Cabinet approves Ministerial Group for supervising NDS

DOHA: The Cabinet, which met yesterday with Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani in the chair, approved a draft decision by the Prime Minister to form the ministerial group for general supervision and follow up of the completion of the National Development Strategies (NDS).

Under the draft decision, a committee called the “Ministerial Group for Public Supervision and Follow-up of National Development Strategies” shall be established. The committee will be entrusted with a number of functions.

The functions include general supervision, follow-up and evaluation of the performance indicators and rates of achievement of the National Development Strategy to ensure the achievement of Qatar National Vision’s pillars. It also will ensure that plans, programs, projects and implementation mechanisms are aligned with the goals and priorities of the National Development Strategy.

Following the Cabinet meeting, Minister of Justice and Acting Minister of State for Cabinet Affairs H E Dr Hassan bin Lahdan Al Hassan Al Mohannadi stated that the Cabinet reviewed topics on its meeting’s agenda.
The Cabinet also approved draft decision by the Minister of Municipalities and Environment on the quota system for the import of Hydrochlorofluorocarbons (HCFCs).

The Ministry of Municipalities and Environment prepared the draft resolution within the framework of completing the issuing of the necessary decisions to activate the provisions of Law No. 19 for 2015 on the issuance of the common system on ozone-depleting substances for the GCC countries, and in accordance with the provisions of the 1985 Vienna Convention for the Protection of the Ozone Layer and the 1987 Montreal Protocol on Substances that Deplete the Ozone Layer.

The Cabinet moreover approved a draft agreement for economic, trade and technical cooperation between Qatar and of Somalia.

The Cabinet reviewed the comments by Their Excellencies the Ministers and some entities about the proposals of the committee concerned with studying the phenomenon of bad cheque writing, and the views of the Ministry of Justice in this regard. The Cabinet then took the appropriate decision thereon.

ترأس معالي الشيخ عبدالله بن ناصر بن خليفة آل ثاني رئيس مجلس الوزراء، الاجتماع العادي الذي عقده المجلس صباح أمس بمقره في الديوان الأميري. وعقب الاجتماع أدلى سعادة الدكتور حسن بن لحدان الحسن المهندي وزير العدل والقائم بأعمال وزير الدولة لشؤون مجلس الوزراء بما يلي: نظر المجلس في الموضوعات المدرجة على جدول الأعمال على النحو التالي:

أولاً- الموافقة على مشروع قرار رئيس مجلس الوزراء بتشكيل المجموعة الوزارية للإشراف العام ومتابعة إنجاز استراتيجيات التنمية الوطنية.

وبموجب أحكام المشروع تُشكل لجنة تسمى «المجموعة الوزارية للإشراف العام ومتابعة إنجاز استراتيجيات التنمية الوطنية»، وتختص بعدة اختصاصات، من بينها الإشراف العام على متابعة وتقييم مؤشرات الأداء ومعدلات إنجاز استراتيجية التنمية الوطنية، بما يضمن تحقيق ركائز رؤية قطر الوطنية، والتأكد من مواءمة الخطط والبرامج والمشاريع وآليات التنفيذ مع أهداف وأولويات استراتيجية التنمية الوطنية.

ثانياً- الموافقة على مشروع قرار وزير البلدية والبيئة بشأن نظام الحصص لاستيراد المواد الهيدروكلوروفلوروكربونية HCFC.

وقد أعدت وزارة البلدية والبيئة مشروع ذلك القرار في إطار استكمال استصدار القرارات اللازمة لتفعيل أحكام القانون رقم (19) لسنة 2015 بإصدار النظام الموحد بشأن المواد المستنفدة لطبقة الأوزون لدول مجلس التعاون الخليج العربية، وتطبيقاً لأحكام اتفاقية فيينا لسنة 1985 بشأن حماية طبقة الأوزون وبروتوكول مونتريال التنفيذي لسنة 1987 الخاص بالمواد المستنفدة لطبقة الأوزون.

ثالثاً- الموافقة على مشروع اتفاقية للتعاون الاقتصادي والتجاري والفني بين حكومة دولة قطر وحكومة جمهورية الصومال الفيدرالية.

رابعاً- استعرض مجلس الوزراء ملاحظات أصحاب السعادة الوزراء وبعض الجهات حول مقترحات اللجنة المختصة بدراسة ظاهرة تحرير الشيكات بدون رصيد، ومرئيات وزارة العدل في هذا الصدد، واتخذ بشأنها القرار المناسب.;
