Qatar-France Joint Statement on the Occasion of French President Visit to Qatar

Doha: HE the President of the French Republic, Emmanuel Macron, conducted a visit to Doha on Dec. 4 2021. He was welcomed by HH the Amir Sheikh Tamim bin Hamad Al-Thani.

During their meeting in Doha, HH the Amir and HE President of France agreed on the need to develop a bilateral cooperation in all areas ahead of the 50th anniversary of the establishment of the diplomatic relations between the two countries. Both sides reaffirmed their desire to hold the next session of the French-Qatari Strategic Dialogue in Doha in early 2022.

Two agreements were signed during the visit :

– a memorendum of understanding between HE Bruno Lemaire, minister of the economy, finance and the recovery and HE Ali Bin Ahmed Al Kuwari, Minister of Finance;

– a letter of intent between HE Roselyne Bachelot, minister of culture and HE Sheikh Abdulrahman Bin Hamad Al-Thani, Minister of Culture on cultural cooperation

Political issues

HH the Amir and HE President of France expressed their willingness to take the strategic partnerships a step further in order to tackle together regional and global challenges. Both sides emphasized their shared ambition to find the path to peace for a more stable and prosperous region.

Building on the success of the Baghdad conference convened on 28 August at the initiative of Iraq and in coordination with France, both leaders agreed to work together in order to encourage a structured regional dialogue for peace and stability.

With respect to Afghanistan, the President of the French Republic reiterated his sincere thanks for the remarkable assistance provided by Qatar in repatriating French nationals and their dependents and in protecting Afghans at risk. HE The President also commended the successful joint Qatar France humanitarian operation to deliver 40 tons of urgent aid to Kabul on a Qatari flight. Both sides underlined the preconditions listed by the Security Council in UNSCR 2593 for the further participation of the new interim government formed by the Taliban into the regional and international environment.

On Lebanon, both leaders strongly reaffirmed the need for Lebanons stability and security to be preserved. Qatar welcomed Frances efforts in Lebanon in the face of an unprecedented crisis. Both leaders expressed their solidarity with the Lebanese people and reiterated their willingness to step up their emergency response. HE President Macron commended Qatar for its readiness to engage in more structural support to Lebanon depending on concrete and sectorial measures. Both sides also agreed on the need for the Lebanese Armed Forces (LAFs) to be further be supported. Finally, France and Qatar recalled the need for the Lebanese authorities to organize parliamentary elections in March 2022 in a transparent manner and without delays.

HE President Macron and HH the Amir discussed the nuclear talks in Vienna and underscored the importance of a negotiated solution that provides for the return of Iran and the US to full compliance with the JCPOA. They reaffirmed the need to continue to address broader security concerns of the region. HE President Macron welcomed Qatars regional diplomatic efforts to deescalate tensions in the Gulf region.

HH the Amir congratulated President Macron for convening the international conference on Libya in Paris on the 12th of November. Both sides reiterated their commitment to promote a comprehensive solution to the Libyan crisis, that meets the aspirations of the Libyan people. They expressed their willingness to work in close coordination on the successful holding of elections on December 24, 2022, and on the withdrawal from Libya of all mercenaries and foreign fighters. The two sides emphasized the importance of continuing providing international and multilateral support for the security, political and economic stability of Libya.

On Syria, Qatar and France recalled their attachment to a full, unhindered humanitarian access into Syria that is vital for alleviating the impact of the crisis. Both countries reiterated their commitment to promote a credible, sustainable and inclusive political solution in line with UNSCR 2254, as the only way to both create all necessary conditions for the voluntary, safe and dignified return of the refugees, and to prevent regional interferences. Qatar and France reiterated their commitment to accountability for those responsible for the use of chemical weapons and violations of international law.

On the Middle East Peace Process, Qatar and France reaffirmed that the two-state solution, in accordance with international law and within the framework of internationally agreed parameters, is the only way to achieve a just and lasting peace in the region. They also commended UNRWAs role as an essential provider of vital services to millions of Palestine refugees and as a stabilizing force in the region.

