية في السوق التركي.

وفي مايو 2020، ارتفعت قيمة اتفاقية تبادل العملات بين تركيا وقطر من 5 مليارات دولار إلى 15 مليار دولار، وساعد ذلك تركيا على دعم بورصتها وأسواق المال لديها وتخفيف الضغوط الأخيرة الناجمة عن انخفاض قيمة الليرة التركية، بالإضافة إلى تعهد قطر باستثمار 15 مليار دولار في الأسواق التركية.

ويحتل الاقتصاد التركي المرتبة الـ 16 في قائمة أكبر الاقتصادات بالعالم، وتعتبر تركيا من الدول الأكثر جذبا للاستثمارات جراء التسهيلات والحوافز والفرص الاستثمارية التي تقدمها، وتشكل السياحة أحد أهم أعمدة الاقتصاد التركي وخاصة في العقود الأخيرة.

وعلى الرغم من تقلبات سعر صرف الليرة التركية، إلا أن الاقتصاد التركي الذي يبلغ حجمه 720 مليار دولار، احتل المرتبة الثانية بعد بريطانيا بين بلدان منظمة التعاون الاقتصادي والتنمية خلال الربع الثاني من عام 2021، بنسبة نمو تجاوزت 21 بالمئة، وتوقع تقرير آفاق الاقتصاد العالمي، الصادر عن صندوق النقد الدولي، نمو الاقتصاد التركي بنسبة 9 بالمئة هذا العام، بعد أن كانت التوقعات السابقة عند خمسة وثمانية أعشار بالمئة.
