The most prominent decisions of the weekly cabinet meeting

Doha: HE the Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al-Thani chaired the Cabinet’s regular meeting held at its seat at the Amiri Diwan on Wednesday.

Following the meeting, HE Minister of State for Cabinet Affairs Mohammed bin Abdullah Al Sulaiti issued the following statement:

At the outset of the meeting, the Cabinet praised the important contents contained in the speech of HH the Amir Sheikh Tamim bin Hamad Al-Thani, on Tuesday, at the opening of the first ordinary session of the first legislative term, corresponding to the Shura Council’s 50th annual session, which reflected His Highness’s insightful vision towards various issues of national action, charting the parameters of the next stage, and accurately defining its requirements and priorities and the duties and responsibilities it imposes to continue the process of development and construction in various fields in accordance with the goals and foundations of Qatar National Vision 2030.

The Cabinet confirmed that work had begun to implement the instructions of HH the Amir to the Council, which were included in the speech, to prepare the necessary legal amendments to ensure the promotion of equal Qatari citizenship, and translate it in practice as a direct relationship between the citizen and the state based on rights and duties.

Also, the Cabinet underlined that facing the challenges and addressing the negatives referred to by His Highness in his comprehensive speech requires a deep understanding from all members of society, a commitment to work ethics and the duties of citizens towards their society, and deepening the values of citizenship and social responsibility, so that the gains achieved can be preserved and the aspiration for more achievements.

The Cabinet valued the call of HH the Amir to combat tribalism over the public interest or loyalty to the homeland and national unity, ensure that Qataris’ cohesion to be above any consideration, and avoid everything that might threaten that.

The Cabinet renewed its pride in the wise policy of HH the Amir and its achievements at the internal level in the field of infrastructure, educational and health institutions, food security, economic diversification, the financial and banking sector, the energy sector and environmental protection, as well as its pride in the wise policy of His Highness at the external level, which enhanced the prestigious position of the State of Qatar and promoted its positive, effective and influential role on the external level.

Moreover, the Cabinet expressed its sincere congratulations to HE Hassan bin Abdullah Al Ghanim on his election as Speaker of the Shura Council, wishing His Excellency success.

The Cabinet also expressed its sincere congratulations to Dr. Hamda Al Sulaiti on her election as Deputy Speaker of the Shura Council, wishing Her Excellency success.

HE the Prime Minister and Minister of Interior directed Their Excellencies the ministers to immediately start implementing the directives of HH the Amir in his speech yesterday to prepare their sectoral strategies by benefiting from the previous phase and its various experiences, within the framework of preparing the Third National Strategy and setting its priorities in light of the urgent needs of the state.

The Cabinet was briefed by HE the Minister of Public Health on the latest developments to limit the COVID-19 spread. The Cabinet affirmed the continuation of work with the COVID-19 precautionary measures to combat the pandemic.

After that, the Cabinet considered the topics on the agenda as follows:

First – The Cabinet reviewed the recommendations of the Shura Council on studying the promotion of values, principles and ethics in society, and the views of the concerned authorities in this regard, and took the appropriate decision in this regard.

Second – Approval of a draft Amiri Decision to establish and organize the Joaan Bin Jassim Joint Command and Staff College.

The preparation of the draft resolution comes to replace Amiri Decision No. (64) of 2014 regarding the establishment and organization of the Joaan Bin Jassim Joint Command and Staff College.

One of the College’s goals is to prepare and qualify military and civilian leaders to assume positions at the strategic level and enable students to acquire various modern military and academic sciences at the strategic level.

Third – Approval of:

1- A draft memorandum of understanding for cooperation in the field of youth between the government of the State of Qatar and the government of the Republic of Belarus.

2- A draft protocol amending the agreement between the government of the State of Qatar and the government of the Republic of Austria regarding the avoidance of double taxation and the prevention of financial evasion with regard to taxes on income and capital.

Fourth – The Cabinet reviewed the results of the following meetings and took the appropriate decisions:

A – The 31st meeting of the Agricultural Cooperation Committee of the Gulf Cooperation Council (GCC) (September 2021, via videoconferencing).

B – The 47th session of the Arab Labor Conference and the 57th coordinating meeting of the Labor Ministers Council of the GCC (Cairo – September 2021).

الدوحة: ترأس معالي الشيخ خالد بن خليفة بن عبدالعزيز آل ثاني رئيس مجلس الوزراء ووزير الداخلية ، الاجتماع العادي الذي عقده المجلس ظهر يوم الأمس بمقره في الديوان الأميري.

وعقب الاجتماع أدلى سعادة السيد محمد بن عبدالله السليطي وزير الدولة لشؤون مجلس الوزراء بما يلي:

في بداية الاجتماع أشاد المجلس بالمضامين الهامة التي اشتمل عليها خطاب حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله”، يوم أمس في افتتاح دور الانعقاد العادي الأول من الفصل التشريعي الأول، الموافق لدور الانعقاد السنوي الخمسين لمجلس الشورى، والذي عكس رؤية سموه الثاقبة تجاه مختلف قضايا العمل الوطني، ورسم معالم المرحلة القادمة، كما حدد بدقة متطلباتها وأولوياتها وما تفرضه من واجبات ومسؤوليات من أجل مواصلة عملية التنمية والبناء في مختلف المجالات وفقا لأهداف ومرتكزات رؤية قطر الوطنية 2030.

