ILO praises measures taken by Qatar for the benefit of workers
منظمة العمل الدولية تشيد بالإجراءات التي اتخذتها قطر لفائدة العمال

Doha: Vice Chair of the International Labor Organization (ILO) Mthunzi Mdwaba praised the achievements, measures, initiatives and reforms undertaken by Qatar in favor of the workers, adding that the organization congratulated Qatar and was grateful to Doha for supporting mechanisms that promote workers’ rights at all levels.
In the celebration of International Workers’ Day organized by the Ministry of Administrative Development, Labor and Social Affairs and Dar Al Sharq Group, with the participation of the International Labor Organization Mdwaba said that what has been achieved in Qatar is great work, adding that the organization looks forward to do more in the future and there is no doubt that this will be achieved so that all parties are winner.
Mdwaba said that the organization is the voice of workers all over the world with a hundred years old, stressing that skilled labor is the backbone of a successful labor market, calling for strong educational systems that provide students with the basic work skills and competencies leading to skilled labor around the world, noting the role of the Organization’s office in Qatar and the successful partnership that has been in place for one year since its opening.
Mdwaba noted the role of all in achieving the objectives of sustainable development and the attention given to the human resources, in particular the eighth goal, which concerns economic development, and said that Qatar National Vision adopts this approach and focuses on it.
For her part, the Director of the International Standards Department at the International Labor Organization (ILO) reviewed the efforts of the State and the joint organization and the cooperation between the two parties for the benefit of the workers, and expressed happiness with the opening of a new office in Doha, where remarkable achievements have been made by the Organization, to improve the working conditions in Qatar.
She stressed that the legislative reforms in this regard in Qatar supports the rights of workers, such as the cancellation of travel permits and the establishment of a fund for their care and the establishment of joint committees, and initiatives of fair and equitable employment for all workers, including the minimum wage, pointing out that a conference will be held later in this regard, as well as a workshop with the Ministry on best practices in the field of labor and workers.
She called for solidarity in the realization of United Nations sustainable development efforts and plans in that regard concerning workers and their families, including domestic workers and workers in high-risk areas.
For his part, HE Chairman of the Organizing Committee of the celebration Sheikh Thani bin Ali Al-Thani stressed the historic importance of celebrating the International Workers Day, pointing out that this year’s celebration coincides with the celebration of 100-year anniversary of the International Labor Organization (ILO), which gives the occasion special significance at this stage in which the world is witnessing many challenges in the field of work, legislation, protection of rights, increasing productivity and providing an appropriate environment that meets human rights standards.
His Excellency added that the State of Qatar also participated today in (ILO) 100th anniversary with a series of contributions made by the State, institutions and companies, making Qatar one of the leading countries in the region in terms of enacting progressive protectionist legislation and protection measures, pointing out that the achievements of the country has been numerous in this area.
His Excellency noted that the private sector has made many contributions to the care of workers under the supervision of the Qatar Chamber, by ensuring the implementation of the wage protection system and the provision of necessary services in the workers’ complexes, while increasing coordination with the Ministry of Administrative Development, Labor and Social Affairs in tightening control and ensuring compliance with the laws.
His Excellency added that Qatar celebrated last year the Fifth Labor and Workers Conference, organized by Dar Al Sharq, with the State’s efforts to protect the rights of workers, and offered by the Supreme Committee for Delivery and Legacy for the workers of the World Cup projects, and many international organizations, including the international trade unions and human rights organizations praised Qatar’ efforts.
His Excellency stressed that Qatar would not have achieved this remarkable march without the wise vision of HH the Amir Sheikh Tamim bin Hamad Al-Thani, and the guidance present in Qatar National Vision 2030, which identified the need for legal legislation and administrative procedures, which guarantees the improvement of the living conditions of expatriate workers and the provision of all necessary services.
His Excellency added that the State of Qatar has tightened coordination between the public and private sectors to achieve the goals of the state in the labor sector, and thanked the State institutions and companies that cooperated in the development of services provided to workers. His Excellency also thanked the partners and sponsors, stressing his appreciation for their national efforts, which were documented in the book “Labor and Workers” which was inaugurated on this occasion. أشاد السيد مثونري مدواب نائب رئيس مجلس إدارة منظمة العمل الدولية بالإنجازات والتدابير والمبادرات والإصلاحات التي تتخذها دولة قطر لصالح العمال، والتي قال إن المنظمة تهنئ قطر عليها، وإنها ممتنة لدعم الدوحة لآليات العمل التي تعزز من حقوق العمال على كافة المستويات .
وأضاف مدواب، في الاحتفال باليوم العالمي للعمال الذي نظمته وزارة التنمية الإدارية والعمل والشئون الاجتماعية و”دار الشرق” بمشاركة منظمة العمل الدولية مساء اليوم بفندق شيراتون الدوحة، أن “ما تحقق في قطر عمل رائع ونتطلع إلى المزيد مستقبلا ولا شك أن هذا الأمر سيتحقق لتصبح جميع الأطراف هي الفائزة”.
وقال إن المنظمة هي صوت للعمال في جميع أنحاء العالم عمره مائة عام، مؤكدا أن العمالة الماهرة هي العمود الفقري لسوق عمل ناجح، داعيا في هذا الصدد إلى منظومات تعليمية قوية تزود الطلبة بمهارات العمل والكفايات الأساسية التي تفضي إلى عمالة ماهرة في جميع أنحاء العالم، وتطرق لدور مكتب المنظمة في قطر والشراكة الناجحة التي مضى عليها عام منذ افتتاحه .
