Speaker of the Shura Council: Strong attendance proves siege countries’ false accusations
رئيس الشورى: الحضور القوي يثبت الاتهامات الكاذبة التي تفرضها دول الحصار
Siege countries have come out with new false accusations in a desperate attempt to use the IPU’s platform to promote their political agenda against the State of Qatar.
Speaker of the Shura Council H E Ahmed bin Abdullah bin Zaid Al Mahmoud said that the strong presence of parliaments from all over the world is a proof of the invalidity of the of accusations the siege countries making against Qatar.
Al Mahmoud revealed that the blockading countries did not submit an objection during the 139 meetings of the General Assembly Inter-Parliamentary Union (IPU) which was held in Geneva last October, in hosting of the 140th session of the IPU General Assembly by the State of Qatar.
In a joint press conference with the President of the General Assembly of the Inter-Parliamentary Union (IPU), Gabriela Cuevas Barron and the Secretary-General of the IPU, Martin Chungong, Al Mahmoud said that the only reservation regarding the hosting of these meetings was from the Syrian parliamentary delegation participated in the 139th session in Geneva, while the United Kingdom supported the decision to host these meetings in Doha.
Al Mahmoud stressed that the siege countries did not present during the 139th General Assembly meetings any official protest or objection to holding the conference in Doha. He pointed out that if this protest was submitted, the State of Qatar could have been notified.
He condemned the false accusations made by these countries against Qatar, considering these allegations as desperate attempts to exploit the platform of the Inter-Parliamentary Union to pass their political agendas against the State of Qatar, and that the members of the Union are aware of this fact, he stressed. “The record and unprecedented participation of 162 countries in the meetings of the General Assembly of IPU in Doha is an appreciation of the status of the State of Qatar in the international community, where the world has attended and the siege countries are absent,” he added.
Barron, praised the unprecedented participation in the meetings of the Assembly in Doha. Barron stressed that the General Assembly of the Union has a great opportunity to change the world towards better and to make the world stronger.
She condemned the ban of Venezuelan parliamentarians from attending this meeting, which is a platform for diplomacy, as platform of participation and dialogue, noting that the assembly received about 60 complaints related to violations of human rights in Venezuela.
She noted that the IPU does not accept the views of one party at the expense of the other in Venezuela, and that it is keen to hear all views.
In response to a question from The Peninsula about the Union’s position on preventing parliamentarians from four Arab countries imposing siege on the State of Qatar from participating in these meetings of the General Assembly in Doha and why the move was not condemned in the manner as the ban on Venezuelan parliamentarians’ participation was being condemned, the President of the Union said: “We seek to bring all parliamentarians in the region to one table for dialogue.”
“The members of those countries had objected during the 139th Assembly of IPU in Geneva.”
On her brief reply the Speaker of Shura Council clarified the record saying: “During the 139th General Assembly of IPU, the siege countries did not present any official protest or objection to holding the conference in Doha.” He pointed out that had this protest been submitted, Qatar would have been notified through the Secretary-General of the IPU. He added that the IPU’s assembly meeting’s minutes are all available on the Internet for anyone who wanted to verify the facts. Such a statement, if it existed, would have been known by all participants and would have been available in the union’s record.
For his part, the Secretary-General of the IPU agreed with what Al Mahmoud has explained in this regard. “The General Assembly will discuss several issues on energy security, green economy, gender equality, health care and health insurance for all people,” Barron, said.
Barron noted that representatives of 162 countries are participating in these meetings, while 30 percent of the delegations are women and 13 percent of youth. Barron said women represent 24 percent of the parliaments and in the last two years added only one percent and this was not fair as women represent 50 percent of the population of the globe. In response to another question on the adoption of an emergency item issued by the Arab Parliamentary Group on Palestine, Jerusalem and the Golan Heights, Baron called for respecting human rights and international law and to work towards resolving the Arab-Israeli conflict in accordance with international resolutions. Chungong said the meeting focuses on education for peace and democracy. He said many crises are based on lack of education or low quality, and that the Assembly is seeking recommendations to promote sustainable development.

كشف سعادة السيد أحمد بن عبدالله آل محمود رئيس مجلس الشورى، أن دول الحصار لم تقدّم اعتراضاً في اجتماعات الجمعية العامة للاتحاد البرلماني الدولي الـ 139، الذي عُقد في جنيف أكتوبر الماضي، على استضافة دولة قطر اجتماعات الجمعية العامة في دورتها الـ 140 التي تُعقد في الدوحة حالياً.
قال آل محمود، في مؤتمر صحافي مشترك أمس مع رئيس الجمعية العامة للاتحاد البرلماني الدولي والأمين العام للاتحاد، إن التحفظ الوحيد على الاستضافة كان من الوفد البرلماني السوري، فيما أيّدت المملكة المتحدة قرار الاستضافة.
وأكد آل محمود أن دول الحصار الأربع لم تقدّم خلال انعقاد الجمعية العامة الـ 139 أي احتجاج رسمي على عقد المؤتمر في الدوحة. لافتاً إلى أنه في حال تقديم هذا الاحتجاج ستُخطر دولة قطر بذلك، وهو ما أكده الأمين العام للاتحاد البرلماني الدولي.
