Kahramaa receives 5 bids from leading firms for solar plant

Qatar General Electricity and Water Corporation (Kahramaa ) has received five bids from international developers qualified for the first solar power project in the country to produce electricity by using photovoltaic technology.
The project is being executed by the public-private partnership system, where Kahramaa reviews and evaluates technical, legal and commercial offers.
Being built near the Al Kharsa’a district, the West Doha Solar Power Plant project is spread over an area of 10sq km. The total capacity of the solar power project is estimated to be a minimum of 700 MW, of which 350 MW will be connected to the grid in the first quarter of 2021, and commercial operation will begin in the first quarter of 2022.
Kahramaa has already qualified 16 of the world’s leading companies to establish and develop solar power plants, where bids were received from companies and alliances from France, Japan, South Korea and China, demonstrating the strength and attractiveness of the Qatari market and the interest of international companies in the partnership.
The project was offered on the basis of the build and operate mechanism for 25 years, and then the assets are transferred to Kahramaa according to the internationally recognised BOOT (build–own–operate–transfer) system.
The plant is part of the corporation’s plans to reduce dependence on fossil fuels, reduce carbon emissions and increase energy efficiency by diversifying sources of electricity production, besides increasing the proportion of renewable energy, in accordance with the directives of the wise leadership to reduce dependence on oil and gas in the economic activities of the state to achieve economic diversification. It is also in line with the Qatar National Vision 2030 within the pillars of economic development and environmental development, to diversify sources of electricity production and increase the proportion of renewable energy.
Kahramaa is the sole owner and operator of the network of electricity and water distribution systems in Qatar. The corporation was established in July 2000 to regulate and provide electricity and water to all participants with high efficiency.
Kahramaa is responsible for the purchase, distribution and sale of electricity and water from independent producers and provide technical and institutional support for the establishment of power generation and desalination plants, and owns, constructs and operates electricity and water distribution networks in Qatar.
Kahramaa is also responsible for preparing plans for the development of electricity and water distribution networks, setting the rules governing the work of electrical connections and water installations for various buildings and facilities, and providing services and consultations in the field of their activities.
تسلّمت المؤسسة العامة القطرية للكهرباء والماء «كهرماء» 5 عروض، من المطوّرين العالميين المؤهلين لمناقصة أول مشروع لمحطة طاقة شمسية في دولة قطر لإنتاج الكهرباء باستخدام تقنية الخلايا الكهروضوئية، والتي تم طرحها بنظام الشراكة بين القطاع العام والخاص؛ حيث تقوم «كهرماء» بمراجعة وتقييم العروض المقدمة من الناحية الفنية والقانونية والتجارية.
وكانت «كهرماء» قامت مسبقاً بتأهيل 16 شركة من كبرى الشركات العالمية الرائدة في إنشاء وتطوير محطات الطاقة الشمسية؛ حيث تم استلام العروض من الشركات والتحالفات العالمية من فرنسا واليابان وكوريا الجنوبية والصين، مما يدل على قوة وجاذبية السوق القطري واهتمام الشركات العالمية بالمشاركة.
الخرسعة
ويقام مشروع محطة الطاقة الشمسية غرب الدوحة، بالقرب من منطقة الخرسعة بمساحة 10 كيلومترات مربعة. وتقدّر السعة الكلية لمشروع الطاقة الشمسية بنحو 700 ميجاوات على الأقل، وسيتم ربط 350 ميجاوات مع الشبكة في الربع الأول من 2021، وسيبدأ التشغيل التجاري في الربع الأول من 2022. وتم طرح المشروع بآلية البناء والتشغيل لمدة 25 سنة، ثم نقل الأصول إلى «كهرماء» وفقاً لنظام البناء والتملك والتشغيل ونقل الملكية «BOOT» المعروف عالمياً.
تأتي هذه المحطة ضمن خطط المؤسسة لتقليل الاعتماد على مصادر الوقود الأحفوري الناضبة وتقليل الانبعاثات الكربونية وزيادة كفاءة إنتاج الطاقة، من خلال تنويع مصادر إنتاج الطاقة الكهربائية وزيادة نسبة الطاقة المتجددة؛ تنفيذاً للتوجيهات السامية لحضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى «حفظه الله»، لتقليل الاعتماد على النفط والغاز في فعاليات الدولة الاقتصادية لتحقيق التنويع الاقتصادي، وتماشياً مع رؤية قطر 2030 ضمن ركيزتي التنمية الاقتصادية والتنمية البيئية، لتنويع مصادر إنتاج الطاقة الكهربائية وزيادة نسبة الطاقة المتجددة.
