Civic minister reaffirms his ministry’s support to CMC

HE the Minister of Municipality and Environment Abdullah bin Abdulaziz bin Turki al-Subaie reiterated the ministry’s readiness to support the Central Municipal Council to achieve the desired goals in raising the level of services in Qatar and contribute to the comprehensive development plans that the country is working to achieve.

Addressing the opening of the council’s sixth session, HE al-Subaie said the ministry attaches great importance to the council’s recommendations or requests aimed at serving the public good.

The minister congratulated the members who won in the elections to the sixth session of the council elections and wished the council success in continuing to play its role to serve Qatar and the citizens, and contribute to support the comprehensive development of the country, under the leadership of His Highness the Amir Sheikh Tamim bin Hamad al-Thani and under the supervision of HE the Prime Minister and Minister of Interior Sheikh Abdullah bin Nasser bin Khalifa al-Thani.

Meanwhile during the meeting the Central Municipal Council re-elected by secret ballot HE Mohamed bin Hammoud Shafi al-Shafi as its Chairman of the sixth session. Mohamed Hamad Mohamed al-Attan al-Marri was elected as his deputy. All members were sworn in during the opening session.

Al-Shafi, who presided over the opening session, in a speech before his re-election as the oldest member of the council, appreciated the efforts of the council members and their support and consolidation of the democratic principles which His Highness the Amir has called for in serving the country and the citizens.

The council affirmed its intention at its sixth session to redouble its efforts to continue the path and consolidation of the principles and concepts of municipal work to go hand in hand with government agencies and other institutions in the country.

Central Municipal Council Secretary General Jaber Hamad al-Lakhen who supervised the procedures for electing the chairman and his deputy, welcomed the participants and stressed the need for full co-operation among all to achieve the desired goals.

In two separate statements following the session, the chairman of the Central Municipal Council and his deputy emphasised the importance of co-operation among all members for the benefit of Qatar and to fulfil the aspirations of the voters. They thanked the Minister of Municipality and Environment for affirming his ministry’s support to the council.

The experience of the Central Municipal Council, as the first house of democracy, proved the correctness of the country’s approach to uphold the values of freedom and justice, consolidate the principle of consultation and democratic work and to promote popular participation in light of the great development witnessed by Qatar in various fields.

Over the course of 20 years, during which five consecutive sessions were held, the Central Municipal Council has been keeping up with the comprehensive development of Qatar and has been an active contributor to this process.

The Central Municipal Council, which consists of 29 members representing 29 constituencies, enjoys full independence in carrying out its responsibilities as defined by law. In its previous sessions, CMC has enriched the democratic experience and the service of society. In 20 years CMC has contributed with its recommendations and proposals to the development process of the country and interacted with various subjects of interest to the citizens and residents within the framework of his competencies. The Council has played an important role in activating the decisions and laws in the municipal affairs and in submitting proposals that contribute to the public interest.

Qatar saw the formation of the first municipal council in the early fifties of the last century, and then the experiment developed opening the way for conducting the first elections for the selection of its members by direct voting in 1999.

In accordance with the law, the Central Municipal Council, aims at working with available means for the progress of the country in the field of municipal affairs. It also aims to examine the planning, programmatic, economic, social, financial and administrative aspects of municipal and agricultural affairs.

أكد سعادة المهندس عبدالله بن عبدالعزيز بن تركي السبيعي وزير البلدية والبيئة استعداد الوزارة لتقديم كافة أوجه التعاون والدعم للمجلس البلدي المركزي، في ظل علاقة التعاون والتكامل القائمة بينهما، وفقا للقوانين واللوائح المنظمة، وفي إطار حرص الوزارة على بذل كل جهد من أجل إنجاح دور أعضاء المجلس، بما يلبي آمال وطموحات المواطنين في دوائرهم الانتخابية، وبما يحقق الأهداف المنشودة في رفع مستوى الخدمات في المدن والقرى القطرية، والمساهمة في خطط التنمية الشاملة التي تعمل الدولة على تحقيقها.

