Shura Council Strengthens Political Scene in Qatar

Doha: Qatari daily Al-Sharq underlined the forthcoming convening of the first session of the elected Shura Council which will be held on Oct. 26.

In its editorial on Sunday, the paper said that attention, internally and externally, is now turning towards the first experience of the elected Shura Council after it gained constitutional force by electing two-thirds of its members, noting that international institutions and media see it as a milestone in the field of political participation.

The newspaper stressed that this step, as described by international newspapers, will serve as a gateway to strengthening the political scene in the country, providing an opportunity for citizens to have more mutual communication with the government.

The paper also affirmed that there is great optimism for the Council’s growing role through factors that can serve as indicators of the nascent legislative authority, including the Council’s independence in legislation and its ability to conduct a vote of no-confidence in government ministers, and the ratio of elected versus appointed members to the council.

The newspaper added that the election of two-thirds of the members gives the Shura Council strong legislative powers that increase the responsibility of its members to carry out their mission entrusted to them with integrity and transparency and to work for the benefit of the country and the citizen of immunity, noting that just as the Council grants a member oversight over the performance of the executive authority, the law regulates the member’s performance.

In conclusion, Al-Sharq said that the world is awaiting with great interest the forthcoming convening of the first session of the Shura Council that will enhance the status of the State of Qatar which has been elected as member of the United Nations Human Rights Council (UNHRC) for a period of three years starting in January 2022.

الدوحة: نوهت صحيفة /الشرق/ في افتتاحيتها الصادرة اليوم، بقرب انعقاد أولى جلسات مجلس الشورى المنتخب في السادس والعشرين من أكتوبر الجاري ، حيث تتطلع الأنظار داخلياً وخارجياً لمتابعة التجربة الأولى للمجلس المنتخب بعدما اكتسب قوة دستورية بانتخاب ثلثي أعضائه جعلت جهات عالمية ووسائل إعلام دولية ترى فيه قوة دستورية لا تتوفر في العديد من المجالس المشابهة وعلامة فارقة على صعيد المشاركة السياسية.

وأكدت الصحيفة أن هذه الخطوة ، وفق ما وصفته صحف عالمية ، ستكون بمثابة بوابة لتعزيز المشهد السياسي في الدولة، توفر فرصة للمواطنين للمزيد من علاقة التواصل المتبادل مع الحكومة.

وقالت /الشرق/: “ومع الاستعداد لانعقاد جلسات المجلس هناك تفاؤل كبير بدور متعاظم للمجلس من خلال عوامل يمكن أن تكون بمثابة مؤشرات للسلطة التشريعية الوليدة، منها استقلالية المجلس في التشريع، والقدرة على إجراء تصويت بحجب الثقة عن وزراء الحكومة، ونسبة الأعضاء المنتخبين مقابل المعينين في المجلس”.

وأضافت الصحيفة ” أن انتخاب ثلثي الأعضاء يمنح مجلس الشورى سلطات تشريعية قوية تزيد من المسؤولية الملقاة على عاتق أعضائه لأداء رسالتهم المنوطة بهم بنزاهة وشفافية والعمل لصالح الوطن والمواطن، ومثلما يمنح المجلس رقابة للعضو على أداء السلطة التنفيذية فإن القانون يضبط أداء العضو بما نص عليه من ضوابط للحصانة وشروطها وحدودها”.

واختتمت افتتاحيتها بالقول: إن ثقافة سياسية جديدة يحدثها المجلس المنتخب من شأنها أن تحث السلطات التنفيذية على العمل بشكل أوثق مع المجلس، ومع انعقاد المجلس يترقب العالم التجربة وينظر إليها بقدر كبير من الاهتمام يعزز مكانة دولة قطر ويضيف إلى رصيد إنجازاتها التي تعززت بالأمس القريب بانتخاب الجمعية العامة للأمم المتحدة دولة قطر، لعضوية مجلس حقوق الإنسان التابع للأمم المتحدة ولمدة ثلاث سنوات تبدأ في يناير 2022.
