Daily bulletin brings down fish prices by 23%

The Ministry of Commerce and Industry has said that fish prices declined about 23 percent during the past four months compared to same period in 2018 thanks to the daily bulletin of fish prices.
The popular king-fish (locally called Kanad) witnessed an average price fall of about 26 percent during the period of study from September 9, 2019 to December 30, 2019, compared to the same period in 2018.
The price of Siganus rivulatus (Safi fish) declined 30 percent, said the Ministry in its consumer report on the prices of fish and seafood, issued in January. In month to month comparison, the fish prices went down by 32 percent in October followed by 27 percent in November and 24 percent in December 2019 compared to the same period in 2018.
The Ministry started issuing a daily bulletin of the maximum prices for selling fish and seafood from September 9, 2019, which helped in stabilising the prices of fish and seafood in the local market, where the compulsory price bulletin issued by the ministry on a daily basis took into account the benefit between the relevant parties (the fisherman, merchant and consumer).
The bulletin achieved a balanced profit margin for both the fisherman and the trader and maintained reasonable and appropriate price levels for the consumer, through conducting studies and comparisons of the types and prices prevailing during the current period and comparing them with price averages in the same period during the past years to find reasonable profit margins for both the hunter and the trader.
The Ministry indicated that it has sought through this procedure to provide the types of fish at reasonable and balanced prices, in order to limit unjustified price increases.
The Ministry also carried out inspection campaigns during the previous period on sales outlets and consumer complexes to monitor the lack of compliance by sales outlets and consumer complexes with the compulsory bulletin of fish. And seafood. These campaigns come within the framework of the Ministry of Trade and Industry’s keenness to monitor the markets and commercial activities in the country in order to control prices and detect abuses in order to protect the rights of consumers.
The initiative of issuance of daily price list comes within the framework of the Ministry’s role in overseeing and regulating markets in line with its jurisdiction and taking the necessary measures to protect consumers, combat commercial fraud, promote competition and prevent monopolistic practices.
Through the initiative, the Ministry aims to maintain a balance in the relationship between consumers and suppliers or merchants, in order to protect the commercial and economic environment.
The initiative emphasised the importance of abiding by the maximum prices outlined in the daily bulletin, displaying the bulletin in a prominent and clear place and providing the buyer with a detailed invoice. The initiative also compels merchants to comply with the storage conditions of fish and seafood in accordance with applicable health and safety standards.

يأتي هذا في إطار سعي الوزارة إلى القيام بدورها الرقابي من خلال القوانين والقرارات المنظمة؛ حيث لا تألو الوزارة جهداً في مراقبة الأسواق فيما يتعلق بأسعار الأسماك، والتي تتم مراقبة أسعارها عن طريق القرار الوزاري رقم 54 لسنة 2013 بشأن ضوابط تحديد أسعار الأسماك والمأكولات البحرية وآلية بيعها، وذلك من خلال إصدار نشرة يومية بالحد الأقصى لأسعار بيع الأسماك والمأكولات البحرية للمستهلك، والذي تم تطبيقها ابتداء من تاريخ 09/09/2019، والتي ساعدت على استقرار أسعار الأسماك والمأكولات البحرية في السوق المحلي.
أولاً: عينة أكتوبر
أوضحت الوزارة أن أسعار عينة الأسماك المختارة تم جمعها من التجار المتواجدين بسوق السمك بأم صلال والمتعاملين مع إدارة السوق، والبيانات السابقة للفترة الزمنية نفسها من السجلات الخاصة برصد الأسعار والبيانات بإدارة السوق. وأشارت الوزارة إلى أن متوسط نسبة الانخفاض الكلية بلغت 32% في العينة عند مقارنة متوسطات الأسعار بين شهري أكتوبر 2019، وأكتوبر 2018؛ حيث انخفضت غالبية أسعار عينة الأسماك خلال فترة المقارنة للأسماك القطرية؛ إذ انخفضت أسعار الينم والقبقب والخثاق والبدح والربيب والقرقفان والكنعد والصافي والزبيدي والسكن… وغيرها. وهذا يعطي دلالة واضحة على استقرار الأسعار وتواجد الأصناف الرئيسة لعينة الرصد.
ثانياً: عينة نوفمبر
وكشف التقرير عن انخفاض في أسعار عينة الأسماك في شهر نوفمبر عام 2019، عند المقارنة بالفترة نفسها من شهر نوفمبر لعام 2018؛ حيث بلغت نسبة متوسط الانخفاض الكلية 27% في العينة؛ حيث انخفضت غالبية أسعار عينة الأسماك خلال فترة المقارنة للأسماك القطرية، فقد انخفضت أسعار القبقب والخثاق والكنعد والبدح والينم والصافي وأم الربيان والقبقب المكن والسمان والقرقفان والربيب والزبيدي والسكن… وغيرها، بينما ارتفعت أسعار المهمور والكوفر. وهذا يعطي دلالة واضحة على استقرار الأسعار وتواجد الأصناف الرئيسة لعينة الرصد.
ثالثاً: عينة ديسمبر
كما أظهر التقرير انخفاضاً في أسعار عينة الأسماك، عند مقارنة متوسطات الأسعار بين شهري ديسمبر 2019 وديسمبر 2018؛ حيث بلغت نسبة متوسط الانخفاض الكلية 24% في العينة؛ حيث انخفضت غالبية أسعار عينة الأسماك خلال فترة المقارنة للأسماك القطرية، فقد انخفضت أسعار القبقب والبدح والخثاق وأم الربيان والينم والكنعد والصافي والجش والربيب والقرقفان والصافي… وغيرها. وهذا يعطي دلالة واضحة على استقرار الأسعار وتواجد الأصناف الرئيسة لعينة الرصد.
رابعاً: تأثير تطبيق التسعيرة الجبرية للأسماك
وأشارت الوزارة في تقريرها إلى تأثير تطبيق التسعيرة الجبرية للأسماك والمأكولات البحرية على مؤشرات أسعار سلة الأسماك الرئيسية المختارة، من خلال دراسة مقارنة لتطور الأسعار خلال الفترة من 09/09/2019 إلى 30/12/2019؛ حيث يلاحظ انخفاض أسعار البيع للمستهلك خلال الفترة من بداية التسعيرة الجبرية.
التوازن
وتجدر الإشارة إلى أن نشرة الأسعار الجبرية التي تصدرها وزارة التجارة والصناعة بصفة دورية يومياً، راعت التوازن في المنفعة بين الأطراف ذات العلاقة (الصياد والتاجر والمستهلك)، والتي حققت هامش ربح معقول ومتوازن لكلّ من الصياد والتاجر (تاجر الجملة وتاجر التجزئة)، وحافظت على مستويات أسعار معقولة ومناسبة للمستهلك.
وجدير بالذكر أن الوزارة نفّذت حملات تفتيشية خلال الفترة السابقة على منافذ البيع والمجمعات الاستهلاكية، وذلك لمراقبة مدى التزام منافذ البيع والمجمعات الاستهلاكية بالنشرة الجبرية للأسماك والمأكولات البحرية. وتأتي هذه الحملات في إطار حرص الوزارة على مراقبة الأسواق والأنشطة التجارية بالدولة؛ بهدف ضبط الأسعار والكشف عن التجاوزات حفاظاً على حماية حقوق المستهلكين.