وأدان رئيس مجلس الشورى الاتهامات الباطلة التي أطلقتها دول الحصار بحق دولة قطر، واصفاً إياها أنها محاولات يائسة لاستغلال منبر الاتحاد البرلماني الدولي لتمرير أجندتها السياسية ضد دولة قطر، وأن أعضاء الاتحاد يدركون ذلك، بدليل المشاركة القياسية غير المسبوقة (162 دولة) في اجتماعات الجمعية العامة في الدوحة، وهو ما يأتي تقديراً لمكانة قطر من قبل المجتمع الدولي، حيث حضر العالم وغابت دول الحصار.
مارتن شونغنغ: دعم تحقيق التنمية المستدامة
لفت الأمين العام للاتحاد البرلماني العالمي، مارتن شونغنغ، إلى تركيز الجمعية العامة على موضوع التعليم من أجل السلام والديمقراطية. وقال إن كثيراً من الأزمات أساسها قلة التعليم أو تدنّي جودته، وإن الجمعية تسعى للخروج بتوصيات تدعم تحقيق التنمية المستدامة، وإنها ستستغل مشاركة الأمين العام للأمم المتحدة لمكافحة الإرهاب، للنقاش حول ظاهرة التطرف والإرهاب، كما حدث في نيوزيلندا مؤخراً.

أثنت رئيسة الاتحاد البرلماني الدولي، غابريلا بارون، على المشاركة الكبيرة والنوعية وغير المسبوقة في اجتماعات الجمعية في الدوحة. مشيرة إلى مشاركة وفود من 162 دولة، تمثّل النساء 30 % من وفودها، و13 % من الشباب.
وأكدت بارون أن أمام الجمعية العامة للاتحاد فرصة كبيرة لتغيير العالم ليكون أقوى.
وأدانت منع نواب فنزويلا من حضور هذا الاجتماع، الذي يُعدّ منصة للدبلوماسية والتشارك والحوار.
مشيرة إلى تلقّي الجمعية نحو 60 شكوى حول انتهاكات حقوق الإنسان في فنزويلا.
وأشارت إلى أن الاتحاد البرلماني الدولي لا يتبنى وجهة نظر طرف على حساب الآخر في فنزويلا، وأنه حريص على سماع وجهات النظر كافة.
وردّاً على سؤال حول موقف الاتحاد من منع دول الحصار برلمانييها من المشاركة في اجتماعات الجمعية العامة في الدوحة، قالت رئيسة الاتحاد إننا نسعى إلى جمع البرلمانيين كافة في المنطقة على طاولة واحدة للحوار.
وتناولت بارون جدول أعمال الجمعية العامة. معربة عن أملها أن تفضي إلى نتائج أساسية ملموسة يمكن أن تنعكس على حياة الناس. مشيرة إلى أن الجمعية العامة ستناقش قضايا عدة حول أمن الطاقة، والاقتصاد الأخضر، والمساواة بين الجنسين، والرعاية والتأمين الصحي للناس كافة.
وردّاً على سؤال حول تبنّي الجمعية البند الطارئ الصادر عن المجموعة البرلمانية العربية بشأن فلسطين والقدس والجولان، دعت بارون إلى احترام حقوق الإنسان والقانون الدولي، والعمل على حل الصراع العربي الإسرائيلي وفقاً للقرارات الدولية.
السماح للمشاركين بتقديم مداخلاتهم في مناقشات الجمعية العامة %18 من النساء و14% من الشباب يشاركون في الاجتماعات
اتفق الأمناء العامون والمستشارون المشاركون في اجتماعات الجمعية العامة رقم 140 للاتحاد البرلماني الدولي، التي بدأت أعمالها في الدوحة أمس، على تمكين النساء والشباب من أعضاء الوفود البرلمانية المشاركين في الاجتماع، من تقديم مداخلاتهم في اجتماعات الجمعية العامة «النقاش العام»، وعدم اقتصار المداخلات على رؤساء الوفود.
وحسب الأرقام الرسمية للمشاركين في الاجتماعات، والتي أعلنت خلال الاجتماع التنسيقي الذي عُقد السبت، فإن نسبة النساء أعضاء الوفود البرلمانية المشاركات بلغت 18 %، في حين بلغت نسبة الشباب 14 %.
وتشارك 158 دولة في اجتماعات الجمعية العامة للاتحاد البرلماني الدولي والاجتماعات المصاحبة، وهي أكبر مشاركة من نوعها تشهدها الجمعية، حيث يمثل 80 دولة في الاجتماعات رؤساء البرلمانات فيها.
واللافت أن الوفد البرلماني المصري، الذي كان مقرراً أن يشارك في اجتماعات الجمعية العامة للاتحاد البرلماني الدولي، قد سجل طلباً مسبقاً للحديث والتقدم بمداخلة في اجتماعات الجمعية العامة، قبل إعلان مصر إلى جانب السعودية والإمارات والبحرين مقاطعتها الاجتماع.
وأعلنت صربيا خلال الاجتماع، عن استضافتها لاجتماع الجمعية العامة للاتحاد البرلماني المقبل، والذي سيعقد في العاصمة بلجراد في شهر أكتوبر المقبل، حيث أكدت ممثلة صربيا في الاجتماع جاهزية دولتها لاستضافة الاجتماع.