وأكد مجلس الوزراء أن العمل قد بدأ لتنفيذ تعليمات صاحب السمو الأمير المفدى إلى المجلس التي تضمنها الخطاب السامي لإعداد التعديلات القانونية اللازمة التي تضمن تعزيز المواطنة القطرية المتساوية، وترجمتها عملياً بوصفها علاقة مباشرة بين المواطن والدولة تقوم على الحقوق والواجبات.

كما أكد المجلس أن مواجهة التحديات ومعالجة السلبيات التي أشار إليها سموه في خطابه الشامل تتطلب تفهما عميقا من جميع أفراد المجتمع والتزاما بأخلاق العمل وبواجبات المواطن تجاه مجتمعه وتعميق قيم المواطنة والمسؤولية المجتمعية، وذلك حتى يمكن الحفاظ على ما تحقق من مكتسبات والتطلع إلى مزيد من الإنجازات.

وثمن المجلس دعوة صاحب السمو الأمير المفدى إلى مكافحة تغليب العصبيات على الصالح العام أو على الولاء للوطن والوحدة الوطنية، وإلى أن يكون تماسكنا كقطريين فوق أي اعتبار، وتجنب كل ما من شأنه أن يشكل تهديدا لذلك.

وجدد المجلس اعتزازه بالسياسة الحكيمة لصاحب السمو الأمير المفدى وما حققته على الصعيد الداخلي من إنجازات في مجال البنى التحتية، وعلى مستوى المؤسسات التعليمية والصحية وفي مجالات الأمن الغذائي والتنويع الاقتصادي والقطاع المالي والمصرفي وقطاع الطاقة وحماية البيئة، وكذلك اعتزازه بالسياسة الحكيمة لسموه على الصعيد الخارجي، وما عادت به على دولة قطر من مكاسب ومكانة مرموقة ودور إيجابي فعال ومؤثر على الصعيد الخارجي.

ومن جهة أخرى، أعرب مجلس الوزراء عن خالص التهنئة لسعادة السيد حسن بن عبدالله الغانم على انتخابه رئيساً لمجلس الشورى، متمنياً لسعادته التوفيق والسداد.

كما أعرب المجلس عن خالص التهنئة لسعادة الدكتورة حمدة السليطي على انتخابها نائباً لرئيس المجلس، متمنياً لسعادتها التوفيق والسداد.

وقد وجه معالي رئيس مجلس الوزراء ووزير الداخلية أصحاب السعادة الوزراء للبدء فورا في تنفيذ توجيهات صاحب السمو الأمير المفدى في خطابه أمس لإعداد استراتيجياتها القطاعية بالاستفادة من المرحلة السابقة وخبراتها المختلفة، وذلك في إطار إعداد الاستراتيجية الوطنية الثالثة وتحديد أولوياتها في ضوء الاحتياجات الملحة للدولة.

ثم استمع المجلس إلى الشرح الذي قدمته سعادة وزير الصحة العامة حول آخر المستجدات والتطورات للحد من انتشار فيروس كورونا (كوفيد-19)، وأكد المجلس على استمرار العمل بما تم اتخاذه من إجراءات وتدابير احترازية في سبيل مكافحة هذا الوباء.

وبعد ذلك نظر مجلس الوزراء في الموضوعات المدرجة على جدول الأعمال على النحو التالي:

أولا – اطلع مجلس الوزراء على توصيات مجلس الشورى حول دراسة تعزيز القيم والمبادئ والأخلاق في المجتمع، ومرئيات الجهات المعنية في هذا الصدد، واتخذ بشأنها القرار المناسب.

ثانيا – الموافقة على مشروع قرار أميري بإنشاء وتنظيم أكاديمية جوعان بن جاسم للدراسات الدفاعية.

ويأتي إعداد مشروع القرار ليحل محل القرار الأميري رقم (64) لسنة 2014 بشأن إنشاء وتنظيم كلية جوعان بن جاسم للقيادة والأركان المشتركة.

ومن أهداف الأكاديمية إعداد وتأهيل القيادات العسكرية والمدنية لتولي مناصب على المستوى الاستراتيجي، وتمكين الدارسين من تحصيل مختلف العلوم العسكرية والأكاديمية الحديثة على المستوى الاستراتيجي.

ثالثا – الموافقة على:

1- مشروع مذكرة تفاهم للتعاون في مجال الشباب بين حكومة دولة قطر وحكومة جمهورية بيلاروسيا.

2- مشروع بروتوكول بتعديل الاتفاقية بين حكومة دولة قطر وحكومة جمهورية النمسا في شأن تجنب الازدواج الضريبي ومنع التهرب المالي فيما يتعلق بالضرائب على الدخل وعلى رأس المال.

رابعا – استعرض مجلس الوزراء نتائج الاجتماعات التالية واتخذ بشأنها القرارات المناسبة:

أ – الاجتماع (31) للجنة التعاون الزراعي بدول مجلس التعاون لدول الخليج العربية (سبتمبر 2021، عبر تقنية الاتصال المرئي).

ب – الدورة (47) لمؤتمر العمل العربي، والاجتماع التنسيقي (57) لمجلس وزراء العمل بدول مجلس التعاون لدول الخليج العربية (القاهرة سبتمبر 2021).
