Arab, Global Recognition of Shura Council Elections in Qatar

Doha: The Arab and global media expressed a wide interest in the historic event that the State of Qatar witnessed on Saturday, as it held its first elections to choose the members of the first Shura Council elections in the history of the country.

As the Shura Council Elections Supervisory Committee announced the general result of the elections, the media – covering the event, hailed the high turnout of citizens of both genders to participate in this election, as it witnessed a 63.5 percent participation rate.

In this context, Kuwaiti newspaper Al Rai described the elections as an unprecedented democratic celebration in the State of Qatar, pointing out that Qatari citizens voted yesterday in the first Shura Council elections, and highlighting the huge turnout at the polling stations of voters from different age groups under strict measures, to manage the electoral process while adhering to precautionary measures to limit the COVID-19 spread.

Under the title of Optimism and Interaction in the First Legislative Elections, Kuwaiti newspaper Al Jarida said that for the first time in the history of Qatar, the Qatari people participated in the elections to choose two-thirds of the Shura Council members, as they responded with optimism at the beginning of the journey of political participation.

Kuwait television, on the other hand, commended in a report the historical day of the first Shura Council elections in the country, adding that the Qataris’ participation in this milestone is a significant step to develop political participation.

At the Arab level, Moroccan Medi1 TV said that Qataris hope that these elections will contribute to building strong institutions in Qatar, pointing out the Shura Council’s expected contribution to the state’s general policy in the economic, political and administrative fields.

In an interview with Jordanian Al Mamlaka TV, Qatari Journalist Elham Badr stressed that the huge turnout at the polling stations proves the Qatari citizens’ high level of awareness of the importance of exercising their role in this entitlement and of participating in political decision-making, adding that it also confirms the extent of the Qatari people’s adherence to exercise their electoral right.

Al-Quds Al-Arabi newspaper hailed the elections, noting that the process went smoothly under supervision set by the organizing Supervisory Committee, pointing out the huge turnout in the polling stations that began in the early morning hours, which was surrounded by an optimistic atmosphere. 

Globally, Agence France-Presse reported that Qataris voted on Saturday in the first elections for the Shura Council, amid a turnout that far exceeded the percentage recorded in the last municipal elections.

Meanwhile, Le Monde newspaper said in a report that the current Shura Council elections constitute a first step towards the participation of Qataris in the political sphere of the State of Qatar and saw that at a time when political freedoms are declining in the Arab world, the State of Qatar shows progress and innovation preceding the FIFA World Cup 2022.

Reuters said that voters in the State of Qatar voted yesterday in the first legislative elections to choose two-thirds of the members of the Shura Council, noting that the Council will have legislative authority and will approve the state’s general policies and budget.

The Russian News Agency Rianovosti reported that citizens of the State of Qatar elected for the first time in the country’s history their members to the Shura Council, pointing out that the Shura Council elections that took place yesterday, came in accordance with the decree of HH the Amir Sheikh Tamim bin Hamad Al-Thani, to hold elections to choose 30 members out of 45.

The Chinese News Agency Xinhua said that these elections come about 17 years after the entry into force of the country’s first permanent constitution, and according to the constitution voted by Qataris in the referendum in 2003, and entered into force the following year, the Shura Council assumes the authority to legislate, approves the state’s general budget, and exercises oversight on the executive branch.

On the Arabic TRT channel, the Algerian academic and researcher Al Hawas Taqieh said that the State of Qatar is moving in the direction of democratizing the system in response to the internal demands by expanding the political base and consolidating the internal legitimacy of the regime, in addition to the legitimacy that it historically obtained by establishing the State of Qatar and maintaining its independence and the development that he succeeded in achieving.

The Turkish News Agency Anadolu quoted Qatari voters expressing great happiness at participating in the Shura Council elections, as the first democratic legislative experiment in the country, where the polling stations witnessed a heavy turnout of voters of all age groups, amid strict measures to run the electoral process and adhere to precautionary measures to reduce COVID-19 virus outbreak.

