PM reviews achievements of digital transformation in Judiciary

HE the Prime Minister and Interior Minister Sheikh Abdullah bin Nasser bin Khalifa al-Thani reviewed on Monday the achievements made by the Supreme Judiciary Council and its most important accomplishments implemented in the framework of the digital transformation plan adopted by the Council.

HE Sheikh Abdullah also reviewed the efforts exerted to adopt modern technology in judicial work in order to meet the vision of the State in the field of digital transformation, within the e-Government Strategy.

This came during the visit HE the Prime Minister paid to the headquarters of the Supreme Judiciary Council in Lusail City. He was accompanied by HE the Minister of Transport and Communications and Chairman of the e-Government Steering Committee Jassim bin Saif al-Sulaiti. The visit came in the framework of the government’s keenness on supporting all plans and directions aimed at the digital transformation in all sectors, including ministries, authorities, institutions, and legislative, executive and judicial councils.

During the visit, HE the President of the Supreme Judiciary Council and President of the Court of Cassation Dr Hassan bin Lahdan al- Hassan al-Muhannadi gave a presentation on the most important features of the digital transformation plan of the Supreme Judiciary Council, which includes the entire judicial system including electronic services, the management of meetings and the training of national cadres to meet the goals of the digital transformation, all within the vision of the wise leadership of His Highness the Amir Sheikh Tamim bin Hamad al-Thani.

HE the President of the Supreme Judiciary Council reviewed all the electronic services that were developed within the framework of the digital transformation plan, which will contribute to the speedy completion of the issues and achieve justice.

During the presentation, HE the Prime Minister and Interior Minister was briefed on the digital transformation plan in the Supreme Judiciary Council and all courts and departments affiliated to it.

The digital transformation plan of the Supreme Judiciary Council includes the provision of electronic services related to the public and lawyers and litigation procedures through the development of electronic systems to manage sessions, the establishment of session rooms equipped with advanced technical means, in addition to the provision of electronic payment services, and the services of notices and judicial notices and electronic integration with the relevant government agencies.

The digital transformation also includes the cessation of paper transactions related to the implementation of judgments in accordance with developed procedures aimed at preserving the interests of litigants and ensure the privacy of data and providing multiple alternatives to implement the rulings.

HE the Prime Minister and Interior Minister was also briefed on one of the initiatives of digital transformation, which is the establishment of an operation room for government liaison, in the framework of the developmental work to speed up the implementation of judicial decisions and improve the quality of the implementation of sentences and the development of their procedures, thus contributing to protecting the rights of litigants and achieving justice in the implementation of the judgment according to the circumstances of litigants.

HE the Prime Minister and Interior Minister directed the bodies concerned in the State to support the Supreme Judiciary Council’s plans in the field of digital transformation and urged joint efforts of the executive and judicial authorities to achieve the desired justice to serve the interests of all members of the society and meet the aspirations and objectives of Qatar National Vision 2030.

اطلع معالي الشيخ عبدالله بن ناصر بن خليفة آل ثاني رئيس مجلس الوزراء ووزير الداخلية، على الإنجازات التي أحرزها المجلس الأعلى للقضاء وأبرز ما تم تنفيذه في إطار خطة التحول الرقمي التي يعتمدها المجلس، إلى جانب الجهود المبذولة للاعتماد على التكنولوجيا الحديثة في مجال العمل القضائي بما يلبي رؤية الدولة في مجال التحول الرقمي ضمن استراتيجية الحكومة الرقمية.

جاء ذلك خلال الزيارة التي قام بها معاليه اليوم، إلى مقر المجلس الأعلى للقضاء في مدينة لوسيل ورافقه فيها سعادة السيد جاسم بن سيف السليطي وزير المواصلات والاتصالات رئيس اللجنة التوجيهية للحكومة الإلكترونية، حيث تعمل الحكومة على دعم كل الخطط والتوجهات الرامية إلى التحول الرقمي في كافة قطاعات الدولة سواء الوزارات أو الهيئات أو المؤسسات والمجالس التشريعية والتنفيذية والقضائية.

وقدم سعادة الدكتور حسن بن لحدان الحسن المهندي رئيس المجلس الأعلى للقضاء رئيس محكمة التمييز نبذة تعريفية خلال الزيارة عن أبرز معالم خطة التحول الرقمي في المجلس الأعلى للقضاء والتي تشمل كافة المنظومة القضائية من خدمات إلكترونية وإدارة الجلسات وتدريب الكوادر الوطنية لتلبية أهداف التحول الرقمي والتي تصب جميعها في إطار رؤية القيادة الرشيدة لحضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى (حفظه الله ورعاه) بتحقيق العدالة الناجزة.

واستعرض سعادة رئيس المجلس الأعلى للقضاء مجمل الخدمات الإلكترونية التي تم استحداثها في إطار خطة التحول الرقمي والتي من شأنها أن تساهم في سرعة إنجاز القضايا وتحقيق العدالة المنشودة.

وتعرف معالي رئيس مجلس الوزراء ووزير الداخلية من خلال العرض على خطة التحول الرقمي في المجلس الأعلى للقضاء وكافة المحاكم والإدارات التابعة له والتي تهدف إلى تقديم خدمات متطورة وذلك ضمن العديد من المبادرات التطويرية الساعية لتحقيق الأهداف الاستراتيجية التي يسعى لها المجلس الأعلى للقضاء.

وتتضمن خطة التحول الرقمي في المجلس الأعلى للقضاء والتي تم إنجاز العديد من مشاريعها، تقديم خدمات إلكترونية مرتبطة بالجمهور والمحامين وبإجراءات التقاضي عبر تطوير أنظمة إلكترونية لإدارة الجلسات خلال جلسات التداول، وإنشاء قاعات تداول مجهزة بالوسائل التقنية المتطورة وكذلك توفير خدمات السداد الإلكتروني، إلى جانب خدمات الإشعارات والإخطارات القضائية والتكامل الإلكتروني مع الجهات الحكومية ذات العلاقة، وإيقاف التعاملات الورقية المرتبطة بإجراءات تنفيذ الأحكام وفقا لإجراءات مطورة تستهدف المحافظة على مصالح المتقاضين وضمان خصوصية البيانات وتقديم البدائل المتعددة لتنفيذ الأحكام.

وتعرف معالي رئيس مجلس الوزراء ووزير الداخلية أيضا على إحدى مبادرات التحول الرقمي التي تتمثل في إنشاء غرفة عمليات للربط الحكومي وذلك ضمن الأعمال التطويرية لتسريع إجراءات تنفيذ الأحكام القضائية وتحسين نوعية تنفيذ الأحكام وتطوير إجراءاتها بما يساهم بحماية حقوق المتقاضين وتحقيق العدالة بمجريات تنفيذ الحكم وفقا لظروف المتقاضين خاصة بعد إنشاء إدارة تنفيذ الأحكام.

ووجه معالي رئيس مجلس الوزراء ووزير الداخلية الأجهزة المعنية بالدولة على مزيد من الدعم لخطط المجلس الأعلى للقضاء في مجال التحول الرقمي وتضافر الجهود المشتركة بين السلطات التنفيذية والقضائية لتحقيق العدالة الناجزة المنشودة بما يخدم مصالح كافة أفراد المجتمع ويلبي الطموحات والأهداف التي ترمي إليها رؤية قطر الوطنية 2030.

ونوه معاليه بما أنجزه المجلس الأعلى للقضاء في مجال التحول الرقمي وبالخدمات الإلكترونية المتطورة التي يقدمها لكافة المعنيين مما يساهم في تطور المنظومة القضائية بالدولة.
