Over a million people registered in National Address

The Ministry of Interior (MoI) has been receiving a good response from Qataris and expatriates for the National Address registration campaign in the country. As per figures, released by the MoI, through its social media accounts, a total of 1mn persons have completed their registration.
If the address data was registered with the Metrash 2, MoI service centre and Hukoomi, the Qatar e-government facility earlier, ever since the Covid-19 outbreak, the registration is being done only through Metrash 2 and Hukoomi.
Described as the first of its kind in the GCC countries, the law is a qualitative leap in the conduct of judicial procedures and enabling a proper communication system. Everyone including citizens, expatriates and tourists comes under the purview of the law.
All including institutions and companies should register their address and data with the ministry. This will ensure that everyone properly receives essential official notifications and announcements from the government.
The registration will help the government easily reach out and deliver various services including the ambulance service.
A citizen or an expatriate or his legal representative has to register his data in a simple form that includes the address of residence, fixed telephone number, mobile number, email, employer address for government and private sector employees, and permanent address abroad if available.
The guardian of minor children has to register their data and bears the legal responsibility for the validity of this data.
The law came into effect on January 27, 2020. Anyone who fails to register their address within six months of the enactment of the law will be fined with an amount less than QR10,000. The law mandates the individual to notify the authority about any change in the address. If not updated, the existing address will be considered as valid.

أعلنت وزارة الداخلية أن عدد المسجلين في العنوان الوطني تجاوز المليون شخص وذلك منذ فتح باب التسجيل في 27 يناير الماضي وحتى اليوم.

ودعت الوزارة الذين لم يسجلوا حتى الآن من (الجمهور المكلف من المواطنين والوافدين والأشخاص الاعتباريين وفق قانون العنوان الوطني)، إلى المبادرة بتسجيل عناوينهم الوطنية خلال الفترة المتبقية، وذلك عن طريق الأنظمة الإلكترونية لوزارة الداخلية.

ويمثل العنوان الوطني مجموعة البيانات التي يتخذها كل شخص طبيعي أو معنوي سواء كان مواطنا أو وافدا أو من يقوم مقامه.

وتتم على أساس تلك البيانات كافة معاملات المواطن أو المقيم مع الجهات الحكومية وغير الحكومية، كما يسهل تلقي الخدمات المختلفة من الدولة، إلى جانب كونه نقلة نوعية في سير الإجراءات القضائية والعدلية، بالإضافة إلى المساعدة في الوصول إلى الأشخاص المعنيين في القضايا المتعلقة بالمصالح الشخصية والصالح العام.

وتشمل بيانات العنوان الوطني، عنوان السكن، ورقم الهاتف الثابت والجوال، والبريد الإلكتروني، وعنوان جهة العمل بالنسبة للعاملين بالحكومة والقطاع الخاص، والعنوان الدائم بالخارج، إن وجد، وأي بيانات أخرى تحددها الجهة المختصة.

ووفقا لما نصت عليه المادة 6 من قانون العنوان الوطني يعاقب بالغرامة التي لا تزيد عن 10 آلاف ريال كل من خالف أيا من أحكام المادتين (3) و (4) من القانون (تتعلقان بوجوب تقديم المكلف بيانات العنوان الوطني للجهة المختصة، وإخطارها بأي تعديل أو تغيير يطرأ عليها)، أو تعمد إبلاغ الجهة المختصة ببيانات غير صحيحة عن عنوانه الوطني.