Security and defense challenges

The security and defense relationship plays a central role in the strategic partnership between France and Qatar. In line with the great founding partnerships of the modern Qatari armed forces, the two governments shared their views on new ambitions of common interest for space and military innovation, particularly ahead of the 2022 FIFA World Cup.

Both sides underscored firmly their commitment to pursue and intensify the fight against terror and radicalization, including the financing of terrorism, which constitutes a major threat to our collective security. Qatar and France also discussed collaboration in the field of cyber security, which is a source of concern for the international community.

Economic cooperation

HH the Amir and HE the French President also called for the continuous strengthening of their relations in the economic area. Many French and Qatari companies have established long-term partnerships on key sectors. Both sides agreed on bolstering their institutional cooperation in the agricultural sector and in finding new ways to finance projects, such as through public-private partnerships.

They express their desire to broaden their cooperation to new areas such as innovation, the energy transition and sustainable development, especially in the framework of economic diversification objectives set out in Qatar Vision 2030 and in synergy with the “France 2030” economic program.

With regard to investments, France and Qatar attach great importance to the strong partnership they have built. Both leaders welcomed the willingness of QIA and Bpifrance to launch the second phase of Future French Champions partnership, with the signature of a new investment package of EUR 300 million.

Cultural Exchanges

As for the cultural, educational, scientific and academic sectors, both sides expressed their admiration to continue their discussions in these areas, to ensure the widest possible access to the arts and to enhance the museum offering in Doha. Both sides also commended the existing of the academic cooperation between them.

Both parties identified sport as a key area of cooperation, and agreed to explore new partnerships in this field. France and Qatar will host two major sporting events: the 2022 FIFA World Cup and the 2024 Olympic Games. The two countries are aware of the wonderful opportunities offered by these popular events and have therefore decided to step up discussions about holding big sporting events and sports in general.

Concluding Statement:

HH the Amir and HE President of France stressed their desire to work together to tackle increasing global challenges, particularly as regards regional security, terrorism, climate change and the energy transition.

France and Qatar also agreed to ensure that their relationship is long lasting, between the two governments and at all levels, particularly with businesses, civil society and citizens.

الدوحة: استقبل حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى، فخامة الرئيس إيمانويل ماكرون رئيس الجمهورية الفرنسية الصديقة، الذي قام بزيارة إلى الدوحة خلال الفترة من 3 إلى 4 ديسمبر 2021.

وخلال لقائهما في الدوحة، اتفق سمو الأمير وفخامة الرئيس الفرنسي على الحاجة لتطوير تعاون ثنائي في كافة المجالات، قبيل الذكرى الخمسين لإقامة العلاقات الدبلوماسية بين البلدين. وفي هذا الصدد جدد الجانبان التأكيد على رغبتهما في عقد الجلسة المقبلة للحوار الاستراتيجي القطري الفرنسي في الدوحة مطلع العام القادم 2022.

ووقعت الحكومتان خلال الزيارة:

ـ مذكرة تفاهم بين سعادة السيد برونو لوميرو وزير الاقتصاد والمالية والإصلاح في الجمهورية الفرنسية، وسعادة السيد علي بن أحمد الكواري وزير المالية بدولة قطر، في مجال الاقتصاد والمالية.

ـ خطاب نوايا بين سعادة السيدة روزلين باشلو وزيرة الثقافة في الجمهورية الفرنسية، وسعادة الشيخ عبدالرحمن بن حمد بن جاسم بن حمد آل ثاني وزير الثقافة بدولة قطر، في مجال التعاون الثقافي.

المسائل السياسية

وفي المجال السياسي، أعرب سمو الأمير المفدى وفخامة الرئيس الفرنسي عن استعدادهما لدفع الشراكات الاستراتيجية خطوة أبعد، من أجل أن يعالجا سويا التحديات الإقليمية والعالمية. وأكد كل من الجانبين طموحهما المشترك لإيجاد طريق للسلام، من أجل منطقة أكثر استقرارا وازدهارا. بناء على نجاح مؤتمر بغداد الذي انعقد في 28 أغسطس بمبادرة من العراق وبالتنسيق مع فرنسا، واتفق الطرفان على العمل معاً من أجل تشجيع حوار إقليمي بناء من أجل السلام والاستقرار.

