Joint Statement on Qatar-US Strategic Dialogue

Washington: The State of Qatar and the United States of America held the fourth Qatar-US Strategic Dialogue in the American capital, Washington, on Nov. 12-13, 2021, headed by HE Deputy Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman Al-Thani and HE the US Secretary of State Antony Blinken.
In a Joint Statement on fourth Qatar-US Strategic Dialogue, the State of Qatar and the US said that the dialogue is “A testament to our strong partnership, this year’s dialogue addressed regional and global issues, and advanced bilateral cooperation in the areas of health, humanitarian assistance, international development, labor and human rights, security cooperation, climate change, trade and investment, culture, and education.”
“The United States and Qatar signed several accords, including an Arrangement on the Protection of US Interests in Afghanistan and an MOU on Cooperation to Host Individuals at Risk Due to the Situation in Afghanistan.”
Regarding the regional cooperation and global affairs, the statement said, “Underscoring deep cooperation on regional issues, US and Qatari officials discussed challenges in Afghanistan and the extraordinary teamwork between the two countries on the relocation to the United States, through Qatar, of more than 60,000 US citizens, Lawful Permanent Residents, Special Immigrant Visa holders and at-risk Afghans.”
“Both sides discussed political developments in the region, including in Syria, Yemen, and the Horn of Africa.”
It added, “The United States and Qatar remain deeply concerned about the West Bank and Gaza, will continue to work together to improve humanitarian and economic conditions for all, and discussed the importance of achieving a two-state solution to the Israeli-Palestinian conflict.”
“The United States highlighted Qatar’s bilateral and multilateral humanitarian assistance efforts, including its collaboration with UN agencies in the form of a USD500 million multi-year assistance pledge to aid forcibly displaced populations and refugees.”
Concerning the health cooperation, the joint statement underlined, “The United States and Qatar stand together in support of global public health security. During the Strategic Dialogue, they discussed opportunities for technical exchanges and discussed collaboration in health such as technical exchanges between the US Centers for Disease Control and Prevention (CDC) and the Ministry of Public Health in Qatar. The United States again thanked Qatar for its generous contributions to fight COVID-19 inside the United States.”
On the labor and human rights issues, the statement said, “Qatar and the United States recognized recent progress made by Qatar to combat human trafficking and advance labor rights. The United States recognized Qatari Ministry of Labor Undersecretary Mohammed Al Obaidly, who was recently named by the US Department of State as a Trafficking in Persons Report Hero. The two sides discussed professional training and exchange for Qatari authorities in 2022. Qatar and the United States discussed human rights and welcomed one another’s election to the Human Rights Council.”
Regarding the law enforcement and counterterrorism partnership, the statement stated, “The two governments highlighted their strong bilateral security partnership, including in the areas of law enforcement cooperation, aviation and border security, countering violent extremism, and combating terrorism and the financing of terrorism.”
“The governments noted the importance of continuing to expand information sharing and law enforcement cooperation. Qatar and the United States highlighted the successful coordination between our governments in joint designations of terrorist networks. The United States underlined Qatar’s commitment in providing USD75 million over five years and implementation of efforts to back the work of the UN Office of Counter-Terrorism.”
About the FIFA Men’s World Cup 2022, the statement said, “As Qatar prepares to host the FIFA Men’s World Cup in 2022, the United States and Qatar committed to expanding close interagency cooperation to ensure a safe and successful tournament.
“The two sides discussed cybersecurity, law enforcement training, public relations, human rights, and a carbon neutral World Cup. The United States welcomed the opportunity to consult with Qatar in advance of the 2026 FIFA Men’s World Cup in North America.”
Concerning the economic and commercial cooperation, the statement pointed out, “The United States and Qatar discussed opportunities to increase two-way investment and advance economic relations in the fields of innovation, technology, and clean energy. Both sides also explored programs to support women’s economic empowerment and support for young entrepreneurs.”
On the climate change and energy, the statement continued, “As major energy producers, both countries reiterated their joint commitment to strengthen global climate action. They agreed to work across the region to promote energy access and support clean energy transition.
“The United States and Qatar reaffirmed their mutual efforts to support access to affordable, dependable, and clean energy, and highlighted their recent decisions to join with other global oil and gas producers in establishing the Net-Zero Producers Forum.”
Regarding the education and cultural cooperation, the statement said, “The two governments underscored the importance of deepening people-to-people ties to promote tolerance and diversity, and agreed to expand professional and research-led academic exchanges. They welcomed continued coordination as the Qatar-USA 2021 Year of Culture concludes in December.”
About the military and security partnership, the statement stated, “The two governments reaffirmed the commitment made in the 2018 Joint Declaration on Security Cooperation to promote peace and stability, to counter terrorism, and to grow the enduring US-Qatar defense partnership.
“The US delegation expressed appreciation for Qatar’s generous hosting of US forces, cooperation on Afghanistan operations, and efforts to upgrade critical facilities and infrastructure at Al Udeid Air Base to meet current and future challenges. The delegations discussed the robust Foreign Military Sales relationship, which continues to increase the capability, capacity, and interoperability of the Qatar Armed Forces.”
The joint statement concluded, “Qatar and the United States remain mutually invested in continuous dialogue, partnership, and long-term cooperation.”
The two sides welcomed the opportunity to celebrate the 50-year anniversary of the establishment of diplomatic relations between the United States and Qatar in 2022.
Qatar and the United States look forward to reviewing progress and exploring new areas of cooperation at the next Policy Working Group meeting in spring 2022.
As a first step, the United States unveiled drawings of the new US embassy compound, which will be built in the coming years in Doha.