In an interview with French radio, Monte Carlo, Director of the Gulf Center for Studies and Publishing Adel Marzouk said that Qataris heading to the polls is an important step and an implementation of a constitutional commitment. Meanwhile, on the British BBC World, Middle East Affairs Editor Sebastian Usher said that these elections represent a positive aspect for the observers and followers, especially in the West, who hope for the more democratic movement in the Gulf region.

الدوحة: واكبت وسائل إعلام عربية وعالمية باهتمام واسع الحدث التاريخي الذي شهدته دولة قطر يوم /السبت/ بإجراء أول انتخابات لاختيار أعضاء أول مجلس شورى منتخب في تاريخ البلاد.

ومع إعلان اللجنة الاشرافية لانتخابات مجلس الشورى النتيجة العامة للانتخابات توالت إشادة وسائل الإعلام التي غطت الحدث بمستوى الإقبال الكبير من المواطنات والمواطنين على المشاركة في هذا الاستحقاق الانتخابي حيث بلغت نسبة المشاركة 63.5 بالمائة من إجمالي عدد الناخبين.

وفي هذا السياق، ذكرت صحيفة /الرأي/ الكويتية أنه في عرس ديمقراطي غير مسبوق في دولة قطر، أدلى المواطنون القطريون، أمس، بأصواتهم في أول انتخابات لمجلس الشورى، مشيرة إلى أن مراكز التصويت شهدت إقبالاً كثيفاً من الناخبين بمختلف الفئات العمرية، وسط تدابير مشددة لتسيير العملية الانتخابية والالتزام بالإجراءات الاحترازية للحد من تفشي فيروس كورونا.

وتحت عنوان /قطر: تفاؤل وتفاعل في أول انتخابات تشريعية/ قالت صحيفة /الجريدة/ الكويتية إنه “للمرة الأولى في تاريخ قطر، شارك القطريون في انتخابات لاختيار ثلثي مجلس الشورى، في خطوة تفاعل معها القطريون بتفاؤل رغم أن الطريق للمشاركة السياسية لا يزال في بدايته”.

أما تلفزيون الكويت، فقد ذكر في تقرير له، أن “دولة قطر شهدت /السبت/ يوما تاريخيا مع فتح مراكز الاقتراع لانتخابات أول مجلس للشورى في تاريخ البلاد”، مضيفا أن “الناخبين القطريين توجهوا لأول مرة لاختيار ممثليهم في مجلس الشورى في خطوة مهمة لتطوير المشاركة السياسية المطلوبة”.

وعلى الصعيد العربي، قال تقرير لتلفزيون/ Medi 1 / المغربي إن القطريين يأملون في أن تساهم محطة الانتخابات هذه في بناء مؤسسات قوية للدولة القطرية، مشيراً إلى أنّ مجلس الشورى سيقوم بمهام عديدة من بينها اعتماد مشاريع القوانين إضافة إلى المساهمة في رسم ملامح السياسة العامة للدولة في المجالات الاقتصادية والسياسية والإدارية.

وأكدت الإعلامية القطرية إلهام البدر، في حديث لتلفزيون “المملكة” الأردني أن “إقبال الناخبين الكثيف على صناديق الاقتراع يكشف عن درجة وعي كبير لدى المواطن القطري بأهمية ممارسة دوره في هذا الاستحقاق وبالمشاركة في صنع القرار السياسي”، معتبرة أن حجم الإقبال حتى في الدوائر الانتخابية البعيدة يؤكد حجم تمسك الشعب القطري في ممارسة حقه الانتخابي، وأن تكون له بصمة مؤثرة وفارقة في هذه اللحظة التاريخية.

كما أشادت صحيفة /القدس العربي/ بالانتخابات، قائلة إنها جرت بسلاسة كبيرة، وسط تنظيم محكم من قبل اللجنة الإشرافية التي ضبطت كل التفاصيل، لافتة إلى أن لجان الاقتراع شهدت توافدا واسعا للمواطنين منذ ساعات الصباح الأولى، وكانت الحركة طبيعية، والأجواء إيجابية تطبعها روح المواطنة.

