Qatar Affirms that Women Agenda is Among its Priorities

New York: The State of Qatar affirmed that the agenda of women, peace and security is among the priorities of the State of Qatar in the context of its comprehensive policies at the national and international levels, based on its firm belief in the importance of ensuring the full rights of women and the advancement of the status of women as a primary partner in various stages of peacemaking and peacebuilding.

This came in the statement of the State of Qatar delivered by HE Permanent Representative of the State of Qatar to the United Nations Ambassador Sheikha Alya Ahmed bin Saif Al -Thani before the UN Security Council’s open debate on “Women, Peace and Security: Investing in Women in Peacekeeping and Peacebuilding”, which was chaired Richelle Omamo, Minister of Foreign Affairs of the Republic of Kenya, who is chairing the work of the Council for this month.

The statement referred to the State of Qatar’s keenness, in its active role as a mediator in sponsoring dialogue for peace in Afghanistan, to include women in the Afghan peace talks.

It added that “the State of Qatar, in the context of its continued keenness on its role as an international partner for Afghanistan,has devoted special attention to ensuring the preservation of the gains made by the Afghan people over the past decades, especially the gains made for women. In the statement, the State of Qatar stressed inclusiveness and respect for human rights for all, especially women, girls, children and minorities, and ensuring the vital role of Afghan women in the development of Afghanistan.

The statement stated that the State of Qatar is actively coordinating with international partners, highlighting the centrality of women’s rights in Islamic law and successful examples of commitment to this in many Islamic countries, including the State of Qatar, where women fully and constructively exercise their rights.

Since women and girls generally bear the greatest harm when the humanitarian situation deteriorates, the statement of the State of Qatar stressed the particular importance of solidarity with and support for Afghan women.

The statement noted that the State of Qatar has facilitated the communication of United Nations officials with the authorities in Kabul, which resulted in guarantees to facilitate the provision of humanitarian aid and not to obstruct the work of humanitarian actors, and to work on measures in favor of the continued operating of educational facilities and the education of girls.

The statement indicated that the State of Qatar has facilitated the evacuation and hosting of thousands of people during the past weeks, with paying attention to women and girls.

The statement also drew attention to the active role played by the State of Qatar in coordination with international partners, including the framework of the Group of Friends of Women in Afghanistan, to move towards Given the importance of education, as a key factor in promoting women’s participation in achieving peace and sustainable development in society, the statement stressed that the State of Qatar gives special priority to women and girls, especially in conflict situations, among the target groups in the education support programmes that it implements. In this regard, it referred to the pledge of HH the Amir of the State of Qatar Sheikh Tamim bin Hamad Al-Thani, “May God Protect Him”, to provide quality education for one million girls, in the context of Qatar’s support for the Charlevois Declaration on providing education for girls in emergencies.

The statement stated that the State of Qatar will host in 2022 the high-level global conference on comprehensive peace paths for youth, in cooperation with Finland, Colombia, the office of the Secretary’s Envoy on Youth and the Education Above All Foundation, explaining that the conference will focus, among other topics, on the participation of young women in the peace processes which would be in the interest of efforts to promote broad participation of women in peacemaking.

In conclusion, the statement affirmed the commitment of the State of Qatar to continue to cooperate with all parties concerned with the agenda of women, peace and security and to provide the necessary support to ensure its implementation on the ground, and thus contribute to the establishment of sustainable peace and security around the world.

جاء هذا في بيان دولة قطر الذي أدلت به سعادة السفيرة الشيخة علياء أحمد بن سيف آل ثاني المندوب الدائم لدولة قطر لدى الأمم المتحدة، في مناقشة مجلس الأمن الدولي المفتوحة حول /المرأة والسلام والأمن: الاستثمار في النساء في حفظ السلام وبناء السلام/، التي رأستها السيدة ريشيل أومامو، وزيرة خارجية جمهورية كينيا التي ترأس أعمال المجلس لهذا الشهر.