جاء ذلك في الكلمة التي ألقاها سعادة الوزير في افتتاح الدورة السادسة للمجلس البلدي المركزي اليوم، وشدد فيها على أن وزارة البلدية والبيئة، ومن خلال أجهزتها المختصة، حريصة كل الحرص على التواصل مع المجلس، لما فيه مصلحة تطوير العمل البلدي، وأنها ترحب بالتواصل مع أعضائه، لعرض مطالب دوائرهم، والتعرف على المشروعات التي تنفذ بها، وغيرها من الأمور والخدمات البلدية والبيئية، منوها أن الوزارة تولي اهتمامها الكبير لما يصلها من المجلس، من توصيات أو طلبات، تستهدف خدمة الصالح العام الذي يسعى الجميع لتحقيقه.

وأضاف قائلا “إن حرصنا على إنجاح دور المجلس البلدي المركزي، يأتي انطلاقا من إيماننا الراسخ بأهميته، كأول منبر لممارسة الديمقراطية شهدته دولة قطر منذ نحو 20 عاما، ولأنه يترجم النهج السليم الذي رسمته قيادتنا الحكيمة، من أجل خدمة الوطن وتطويره ورفعة شأنه”، متمنيا للمجلس وجميع الأعضاء، التوفيق والسداد في أداء مهامهم، ونقل احتياجات ومتطلبات المواطنين، ورفع التوصيات المناسبة بشأنها، والتي ستلقى من الوزارة كل اهتمام وتجاوب، بما يثري هذه التجربة الديمقراطية، ويحقق مصلحة الوطن والمواطن.

وكان سعادة الوزير قد هنأ في مستهل كلمته أعضاء المجلس البلدي المركزي على فوزهم في انتخابات دورته السادسة التي انطلقت أعمالها اليوم، وعبر عن تمنياته للمجلس بالتوفيق والنجاح في مواصلة أداء دوره لخدمة الوطن والمواطن، والمساهمة في دعم مسيرة النهضة الشاملة للدولة، في ظل القيادة الحكيمة لحضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى “حفظه الله ورعاه” وتوجيهات الحكومة الرشيدة بمتابعة من معالي الشيخ عبدالله بن ناصر بن خليفة آل ثاني رئيس مجلس الوزراء ووزير الداخلية.

كما دعا في سياق متصل في مداخلة خلال الجلسة الأعضاء إلى التعاون وبداية هذه الدورة بإيجابية وتفاهم والعمل بكل مهنية وديمقراطية، وأن تكون مصلحة الوطن العليا هي الهدف في النهاية، مؤكدا دعم الوزارة لعمل المجلس لتحقيق أهدافه.

وقد أعاد المجلس البلدي المركزي في هذه الجلسة بالاقتراع السري المباشر انتخاب سعادة السيد محمد بن حمود شافي آل شافي رئيسا له في دورته السادسة، كما انتخب السيد محمد حمد محمد العطان المري نائبا له، فيما أدى جميع الأعضاء اليمين القانونية في افتتاح أعمال هذه الدورة.

وقد ثمن آل شافي الذي ترأس الجلسة الافتتاحية في كلمة قبل إعادة انتخابه رئيسا للمجلس بصفته أكبر الأعضاء سنا، جهود أعضاء المجلس في الدورة السابقة على ما قدموه من دعم وترسيخ للمبادئ الديمقراطية التي دعا وما زال يدعو إليها حضرة صاحب السمو أمير البلاد المفدى، بما يخدم الوطن والمواطن.

وأكد عزم المجلس في دورته السادسة على بذل جهد مضاعف من أجل مواصلة مسيرة وترسيخ مبادئ ومفاهيم العمل البلدي ليسير جنبا إلى جنب مع الأجهزة الحكومية والمؤسسات الأخرى بالدولة في رحلة نهوض وتطور الوطن لتحقيق رؤية قطر 2030.

أما السيد جابر حمد اللخن، الأمين العام للمجلس البلدي المركزي، والذي أشرف على إجراءات انتخاب الرئيس ونائبه، فقد رحب بالحضور وأكد ضرورة التعاون التام بين الجميع لتحقيق الأهداف المنشودة.
