Qatar attends meeting of GCC integrity protection & anti-graft agencies

The State of Qatar participated in the fifth meeting of the agencies responsible for promoting integrity and combating corruption in the Gulf Cooperation Council (GCC), which is being held in Muscat, Oman.
The Qatari delegation was led by the President of the Administrative Control and Transparency Authority (ACTA) H E Hamad bin Nasser Al Misned. The meeting discussed the achievements of the GCC integrity protection and anti-corruption agencies in the past period, which witnessed the preparation of guidelines and a number of GCC initiatives in the areas of integrity protection and anti-corruption. The meeting also discussed the future work plan.
At the outset of the meeting, the ACTA President praised the efforts of the Sultanate of Oman in organising this meeting and enhancing the joint GCC action in various fields, especially the protection of integrity and combating corruption.
His Excellency also pointed to the level of cooperation between the bodies concerned with protecting integrity and combating corruption in the Gulf countries, which was reflected in the flow of ideas and initiatives presented by the concerned bodies.
He stressed the need to develop a plan of action that takes into account the prioritisation of topics and schedules, distributes tasks among national actors, and sets specific implementation mechanisms, so as to maximise the time and resources available and enhance their chances of success and benefit.
His Excellency reviewed the achievements of the State of Qatar in the field of preventing and combating corruption, the most recent of which was the adoption of the National Strategy for Promoting Integrity and Transparency.
He also announced Qatar’s bid to host the tenth session of the Conference of States Parties to be held in 2023, stressing that it is consistent with the legacy of the State of Qatar in upholding the role of the Convention against Corruption and strengthening its measures in order to continue to support the relevant international effort. He added that hosting the conference is in the interest of the Gulf countries in general not only the State of Qatar. It is worth mentioning that the meeting approved a number of proposals of the ACTA, in particular the Gulf manuals for tenders and auctions, the civil service, asset recovery, and the curriculum for students of the Faculty of Law, which aim to assist the Gulf States in implementing their obligations under the United Nations Convention against Corruption and the Arab Convention, in addition to strengthening and bringing Gulf legal and institutional systems closer together.

وترأس وفد دولة قطر خلال الاجتماع سعادة السيد حمد بن ناصر المسند، رئيس هيئة الرقابة الإدارية والشفافية.
وناقش الاجتماع ما أنجزته لجنة الأجهزة المعنية بحماية النزاهة ومكافحة الفساد في دول الخليج العربية ،المنبثقة عن مجلس التعاون، في الفترة السابقة، والتي شهدت إعداد أدلة استرشادية وعدد من المبادرات الخليجية في مجالات حماية النزاهة ومكافحة الفساد، كما ناقش الاجتماع خطة العمل المستقبلية.
وأشاد سعادة رئيس الهيئة في مستهل الاجتماع بجهود سلطنة عمان الشقيقة في تنظيم هذا الاجتماع، وتعزيز العمل الخليجي المشترك في شتى المجالات، وبصفة خاصة مجالات حماية النزاهة ومكافحة الفساد.
كما أشار سعادته إلى مستوى التعاون بين الأجهزة المعنية بحماية النزاهة ومكافحة الفساد في دول الخليج، والذي تجسد في تدفق الأفكار والمبادرات التي تقدمها الهيئات المعنية.
وشدد على ضرورة وضع خطة عمل تُراعي ترتيب الموضوعات المطروحة وفق أولويات وجداول زمنية، وتُوزع المهام بين الجهات الوطنية، وتضع آليات محددة للتنفيذ، بما يمكِّن من الاستفادة من الوقت والموارد المتاحة على أكبر قدر، ويُعزز من فرص نجاحها والاستفادة منها.
وقد استعرض سعادة رئيس الهيئة، منجزات دولة قطر الأخيرة في مجال الوقاية من الفساد ومكافحته، وكان آخرها اعتماد الإستراتيجية الوطنية لتعزيز الشفافية والنزاهة.
كما أعلن سعادته عن تقدم دولة قطر بعرض لاستضافة الدورة العاشرة لمؤتمر الدول الأطراف المزمع عقدها عام 2023، وأكد أن ذلك يأتي متسقا مع إرث دولة قطر في إعلاء دور اتفاقية مكافحة الفساد وتعزيز تدابيرها، بهدف الاستمرار في دعم الجهد الدولي ذي الصلة، وشدد على أن استضافة ذلك المؤتمر تأتي في صالح دول الخليج بصفة عامة وليس دولة قطر فقط.
الجدير بالذكر أن الاجتماع أقر عددا من مقترحات هيئة الرقابة الإدارية، وبصفة خاصة الأدلة الخليجية الخاصة بالمناقصات والمزايدات، والوظيفة العامة، واسترداد الموجودات، والمنهج التدريسي لطلاب كلية القانون، والتي تهدف إلى مساعدة الدول الخليجية في تنفيذ التزاماتها المنبثقة عن اتفاقية الأمم المتحدة لمكافحة الفساد والاتفاقية العربية، بالإضافة إلى تعزيز والتقريب بين النظم القانونية والمؤسسية الخليجية.