ولفت البيان إلى حرص دولة قطر في معرض دورها الفاعل كوسيط في رعاية الحوار من أجل إحلال السلام في أفغانستان على إشراك المرأة في محادثات السلام الأفغانية.

وأضاف أن “دولة قطر في إطار استمرار حرصها على دورها كشريك دولي لأفغانستان، كرست اهتماما خاصا بضمان الحفاظ على المكاسب التي حققها الشعب الأفغاني على مدى العقود الماضية، وخاصة المكاسب التي تحققت للمرأة”، وشددت دولة قطر في البيان على الشمولية واحترام حقوق الإنسان للجميع، لا سيما النساء والفتيات والأطفال والأقليات، وضمان دور المرأة الأفغانية الحيوي في تنمية أفغانستان.

وأفاد البيان، بأن دولة قطر تقوم بشكل فاعل بالتنسيق مع الشركاء الدوليين، حيث أبرزت مركزية حقوق المرأة في الشريعة الإسلامية والأمثلة الناجحة على الالتزام بذلك في العديد من الدول الإسلامية، بما فيها دولة قطر، التي تمارس فيها المرأة حقوقها بشكل كامل وبناء.

وبما أن النساء والفتيات يتحملن عموما الضرر الأكبر عند تردي الأوضاع الإنسانية، شدد بيان دولة قطر على الأهمية الخاصة للتضامن مع النساء الأفغانيات وتقديم الدعم لهن.

ونوه البيان بأن دولة قطر قد يسرت تواصل مسؤولي الأمم المتحدة مع السلطات في كابول مما أثمر ضمانات بتيسير تقديم المساعدات الإنسانية وعدم عرقلة عمل الجهات الفاعلة الإنسانية، والعمل على إجراءات لصالح استمرار تشغيل المرافق التعليمية ودراسة الفتيات.

وأشار البيان إلى قيام دولة قطر بتسهيل إجلاء واستضافة الآلاف من الأشخاص خلال الأسابيع الماضية مع إيلاء أهمية للنساء والفتيات.

كما لفت البيان إلى الدور الفاعل الذي تقوم به دولة قطر بالتنسيق مع الشركاء الدوليين بما في ذلك ضمن إطار مجموعة أصدقاء المرأة في أفغانستان للتحرك نحو إسماع أصوات النساء الأفغانيات وحماية حقوقهن، مشيرا في هذا السياق إلى تنظيم حدث رفيع المستوى حول التعاون الدولي من أجل دعم النساء والفتيات في أفغانستان.

ونظرا لأهمية التعليم، بصفته عاملا أساسيا في تعزيز مشاركة المرأة في تحقيق السلام والتنمية المستدامة في المجتمع، أكد البيان على أن دولة قطر تولي أولوية خاصة للمرأة والفتاة خاصة في حالات النزاع ضمن الفئات المستهدفة في برامج دعم التعليم التي تنفذها. وأشار بهذا الخصوص، إلى تعهد حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني، أمير البلاد المفدى “حفظه الله”، بتوفير التعليم النوعي لمليون فتاة، وذلك في سياق دعم دولة قطر لإعلان /شارلفوا/ بشأن توفير التعليم للفتيات في حالات الطوارئ.

وذكر البيان أن دولة قطر ستستضيف في العام 2022 المؤتمر العالمي الرفيع المستوى حول مسارات السلام الشاملة للشباب، وذلك بالتعاون مع فنلندا وكولومبيا ومكتب مبعوثة الأمين المعنية بالشباب ومؤسسة التعليم فوق الجميع، موضحا أن المؤتمر سيركز ضمن مواضيع أخرى على مشاركة الشابات في عمليات السلام الذي من شأنه أن يصب في مصلحة الجهود لتعزيز مشاركة واسعة للمرأة في صنع السلام.

وفي الختام أكد البيان على التزام دولة قطر بمواصلة التعاون مع كافة الجهات المعنية بأجندة المرأة والسلام والأمن وتقديم الدعم اللازم لضمان تنفيذها على أرض الواقع، بما يسهم في إحلال السلام والأمن المستدامين في أنحاء العالم.