ونوه بدور الجميع في تحقيق أهداف التنمية المستدامة والاهتمام بالعنصر البشري وبالأخص الهدف الثامن الذي يعنى بالتنمية الاقتصادية ، وقال إن رؤية قطر الوطنية تتبنى هذا النهج وتركز عليه .
من ناحيتها استعرضت السيدة كورين فارغا، مديرة إدارة المعايير الدولية بمنظمة العمل الدولية في الاحتفال، جهود الدولة والمنظمة المشتركة والتعاون القائم بينهما لفائدة العمال، معربة عن سعادتها بمرور عام على هذه الشراكة بافتتاح مكتب للمنظمة بالدوحة، حيث جرى تحقيق منجزات مميزة تفتخر بها منظمة العمل لأن من شأنها تحسين ظروف العمل بالدولة .
وأكدت أن الإصلاحات التشريعية بهذا الصدد في قطر تتم على قدم وساق بغرض دعم حقوق العمال، ومنها على سبيل المثال إلغاء تصاريح السفر وإنشاء صندوق لرعايتهم وقيام اللجان المشتركة، ومبادرات التوظيف العادلة والمنصفة لكافة العمال بما في ذلك ما يتعلق بالحد الأدنى للأجور، مشيرا إلى أنه سيتم لاحقا تنظيم مؤتمر بهذا الخصوص، وعقد ورشة عمل مع الوزارة حول أفضل الممارسات في مجال العمل والعمال .
وقالت السيدة فارغا إن منظمة العمل الدولية ستستمر في مسيرة تعاونها وشراكتها مع دولة قطر لأجل المزيد من الإنجازات، وفي دعمها كذلك لوزارة التنمية والعمل والشئون الاجتماعية التي أطلقت الكثير من الخدمات العمالية الجديدة، التي تضمن صحة وسلامة العمال ورفاههم، فضلا عن جهود قطر في مكافحة الاتجار بالبشر وغير ذلك من الخدمات والإجراءات التي تؤكد التزام الدولة بحقوق العمال .
ودعت إلى التضامن فيما يعنى بتحقيق جهود الأمم المتحدة المتعلقة بالتنمية المستدامة وخططها في هذا الصدد، وقالت إن ذلك يشمل العمال وأسرهم بما في ذلك العمالة المنزلية والعاملين في مجالات عالية الخطورة.
من جهته أكد سعادة الشيح الدكتور ثاني بن علي آل ثاني رئيس اللجنة المنظمة للاحتفال على الأهمية التاريخية للاحتفاء باليوم العالمي للعمال باعتبارهم صناع الإنتاج والبناء وإعلاء قيمة العمل، مبينا أن احتفال هذا العام يتزامن مع الذكرى المئوية لمنظمة العمل الدولية، ما يضفي على هذه المناسبة أهمية خاصة في هذه المرحلة التي يشهد فيها العالم العديد من التحديات في مجال العمل والتشريعات وحماية الحقوق وزيادة الإنتاجية وتوفير البيئة المناسبة التي تلبي معايير حقوق الإنسان .
وقال إن دولة قطر تشارك اليوم كذلك منظمة العمل الدولية بمئوية ذكراها بمجموعة من الإسهامات التي قامت بها الدولة والمؤسسات والشركات، ما جعل قطر في صدارة الدول المتقدمة في المنطقة من حيث سن التشريعات والإجراءات الحمائية المتطورة التي تراعي حقوق العمال، مشيرا إلى أن الإنجازات القطرية قد تعددت في هذا المجال لتشمل القطاع التشريعي وإجراء العديد من التعديلات في قوانين العمل .
ونوه بأن القطاع الخاص قدم العديد من الإسهامات في رعاية العمال تحت إشراف غرفة قطر، بضمان الالتزامات بتطبيق نظام حماية الأجور وتوفير الخدمات الضرورية في مجمعات العمال، مع زيادة التنسيق مع وزارة التنمية الإدارية والعمل والشئون الاجتماعية في إحكام الرقابة وتأمين الالتزامات بالقوانين، مضيفا “لقد احتفلنا العام الماضي بمؤتمر العمل والعمال الخامس الذي نظمته دار الشرق بجهود الدولة في حماية حقوق العمال، وما وفرته اللجنة العليا للمشاريع والإرث من حقوق للعاملين في مشروعات المونديال، وأدى ذلك إلى إشادة منظمات دولية عديدة بما فيها اتحادات العمال الدولية والمنظمات الحقوقية بالإسهامات القطرية في حماية حقوق العمال”.
وتابع قائلا “ما كان لنا أن نحقق هذه المسيرة المتميزة ونحن ندخل عامنا السادس في دعم مشروعات العمل والعمال لولا الرؤية الحكيمة لحضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى وتقدير التوجيهات التي وردت في رؤية قطر الوطنية 2030 والتي حددت الحاجة إلى التشريعات القانونية والإجراءات الإدارية التي تضمن الارتقاء بالأوضاع المعيشية للعمالة الوافدة وتقديم كافة الخدمات الضرورية لها”.
وأضاف أن دولة قطر تحتفل اليوم، وقد تحققت المزيد من الإنجازات المؤسسية، وتم إحكام التنسيق بين القطاعين العام والخاص بتحقيق أهداف الدولة في قطاع العمل والعمال، معربا عن الشكر لمؤسسات الدولة والشركات التي تعاونت في تطوير الخدمات المقدمة للعمال. كما شكر الشركاء والرعاة، مؤكدا تقديره لجهودهم الوطنية التي تم توثيقها في كتاب “العمل والعمال” الذي جرى تدشينه بهذه المناسبة .