وفي البيان الختامي للحوار الاستراتيجي القطري الأمريكي الرابع أكدت دولة قطر والولايات المتحدة الأمريكية أن الحوار شهادة على الشراكة القوية بين البلدين ، حيث تناول القضايا الإقليمية والعالمية وتعزيز التعاون الثنائي في مجالات الصحة والمساعدات الإنسانية والتنمية الدولية وكذلك حقوق الإنسان والتعاون الإقليمي وتغير المناخ فضلا عن التجارة والاستثمار والثقافة والتعليم.
كما وقعت كل من دولة قطر والولايات المتحدة عدة اتفاقيات، بما في ذلك الترتيبات بشأن حماية المصالح الأمريكية في أفغانستان ومذكرة تفاهم بشأن التعاون لاستضافة الأفراد المعرضين للخطر بسبب الوضع في أفغانستان.
وفي إطار التعاون الإقليمي والشؤون العالمية قام المسؤولون القطريون والأمريكيون – في إطار التعاون العميق في القضايا الإقليمية – بمناقشة التحديات في أفغانستان والعمل الجماعي الاستثنائي بين البلدين بشأن نقل أكثر من 60 ألف مواطن أمريكي ومقيمين دائمين قانونيين وكذلك حاملي تأشيرات هجرة خاصة والأفغان المعرضون للخطر إلى الولايات المتحدة للاستقرار عبر قطر.

واعربت دولة قطر والولايات المتحدة عن القلق العميق بشأن الضفة الغربية وقطاع غزة ، وأكدتا مواصلتهما العمل معا لتحسين الظروف الإنسانية والاقتصادية للجميع، وكذلك ناقش الجانبان أهمية تحقيق حل الدولتين للصراع الفلسطيني الإسرائيلي .

وفي إطار التعاون الصحي أكد البيان الختامي للحوار الاستراتيجي القطري الأمريكي الرابع ، وقوف دولة قطر والولايات المتحدة معا لدعم أمن الصحة العالمي ،وناقشا خلال الحوار الاستراتيجي فرص التبادل التقني وناقشا التعاون في مجال الصحة مثل التبادل التقني بين وزارة الصحة العامة في قطر والمراكز الأمريكية لمكافحة الأمراض والوقاية (CDC) ، كما قدمت الولايات المتحدة شكرها إلى قطر مرة أخرى على مساهمتها السخية لمكافحة كوفيد-19 داخل الولايات المتحدة.
وفي قضايا العمل وقضايا حقوق الإنسان ، فقد أقرت كل من دولة قطر والولايات المتحدة بالتقدم الذي أحرزته قطر مؤخرا في مكافحة الاتجار بالبشر وتعزيز حقوق العمل، كما احتفت الولايات المتحدة بالسيد محمد حسن العبيدلي الوكيل المساعد بوزارة العمل الذي أطلقت عليه وزارة الخارجية الأمريكية مؤخرا لقب “بطل تقرير الاتجار بالبشر”.
وناقش الجانبان التدريب والتبادل المهني للسلطات القطرية في سنة 2022. كما ناقشت كل من قطر والولايات المتحدة حقوق الإنسان ورحبتا بانتخاب بعضهما البعض في مجلس حقوق الإنسان.
وفيما يتعلق بالشراكة الثنائية في مجال إنفاذ القانون ومكافحة الإرهاب ، سلطت كلتا الحكومتان الضوء على شراكتهما الأمنية الثنائية والقوية، بما في ذلك في مجالات التعاون في إنفاذ القانون والطيران وأمن الحدود وكذلك مكافحة التطرف العنيف ومكافحة الإرهاب وتمويل الإرهاب.