وعلى الصعيد العالمي ، ذكرت /وكالة الصحافة الفرنسية/ في تقرير لها أن القطريين صوتوا /السبت/ في أول انتخابات لمجلس الشورى وسط إقبال تجاوز بكثير النسبة المسجلة في الانتخابات البلدية الأخيرة.

وقالت صحيفة /Le Monde/ الفرنسية، في تقرير لها أن انتخابات مجلس الشورى الحالية تشكل خطوة أولى نحو مشاركة القطريين في الحياة السياسية في بلادهم، ورأت أنه في الوقت الذي تتراجع فيه الحريات السياسية في العالم العربي، تعطي دولة قطر الانطباع بأنها تتقدم وتبدع قبل سنة واحدة من تنظيم كأس العالم لكرة القدم.

أما وكالة /رويترز/ للأنباء فقد قالت أن الناخبين في دولة قطر أدلوا بأصواتهم أمس في أول انتخابات تشريعية لاختيار ثلثي أعضاء مجلس الشورى، مشيرة إلى أن المجلس ستكون له سلطة تشريعية وسيصادق على السياسات العامة للدولة والميزانية.

في حين قال تقرير لوكالة /Rianovosti/ الروسية للأنباء ، إن سكان دولة قطر انتخبوا لأول مرة في تاريخ البلاد أعضائهم في مجلس الشورى، مشيراً إلى أن انتخابات مجلس الشورى التي جرت أمس ، جاءت وفقا لمرسوم حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى الذي قرر إجراء الانتخابات لاختيار 30 عضوا من أصل 45.

من جهتها قالت وكالة الأنباء الصينية /شينخوا/ أن هذه الانتخابات تأتي بعد نحو 17 عاما من دخول أول دستور دائم للبلاد حيز التنفيذ ، وبموجب الدستور الذي صوت عليه القطريون في استفتاء شعبي عام 2003، ودخل حيز التنفيذ في العام التالي، يتولى مجلس الشورى سلطة التشريع، ويقر الموازنة العامة للدولة، كما يمارس الرقابة على السلطة التنفيذية.

وعلى تلفزيون/ TRT / بالعربي، قال السيد الحواس تقية الأكاديمي والباحث الجزائري :”إن دولة قطر تسير في اتجاه دمقرطة النظام بما يتجاوب مع المطالب الداخلية بتوسيع القاعدة السياسية وترسيخ الشرعية الداخلية للنظام، بالإضافة للشرعيات التي حصل عليها تاريخيا بإقامته لدولة قطر والحفاظ على استقلالها والتنمية التي نجح في تحقيقها، كما تراعي دولة قطر كثيرا قوتها الناعمة وصورتها أمام العالم، وهي تعلم أنّ هذا السلوك الديمقراطي يوحد الاعتبارات التي يضعها الحلفاء بعين الاعتبار عند تعاملهم معها وفي نظرتهم إليها”.

ونقلت وكالة /الأناضول/ التركية عن ناخبين قطريين إعرابهم عن بالغ سعادتهم جراء المشاركة في انتخابات مجلس الشورى، كأول تجربة ديمقراطية تشريعية في البلاد، حيث شهدت مراكز التصويت إقبالا كثيفا من الناخبين بمختلف الفئات العمرية، وسط تدابير مشددة لتسيير العملية الانتخابية والالتزام بالإجراءات الاحترازية للحد من تفشي فيروس كورونا.

وفي حديث لإذاعة /Monte Carlo / الفرنسية، قال السيد عادل مرزوق مدير المركز الخليجي للدراسات والنشر، ، إن توجه القطريين إلى صناديق الاقتراع يعتبر خطوة هامة وتنفيذا لالتزام دستوري.

وعلى تلفزيون / BBC World / البريطانية ، رأى محرر شؤون الشرق الأوسط Sebastian Usher أن “هذه الانتخابات ستمثل جانبا إيجابياً بالنسبة للمراقبين والمتابعين وخصوصا في الغرب، والذين يأملون في المزيد من هذا الحراك الديمقراطي بمنطقة الخليج”.