وبخصوص أفغانستان، جدد فخامة رئيس الجمهورية الفرنسية خالص شكره لسمو الأمير المفدى على المساعدة الكبيرة التي قدمتها دولة قطر في إجلاء الرعايا الفرنسيين وعائلاتهم من أفغانستان، وفي حماية الأفغان المعرضين للخطر. كما أشاد فخامة الرئيس الفرنسي بالتعاون الوثيق بين البلدين لإيصال 40 طناً من المساعدات العاجلة إلى العاصمة الأفغانية كابول على متن رحلة قطرية.

وفي هذا السياق، أكد الجانبان على الشروط المسبقة التي حددها مجلس الأمن في قراره رقم 2593 للمزيد من إدماج حكومة تصريف الأعمال الأفغانية الجديدة التي شكلتها طالبان في البيئة الإقليمية والدولية.

وحول لبنان، شدد الطرفان على ضرورة الحفاظ على استقرار لبنان وأمنه. ورحبت قطر بجهود فرنسا في لبنان لمساعدته في مواجهة الأزمة غير المسبوقة التي يمر بها. وأعرب الجانبان عن تضامنهما مع الشعب اللبناني، مجددَين استعدادهما لتكثيف الاستجابة الطارئة. وأثنى الرئيس ماكرون على قطر لاستعدادها للمشاركة في مزيد من الدعم الهيكلي للبنان تبعا لتدابير ملموسة وقطاعية. وأيضا أكد كلا الطرفين على ضرورة دعم القوات المسلحة اللبنانية بشكل أكبر، وأهمية إجراء انتخابات نيابية في مارس 2022 بشفافية ودون تأخير.

وناقش سمو الأمير المفدى وفخامة الرئيس الفرنسي أيضاً المفاوضات النووية في فيينا، وشددا على أهمية إيجاد حل تفاوضي ينص على عودة إيران والولايات المتحدة إلى الامتثال الكامل لخطة العمل الشاملة المشتركة. وأعرب الجانبان عن الحاجة لمواصلة معالجة المخاوف الأمنية الواسعة في المنطقة. ورحب فخامة الرئيس ماكرون بالجهود الدبلوماسية الإقليمية المتواصلة لدولة قطر في سبيل تهدئة التوترات في منطقة الخليج.

وهنأ سمو الأمير الرئيس ماكرون لانعقاد المؤتمر الدولي حول ليبيا في باريس في 12 نوفمبر الماضي. وجدد الجانبان التزامهما بدعم حل شامل للأزمة الليبية يلبي تطلعات الشعب الليبي. وأعربا عن استعدادهما للعمل بتنسيق وثيق من أجل ضمان إجراء انتخابات ناجحة في 24 ديسمبر 2021، وانسحاب جميع المرتزقة والمقاتلين الأجانب من ليبيا. وأكدا على ضرورة مواصلة تقديم الدعم الدولي والأممي للاستقرار السياسي والأمني والاقتصادي في ليبيا.

وحول سوريا، شددت قطر وفرنسا على تمسكهما بوصول كامل المساعدات الإنسانية ودون عوائق إلى سوريا وهو أمر حيوي للتخفيف من آثار الأزمة. وكرر كلا الجانبين التزامهما بتعزيز حل سياسي موثوق به ومستدام وشامل، بما يتماشى مع قرار مجلس الأمن 2254 باعتباره السبيل الوحيد لتهيئة جميع الظروف اللازمة للعودة الطوعية والآمنة والكريمة للاجئين، ومنع التدخلات الإقليمية. كما جددت قطر وفرنسا دعوتهما لمحاسبة المسؤولين عن استخدام الأسلحة الكيماوية وانتهاكات القانون الدولي.

وبخصوص عملية السلام في الشرق الأوسط، أكدت قطر وفرنسا مجددًا أن حل الدولتين وفقًا للقانون الدولي وفي إطار المعايير المتفق عليها دوليًا هو السبيل الوحيد لتحقيق سلام عادل ودائم في المنطقة. وأشاد الجانبان بدور /الأونروا/ كمزود أساسي للخدمات الحيوية لملايين اللاجئين الفلسطينيين وكعامل استقرار في المنطقة.