ونوهت الولايات المتحدة بالتزام قطر بتقديم 75 مليون دولار على مدى خمس سنوات ودعم عمل مكتب الأمم المتحدة لمكافحة الإرهاب.
وعلى صعيد كأس العالم لكرة القدم 2022 أشار البيان المشترك التزام دولة قطر والولايات المتحدة ، بتوسيع التعاون الوثيق بين الوكالات لضمان بطولة آمنة وناجحة.
كما ناقش الجانبان الأمن الإلكتروني والتدريب على إنفاذ القانون وكذلك العلاقات العامة وحقوق الإنسان فضلا عن بطولة كأس عالم خالية من الكربون ، ورحبت الولايات المتحدة بفرصة التشاور مع دولة قطر قبل انطلاق كأس العالم لكرة القدم 2026 في أمريكا الشمالية.
وبشأن التعاون الاقتصادي والتجاري ، ناقشت كل من دولة قطر والولايات المتحدة فرص زيادة الاستثمار في الاتجاهين وتعزيز العلاقات الاقتصادية في مجالات الابتكار وكذلك التكنولوجيا والطاقة النظيفة، كما استكشف الجانبان برامج لدعم التمكين الاقتصادي للمرأة ودعم رواد الأعمال للشباب.
وفي مجال التغير المناخي والطاقة أكد البلدان،وفقا للبيان المشترك ، باعتبارهما منتجين للطاقة، على التزامهما المشترك بتعزيز العمل المناخي العالمي ، واتفقا على العمل في جميع أنحاء المنطقة لتعزيز الحصول على الطاقة ودعم انتقال الطاقة النظيفة.
وأعادت كل من دولة قطر الولايات المتحدة التأكيد على جهودهما المشتركة للحصول على الطاقة النظيفة التي يمكن الاعتماد عليها وبأسعار معقولة وكذلك سلطتا الضوء على قراراتهما الأخيرة للانضمام إلى منتجي النفط والغاز العالميين الأخرين لإنشاء منتدى صافي الانبعاث الصفري.
وعلى صعيد التعاون التعليمي والثقافي أكدت الحكومتان على أهمية تعزيز العلاقات بين الشعبين من أجل تعضيد التسامح والتنوع وكذلك اتفقتا على توسيع التبادلات المهنية والأكاديمية القائمة على الأبحاث، ورحبتا بالتنسيق المستمر مع اختتام العام الثقافي لقطر والولايات المتحدة 2021 في شهر ديسمبر.
وفي إطار الشراكة العسكرية والأمنية ، أعادت الحكومتان التأكيد على الالتزام الوارد في الإعلان المشترك لسنة 2018 بشأن التعاون الأمني لتعزيز السلام والاستقرار وكذلك مكافحة الإرهاب وتنمية الشراكة الدفاعية الدائمة بين دولة قطر والولايات المتحدة.
وأعرب الوفد الأمريكي عن تقديره لاستضافة دولة قطر الكريمة للقوات الأمريكية والتعاون في العمليات في أفغانستان وكذلك الجهود المبذولة لتطوير المرافق والبنية التحتية الحيوية في قاعدة العديد الجوية لمواجهة التحديات الحالية والمستقبلية ، وناقشت الوفود علاقات المبيعات العسكرية الخارجية القوية، التي تستمر في زيادة قدرة ومقدرات التشغيل البيني للقوات المسلحة القطرية.
وفي ختام البيان المشترك للحوار الاستراتيجي القطري الأمريكي الرابع بالعاصمة الأمريكية واشنطن اكد البلدان على اهتمامها المشترك بالحوار المتبادل وكذلك الشراكة والتعاون طويل الأمد بشكل متبادل.
كما رحبا بفرصة الاحتفال بالذكرى الخمسين لإقامة العلاقات الدبلوماسية بين الولايات المتحدة وقطر في سنة 2022.
وأعربت كل من دولة قطر والولايات المتحدة الأمريكية على تطلعهما إلى إجراء مراجعة للتقدم وكذلك استكشاف المجالات الجديدة للتعاون في الاجتماع القادم لمجموعة عمل السياسات في ربيع سنة 2022.
وقامت الولايات المتحدة كخطوة أولى بكشف النقاب عن رسومات مجمع السفارة الأمريكية الجديد، الذي سيتم بناءه في السنوات القادمة في الدوحة.
