Qatar elected to Unesco panel on protection of cultural diversity

Qatar has been elected as a member of the Intergovernmental Committee of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions of the United Nations Educational, Scientific and Cultural Organisation (Unesco).

Qatar was elected to Group 5b of the Arab Group in which competition with Mauritania took place.

A total of 98 countries participated in the vote, where 59 countries voted for Qatar to be along with 11 other members of the new four-year session.

Today, half of the 24 members of the government committee were elected.

Hamad Mohamed al-Zakiba, Director of the Culture and Arts Department of the Ministry of Culture and Sports and head of the Qatari delegation, expressed appreciation at the confidence of the international community in the cultural role of Qatar.

He stressed that the Ministry of Culture, Sports and Cultural institutions in Qatar will continue to support projects that promote the principles and objectives of this important agreement and its commitment to shared cultural values, particularly through the preparation and organisation of the World Cup.

For his part, HE Ambassador Ali Zainal, Qatar’s Permanent Representative to Unesco, told Qatar News Agency (QNA) that the importance of this election confirms the confidence of the international community in Qatar to promote cultural diversity, both in the country and outside, noting that this confidence affirmed the faith of the Qatar in the content of the Convention signed in 2005 to protect and promote the diversity of cultural expressions in a special framework for the formulation of policies and the identification of measures to promote the emergence of dynamic and creative cultural industries and markets throughout the world.

He added that the paper presented by the Qatari delegation highlighted the cultural institutions’ activities in the international implementation of the Convention and the initiatives undertaken by Qatar in this regard, the most important of which is the ‘Cultural Years’ initiative which started since 2012 with Japan. 2019 is Qatar-India Cultural Year. The project has received great appreciation from various participating nations.

On the impact of this election and its implications for Qatar, ambassador Ali Zainal said, “It will increase the activities of Qatar through this membership. Through its cultural institutions, especially the Ministry of Culture and Sports, Qatar will implement programmes and events that will enhance the implementation the agreement, at the national level, such as increasing the hosting of the activities of the communities residing in Qatar, as well as through the activities carried out by cultural institutions outside the country to promote the implementation of the Convention.”

Qatar, represented by the Ministry of Culture and Sports, participated in the three-day meeting of the Convention on the “Protection and Promotion of the Diversity of Cultural Expressions” at its seventh session, which concluded on Friday at Unesco.

In its working paper, the ministry emphasised the importance of cultural diversity its support for intercultural dialogue as an important factor for sustainable development, as well as the promotion of human rights and belonging to national identity in exchange for full respect for other cultural identities coexisting in one society.

It also reviewed the efforts of Qatar in supporting cultural events that highlight cultural diversity and enhance it among the expatriate communities in Qatar, as well as its support for regional and international co-operation and communication that reflects the civilized image of the country.

The paper also presented Qatar’s accession to the Convention on the Protection and Promotion of Cultural Expressions in 2009, The Arab Cultural Capital in 2010 and the establishment of the Forum of Arab and International Relations Qatar 2011 and the launching of the celebration of the Cultural Year Qatar Japan 2012 and the cultural year with the United Kingdom 2013, Brazil 2014, Turkey 2015, China 2016, 2017 Germany, Russia 2018, 2019 with India in the celebration of Doha as capital of Islamic youth in 2019.

The 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions provides a special framework for the formulation of policies and the identification of measures to promote the emergence of dynamic and creative industries and markets throughout the world.

The number of parties to the Convention is 146 parties and authors from 145 countries and the European Union.

They meet every two years at Unesco headquarters to study the Convention and its implications and determine the future actions.

Qatar joined this agreement in 2009.

تم انتخاب دولة قطر عضوا في اللجنة الدولية الحكومية لاتفاقية حماية وتعزيز تنوع أشكال التعبير الثقافي في منظمة الأمم المتحدة للتربية والعلم والثقافة “اليونسكو”، وذلك ضمن المجموعة 5b ،عن المجموعة العربية التي تمت فيها المنافسة مع جمهورية موريتانيا.

شارك في التصويت 98 دولة، حيث صوتت 59 دولة لصالح دولة قطر، لتكون دولة قطر مع إحدى عشرة دولة أخرى أعضاء في الدورة الجديدة التي تستمر أربعة أعوام، وقد تم اليوم انتخاب نصف أعضاء اللجنة الحكومية البالغ عددها 24 عضوا.

وأعرب السيد حمد محمد الزكيبا مدير إدارة الثقافة والفنون بوزارة الثقافة والرياضة ورئيس الوفد القطري المشارك، عن تثمينه لثقة المجتمع الدولي في الدور الثقافي لدولة قطر.. مؤكدا أن وزارة الثقافة والرياضة والمؤسسات الثقافية في قطر ستواصل دعم المشاريع التي تعزز مبادئ وأهداف هذه الاتفاقية المهمة والتزامها بالقيم الثقافية المشتركة خاصة من خلال التحضير لكأس العالم وأثناء تنظيمه.

