Qatar, Germany agree on need for Libya political solution: FM

Berlin: Deputy Prime Minister and Minister of Foreign Affairs H E Sheikh Mohamed bin Abdulrahman Al Thani affirmed that Qatar and Germany have agreed that the political solution is the best solution for the Libyan issue away from the military solution, expressing the hope that wisdom will prevail to end the Gulf crisis.

On the Gulf crisis, the Deputy Prime Minister and Minister of Foreign Affairs expressed appreciation of the State of Qatar for the German position demanding the preservation of GCC council, to which the State of Qatar is also attentive. The Deputy Prime Minister and Minister of Foreign Affairs reiterated Qatar’s openness to unconditional dialogue, which must be in accordance with international law and does not violate the sovereignty of any country and not at the expense of the dignity of any country, adding that who paid the price are our dispersed peoples. He stressed that Qatar remain hopeful that there will be a strong GCC council in the future, but there must be honest intentions ahead of any solution.

He said that the talks with German Foreign Minister on the political field dealt with the joint coordination between the two countries in the areas of security in the region under the German presidency of the UN Security Council, stressing that the two countries share identical views on working to prevent conflicts before they occur and to resolve them as soon as possible.

He noted that the meeting discussed the Palestinian cause, which is the main issue in the Middle East, the role of Qatar and Germany in supporting the peace process in the Middle East and the humanitarian projects in Gaza, and expressed thanks for the constructive German role in helping Palestinians.

On the situation in Libya, His Excellency stressed that the meeting discussed the situation in Libya and the escalation carried out by Haftar forces to try to impose a new political reality through military actions and the role of Germany through its presidency of the UN Security Council in stopping the military escalation in Libya and to return to the political track.

اجتمع سعادة الشيخ محمد بن عبدالرحمن آل ثاني نائب رئيس مجلس الوزراء وزير الخارجية، أمس في برلين، مع سعادة السيد هايكو ماس وزير الخارجية في جمهورية ألمانيا الاتحادية، وذلك خلال الزيارة التي يقوم بها سعادته إلى ألمانيا. جرى خلال الاجتماع بحث العلاقات الثنائية وسبل دعمها وتطويرها، بالإضافة إلى عدد من المواضيع ذات الاهتمام المشترك. وأكد سعادة الشيخ محمد بن عبدالرحمن، توافق رؤية قطر وألمانيا على أن الحل السياسي هو الأمثل للقضية الليبية بعيداً عن الحل العسكري؛ معرباً عن الأمل في أن تسود أجواء من الحكمة لوضع حد للأزمة الخليجية.

وقال سعادته، في مؤتمر صحافي مشترك أمس في برلين مع نظيره الألماني، إن محادثاتهما التي وصفها بأنها مثمرة وبنّاءة، تناولت العلاقات الثنائية والتعاون الاقتصادي والأزمة الخليجية والقضية الفلسطينية والأوضاع في ليبيا، وعدداً من القضايا الإقليمية والدولية ذات الاهتمام المشترك.

أضاف سعادته أن اجتماع أمس جاء في إطار التعاون المستمر والعلاقات الوثيقة بين دولة قطر وجمهورية ألمانيا الاتحادية الممتدة منذ أكثر من أربعة عقود، موضحاً أن المحادثات تطرقت إلى متابعة نتائج زيارة حضرة صاحب السمو الشيخ تميم بن حمد آل ثاني أمير البلاد المفدى إلى ألمانيا في خريف العام الماضي.

ولفت سعادته إلى أن قطر وألمانيا تربطهما شراكة اقتصادية مهمة، مشيراً إلى الاستثمارات القطرية في ألمانيا، ومشيداً بدور الشركات الألمانية في الاقتصاد القطري، فيما أعرب عن الأمل في تطوير وتعميق العلاقات الاقتصادية بين البلدين.

وحول الأزمة الخليجية، عبّر سعادة نائب رئيس مجلس الوزراء وزير الخارجية عن تقدير دولة قطر للموقف الألماني المطالب بالمحافظة على كيان مجلس التعاون، الذي تحرص عليه أيضاً دولة قطر بشكل خاص.

وقال سعادته: «للأسف، لا نستطيع التحكم في أزمة لم نكن سبباً فيها»، معرباً عن الأمل في أن تسود أجواء من الحكمة لوضع حد للأزمة الخليجية، ومؤكداً دعم دولة قطر لجهود الوساطة الكويتية التي يقوم بها صاحب السمو الشيخ صباح الأحمد الجابر الصباح أمير دولة الكويت الشقيقة مقدّراً ومشكوراً. وجدد سعادته انفتاح قطر على الحوار غير المشروط، الذي يجب أن يكون وفقاً للقانون الدولي ولا ينتهك سيادة أية دولة ولا يكون على حساب كرامة أي بلد، وقال: «نحن نرى أن من يدفع الثمن شعوبنا التي تفرقت وتشتت»، وأضاف: «ما زلنا نتطلع إلى أن يكون هناك مجلس تعاون قوي في المستقبل، وما زلنا نتطلع إلى أن تعود المياه إلى مجاريها؛ لكن يجب أن تكون هناك نوايا صادقة تسبق أي حل».

وأشار سعادة الشيخ محمد بن عبدالرحمن آل ثاني إلى أن المحادثات مع وزير الخارجية الألماني، في جانبها السياسي، تناولت التنسيق المشترك بين البلدين في مجالات الأمن في المنطقة في ظل رئاسة ألمانيا مجلس الأمن الدولي، الذي يجعل لها مهام إضافية من أجل حفظ الأمن والسلم الدوليين؛ مؤكداً تطابق وجهات نظر البلدين حيال العمل على منع الصراعات قبل حدوثها ومحاولة حلها بأسرع وقت ممكن.

ولفت نائب رئيس مجلس الوزراء وزير الخارجية إلى أنه تم في الاجتماع بحث القضية الفلسطينية التي تُعتبر القضية الرئيسية في الشرق الأوسط ودور قطر وألمانيا في دعم عملية السلام في الشرق الأوسط، والمشاريع الإنسانية في غزة، معرباً عن الشكر للدور الألماني البنّاء في مساعدة وإعانة الأشقاء الفلسطينيين.

وحول الأوضاع في ليبيا، أكد سعادته أن الاجتماع ناقش الأوضاع في ليبيا والتصعيد الذي تقوم به قوات حفتر لمحاولة فرض واقع سياسي جديد من خلال الأعمال العسكرية، ودور ألمانيا من خلال رئاستها لمجلس الأمن في وقف التصعيد العسكري في ليبيا والعودة إلى المسار السياسي مرة أخرى.

كما أكد سعادته توافق رؤية قطر وألمانيا بأن الحل السياسي هو الحل الأمثل للقضية الليبية بعيداً عن الحل العسكري، وقال: «إن حكومة الوفاق الوطني هي الحكومة الشرعية التي نتجت عن قرارات الشرعية الدولية»، وطالب الدول كافة بعدم استخدام ازدواجية المعايير في تعاملها مع القوات على حساب الشرعية، ودعا الدول التي تحاول لعب دور في ليبيا إلى أن يكون دوراً إيجابياً.