التحديات الأمنية والدفاعية

تلعب العلاقة الأمنية والدفاعية دورا محوريا في الشراكة الاستراتيجية بين فرنسا وقطر وتماشياً مع الشراكات التأسيسية المميزة للقوات المسلحة القطرية، تبادل الطرفان وجهات النظر حول الطموحات الجديدة ذات الاهتمام المشترك في مجال الابتكارات الفضائية والعسكرية، لا سيما قبل كأس العالم لكرة القدم 2022.

كما أكد الطرفان على أهمية استمرار الجهود المشتركة لمكافحة الإرهاب والتطرف العنيف بما في ذلك تمويل الإرهاب الذي يشكل تهديدا رئيسيا للأمن الجماعي، كما ناقشت كل من قطر وفرنسا التعاون في مجال الأمن السيبراني الذي هو مصدر قلق للمجتمع الدولي.

التعاون الاقتصادي

وفي المجال الاقتصادي، دعا سمو الأمير وفخامة الرئيس الفرنسي إلى مواصلة تعزيز تعاون البلدين في هذا المجال، خاصة بعد أن أقامت العديد من الشركات القطرية والفرنسية شراكات طويلة الأمد في قطاعات رئيسية. واتفق الجانبان على تعزيز التعاون المؤسسي بينهما في القطاع الزراعي وإيجاد طرق جديدة لتمويل المشاريع، مثل الشراكات بين القطاعين العام والخاص.

وأعربت قيادتا البلدين عن رغبتهما في توسيع هذا التعاون ليشمل مجالات جديدة مثل الابتكار والتحول إلى استخدام الطاقة المتجددة والنظيفة، لا سيما في إطار أهداف التنويع الاقتصادي المنصوص عليها في رؤية قطر الوطنية 2030 وبالتعاون مع البرنامج الاقتصادي /فرنسا 2030/.

وفيما يتعلق بالاستثمارات، أعرب الجانبان عن ارتياحهما للمستوى الكبير للاستثمارات المتبادلة بين البلدين مع تأكيدهما على الحرص والتطلع للارتقاء بهذه الاستثمارات إلى مستويات أرفع وفي مختلف المجالات. ورحب الجانبان بالمشاورات الجارية بين جهاز قطر للاستثمار وبنك الاستثمار الحكومي الفرنسي، لإطلاق المرحلة الثانية من شراكة أبطال المستقبل الفرنسيين، والتي تشمل حزمة استثمارية جديدة بقيمة 300 مليون يورو.

التبادل الثقافي

وبالنسبة للقطاعات الثقافية والتعليمية والعلمية والأكاديمية، أشاد الجانبان بالمستوى الذي توصل إليه النقاش في تلك المجالات لحرية الدخول إلى الأعمال الفنية على أوسع نطاق ممكن وتعزيز المعروضات في متاحف الدوحة. كما نوّه الطرفان بالتعاون الأكاديمي القائم بينهما.

وحدد الطرفان الرياضة كمجال رئيسي للتعاون، واتفقا على استكشاف شراكات جديدة في هذا المجال خاصة وأن البلدين سيستضيفان حدثين رياضيين رئيسيين، هما: كأس العالم 2022 في قطر، والألعاب الأولمبية 2024 في باريس. ويدرك البلدان الفرص الرائعة التي توفرها هذه الأحداث وتأثيرها الكبير على الشعوب لذلك قرر البلدان تكثيف المناقشات حول إقامة الأحداث الرياضية الكبرى والرياضية بشكل عام.

بيان ختامي:

وفي ختام الزيارة، أكد سمو الأمير المفدى وفخامة الرئيس الفرنسي على رغبتهما في العمل معًا لمعالجة التحديات العالمية المتزايدة لا سيما فيما يتعلق بالأمن الإقليمي والإرهاب والتغير المناخي ونقل الطاقة.

واتفقت دولة قطر وفرنسا أيضا بضمان علاقات طويلة الأمد، بين الحكومتين وعلى جميع المستويات لا سيما بين الشركات والمجتمع المدني ومواطني البلدين.