من جانبه، أوضح سعادة السفير علي زيل مندوب دولة قطر الدائم لدى “اليونسكو”، في تصريح لوكالة الأنباء القطرية “قنا”، أن أهمية هذا الانتخاب تؤكد ثقة المجتمع الدولي فيما تقوم بها دولة قطر لتعزيز التنوع الثقافي سواء الفعاليات التي تقام داخل الدولة او تلك التي تقام خارجها.. مشيرا إلى ان هذه الثقة ظهرت في الفوز بأغلبية واضحة في الأصوات، حيث تأكد للجميع إيمان دولة قطر بمضمون الاتفاقية الموقعة في 2005 لحماية وتعزيز تنوع أشكال التعبير الثقافي في إطار عمل خاص لصياغة السياسات وتحديد التدابير اللازمة لتعزيز ظهور صناعات وأسواق ثقافية دينامية وإبداعية في جميع أنحاء العالم.

وأضاف أن الورقة التي قدمها الوفد القطري تم خلالها استعراض ما تقوم بها المؤسسات الثقافية في الدولية لتنفيذ الاتفاقية والمبادرات التي تقوم بها قطر في هذا الشأن، ومن أهمها مبادرة الأعوام الثقافية التي بدأت منذ عام 2012 مع اليابان وحتى هذا العام مع الهند، الأمر الذي لاقى استحسانا كبيرا من مختلف الدول المشاركة.

وردا على سؤال حول أثر هذا الانتخاب وما يترتب عليه بالنسبة لدولة قطر، قال السفير علي زينل “سوف يترتب عليه زيادة الأنشطة والفعاليات لدولة قطر من خلال هذه العضوية حيث ستعمل قطر عبر مؤسساتها الثقافية، خاصة وزارة الثقافة والرياضة على تنفيذ برامج وفعاليات من شأنها تعزيز تنفيذ الاتفاقية سواء على المستوى الوطني مثل زيادة استضافة فعاليات الجاليات المقيمة في قطر وكذلك من خلال الفعاليات التي تقوم بها المؤسسات الثقافية خارج الدولة لتعزيز تنفيذ الاتفاقية”.

وكانت دولة قطر، ممثلة في وزارة الثقافة والرياضة، قد شاركت على مدى ثلاثة أيام في اجتماع أعمال الاجتماع الخاص باتفاقية “حماية وتعزيز تنوع أشكال التعبير الثقافي” في دورته السابعة والذي اختتم اليوم بمقر “اليونسكو”، بمشاركة مسؤولين وخبراء ومهتمين من كافة أرجاء العالم.

وأكدت الوزارة، في ورقة العمل التي قدمتها للاجتماع، على أهمية التنوع الثقافي ودعمه باعتباره بعدا أساسيا للحوار بين الثقافات، وعاملا مهما للتنمية المستدامة، بالإضافة إلى أن هذا التنوع يعزز حقوق الانسان والانتماء إلى الهوية الوطنية مقابل الاحترام الكامل للهويات الثقافية الأخرى التي تتعايش في مجتمع واحد.

كما استعرضت جهود دولة قطر في دعم الفعاليات الثقافية التي تبرز التنوع الثقافي وتعززه لدى الجاليات الوافدة داخل قطر، بالإضافة الى دعمها للتعاون والتواصل الاقليمي والدولي الذي يعكس الصورة الحضارية للدولة، كما عرضت الورقة لانضمام دولة قطر الى اتفاقية حماية وتعزيز أشكال التعبير الثقافي عام 2009 واختيار الدوحة عاصمة للثقافة العربية عام 2010 وتأسيس منتدى العلاقات العربية والدولية قطر 2011 وانطلاق احتفالية السنة الثقافية قطر اليابان 2012 ثم السنة الثقافية مع المملكة المتحدة 2013 والبرازيل 2014 وتركيا 2015 والصين 2016 و ألمانيا 2017 وروسيا 2018 وفي 2019 مع الهند بالإضافة الى احتفالية الدوحة عاصمة الشباب الاسلامي 2019.

تجدر الاشارة إلى أن اتفاقية 2005 الخاصة بحماية وتعزيز تنوع أشكال التعبير الثقافي تقدم إطار عمل خاص لصياغة السياسات وتحديد التدابير اللازمة لتعزيز ظهور صناعات وأسواق ثقافية دينامية وإبداعية في جميع أنحاء العالم. ويبلغ عدد أطراف الاتفاقية 146 طرفا والمؤلفين من 145 دولة والاتحاد الأوروبي، ويجتمعون مرة كل عامين في مقر اليونسكو لدراسة الاتفاقية وآثارها وتحديد الإجراءات الواجب اتخاذها مستقبلا.. وقد انضمت دولة قطر لهذه الاتفاقية عام 2009.
