MOI Announces Details of Grievances and Objections Process on Lists of Shura Council Candidates

Doha: The Ministry of Interior (MoI) has announced the details of the process of submitting grievances and objections on the preliminary lists of candidates for the Shura Council elections which will be announced later on Monday at the headquarters of the Candidates Committee located in the Hall of Events at Qatar University and at the electoral districts.

The Ministry said in a statement that objection and grievance requests on the preliminary lists of candidates to be submitted to the Candidates Committee at its headquarters located in the Hall of Events at Qatar University and at the electoral districts for a period of three days, starting from Tuesday until Thursday, Sep. 2, from 4 p.m. to 8 p.m.

Regarding objection and grievance procedures, the statement said that the candidate has the right to submit a grievance if his candidacy application is rejected, and every voter or candidate in their electoral district has the right to object to the inclusion of a candidate in the list of candidates in the same district, due to the lack of any of the conditions for membership in it.

The grievance and objection can be submitted in writing on the form prepared for this purpose indicating the reasons for which the request was made, attached with supporting documents, the statement added.

The Candidates Committee is responsible for examining and adjudicating objections and grievances within seven days following the date of their submission, and the expiry of this period without a response is considered an implicit rejection, according to MoI’s statement.

The Ministry said that the final lists of candidates will be announced at the electoral district headquarters, and that the electoral campaign period will begin on Wednesday, Sep. 15.

Those whose objections or grievances are rejected can appeal to the Administrative Appeals Chamber at the Court of Appeal without fees against the committee’s decision within three days of being notified at their National Address, or if the seven-day period expires without a response, the statement said.

الدوحة: أعلنت وزارة الداخلية تفاصيل عملية الاعتراض والتظلم على كشوف المرشحين الأولية لانتخابات مجلس الشورى والتي ستعلن في وقت لاحق، في مقر لجنة المرشحين بقاعة الفعاليات والمناسبات بجامعة قطر، وفي المقار الانتخابية.

وأوضحت الوزارة في بيان لها أن الاعتراضات والتظلمات على كشوف المرشحين الأولية تقدم إلى لجنة المرشحين بمقرها الكائن بقاعة الفعاليات والمناسبات بجامعة قطر خلال ثلاثة أيام، اعتبارا من يوم غد الثلاثاء وحتى الخميس 2 سبتمبر المقبل وذلك من الساعة الرابعة عصرا وحتى الثامنة مساء.

وعن إجراءات الاعتراض والتظلم، أشار البيان إلى أنه يحق للمترشح أن يتظلم إذا ما تم رفض طلب ترشيحه، كما يحق لكل ناخب أو مرشح في دائرته الانتخابية أن يعترض على إدراج مرشح في كشف المرشحين في نفس الدائرة، لعدم توفر أي من شروط العضوية فيه.

ووفقا للبيان، يقدم طلب الاعتراض أو التظلم مكتوبا على النموذج المعد لهذا الغرض متضمنا الأسباب والمستندات المؤيدة له.

وأفاد بيان وزارة الداخلية، أن لجنة المرشحين هي المختصة بفحص الاعتراضات والتظلمات والفصل فيها خلال سبعة أيام من اليوم التالي لتاريخ تقديمها، ويعتبر انقضاء هذه المدة دون رد رفضا ضمنيا.

وبينت الوزارة أن الكشوفات النهائية للمرشحين ستعلن في مقار الدوائر الانتخابية، وتبدأ فترة الدعاية الانتخابية يوم الأربعاء الموافق 15 سبتمبر المقبل.

ولفت البيان إلى أنه يجوز لمن رفض اعتراضه أو تظلمه، الطعن، بغير رسوم، في قرار اللجنة خلال ثلاثة أيام من إخطاره على عنوانه الوطني أو انقضاء مدة السبعة أيام دون رد، وذلك أمام الدائرة الإدارية الاستئنافية بمحكمة الاستئناف.
