IPU General Assembly in Doha ‘a turning point for Union’

The 140th General Assembly of the Inter-Parliamentary Union (IPU) which was held in Qatar between April 6th to 10th, is a prominent turning point in the history of the union, as the largest number of delegations and heads of parliaments participated in it and contributed to its success, said HE the Speaker of the Advisory Council Ahmed bin Abdullah bin Zaid al-Mahmoud.
Addressing a meeting to mark the anniversary of the 130th IPU, HE al-Mahmoud said that His Highness the Amir Sheikh Tamim bin Hamad al-Thani attended and honoured the opening session of the 140th IPU General Assembly in Doha and gave a meaningful speech. He reiterated that it was the highlight of the event, where the Amir stressed his interest and support to democracy, respecting human rights and working on achieving security and peace around the world, besides developing Qatar, making its people happy, assisting in fighting and combating poverty, deprivations and terrorism worldwide.
HE al-Mahmoud said the Advisory Council is adamant that the 140th IPU General Assembly held in Doha is a turning point for fruitful, serious and constructive co-operation between the council, IPU and all member parliaments. This is to promote global co-operation and to contribute to international peace and security, which are essential prerequisites for progress, development, the fight against poverty and underdevelopment, the spread and universalisation of education and the provision of health and social care for all.
He added that Sunday’s meeting provided a chance to exchange and share ideas on the development of the union and to promote its activities and initiative to strengthen democracy and respect for the political and social rights of people, in addition to supporting the rule of law and to contribute effectively to the peaceful resolution of disputes and conflicts without resorting to the use or threat of force or to take unilateral hostile action without legal basis or authorisation from the Security Council or the General Assembly of the United Nations, such as the unjust blockade imposed on Qatar. He also thanked the attendees for understanding Qatar’s stance and for rejecting the blockade.
HE the Speaker thanked IPU President Gabriela Cuevas Barron, and IPU Secretary General Martin Chungong, for their efforts in developing the work of the union and to follow up on the implementation of its decisions. He expressed his wish to enhance co-operation, consultation and co-ordination with them in the service of the union’s objectives, peace and sustainable development.
Sunday’s meeting was held at the IPU headquarters in Geneva, house of parliamentarians, to celebrate the 130th anniversary IPU, which was founded in 1889 by the idea of parliamentarians from UK and France.
The ceremony was attended by PU President, Chairman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matviyenko, President of the National Assembly of Serbia Maja Gojkovic and IPU secretary general.
Meanwhile, HE al-Mahmoud held separate meetings with President of the Inter-Parliamentary Union (IPU) Gabriela Cuevas Barron, Secretary General of the Inter-Parliamentary Union (IPU) Martin Chungong, and the Chairman of the Federation Council of the Federal Assembly of the Russian Federation, Valentina Matviyenko, on the sidelines of the 130th IPU anniversary.
During the meetings the Advisory Council’s relations with the IPU and the Russia’s Federation Council of the Federal Assembly.
The meetings were attended by Advisory Council members and the Permanent Representative of Qatar to the UN in Geneva, ambassador Ali Khalfan al-Mansouri.
أكد سعادة السيد أحمد بن عبدالله بن زيد آل محمود رئيس مجلس الشورى، أن الجمعية العامة 140 للاتحاد البرلماني الدولي التي استضافتها دولة قطر من 6 إلى 10 أبريل الماضي، تشكل نقطة تحول بارزة في تاريخ الاتحاد، حيث شارك فيها أكبر عدد من الوفود.
ساهم في إنجاحها أكبر عدد من رؤساء البرلمانات، إضافة إلى أنها شهدت نقاشات متميزة سيكون لها تأثير إيجابي في مسيرة المنظمة.
قال سعادة رئيس مجلس الشورى لدى مخاطبته حفل ذكرى تأسيس الاتحاد البرلماني الدولي 130، إن تفضل حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى بحضور وتشريف الجلسة الافتتاحية لاجتماعات الجمعية العامة وإلقائه لكلمة جامعة هادفة، كان أبرز حدث خلال تلك الفعاليات، حيث جدد صاحب السمو «حفظه الله» اهتمامه ودعمه للديمقراطية واحترام حقوق الإنسان والعمل من أجل تحقيق الأمن والسلام في جميع مناطق العالم، وكذلك تطوير دولة قطر وتنميتها وإسعاد شعبها، والمساعدة في مكافحة ومحاربة الفقر والحرمان والإرهاب في كل مكان من العالم.
وأكد سعادة السيد أحمد بن عبدالله بن زيد آل محمود أن مجلس الشورى مصمم على أن يكون عقد الجمعية العامة 140 للاتحاد في الدوحة نقطة انطلاق لتعاون مثمر وجاد وبنّاء بين المجلس من جهة والاتحاد البرلماني الدولي وجميع البرلمانات الأعضاء من جهة أخرى، وذلك تعزيزاً للتعاون الدولي ومساهمة منه في إحلال السلام والأمن الدوليين اللذين يعتبران شرطين أساسيين للتقدم والتطور والتنمية ومحاربة الفقر والتخلف وإشاعة وتعميم التعليم وتوفير الرعاية الصحية والاجتماعية للجميع. وأضاف سعادته قائلاً: «إن اجتماعنا وفي هذا المكان يتيح لنا الفرصة لتبادل الآراء وتقاسم الأفكار حول تطوير منظمتنا وتعزيز أنشطتها ومبادرتها لتقوية الديمقراطية واحترام الحقوق السياسية والاجتماعية للإنسان، ودعم سيادة القانون والمساهمة الفعالة في حل الخلافات والصراعات بالطرق السلمية، بعيداً عن استعمال القوة أو التهديد بها أو اتخاذ إجراءات عدائية أحادية الجانب دون سند قانوني أو تفويض من مجلس الأمن أو الجمعية العامة لمنظمة الأمم المتحدة كالحصار الجائر والباطل على دولة قطر».
مضيفاً: «أشكركم على تفهمكم لموقف دولة قطر ورفضكم للحصار». وتوجه سعادة رئيس مجلس الشورى في ختام مداخلته بالشكر لسعادة السيدة جابريلا كويفلس بارون رئيسة الاتحاد البرلماني الدولي، وسعادة السيد مارتن شونغونغ الأمين العام للاتحاد، ولجهاز الأمانة العامة على جهودهم في تطوير عمل الاتحاد والعمل على متابعة تنفيذ قراراته، معرباً عن تطلعه لتعزيز التعاون والتشاور والتنسيق معهم خدمة لأهداف الاتحاد والسلام والتنمية المستدامة.
