US, Taliban make notable progress in Doha-mediated negotiations

Doha: The United States of America and the Taliban held a round of peace talks between February 25 to March 12, 2019, in Qatar, in continuation of the last round of peace talks that took place between January 21 and 26, 2019.
The talks focused on two main issues: the withdrawal of the US and Coalition Forces from Afghanistan and the Taliban’s commitment to preventing and denying the use of Afghan soil in a manner that threatens the security of the United States of America, its allies, or any other country.
The two parties, assisted by Qatari mediators, agreed that a lasting peace agreement should be based on four main interlinked components that shall be executed pursuant to an agreed upon timeline and conditions.
The talks were hosted and mediated by the State of Qatar, represented by the Minister of Foreign Affairs’ Special Envoy for Counterterrorism and Mediation in Conflict Resolution H E Dr. Mutlaq bin Majid Al Qahtani.
The US was represented by the Special Representative for Afghanistan, Ambassador Zalmay Khalilzad, and on the other hand, the Taliban was represented by Sher Mohammad Abbas Stanikzai, the Lead Taliban Negotiator.
Both parties thanked the State of Qatar for its extensive efforts and constructive support in mediating the longest round of negotiations, lasting a total of 16 consecutive days.
Qatar renewed its plea for the inclusion of all regional and international parties to streamline and consolidate these efforts and the efforts of Qatar’s strategic partners to achieve peace and stability in Afghanistan. Qatar invites the two parties to initiate the next round of negotiations in the foreseeable future.
ذكرت مصادر أن مفاوضين من الولايات المتحدة وحركة طالبان الأفغانية اختتموا أمس الثلاثاء أطول جولاتهم من محادثات السلام بإحراز تقدم، لكنهم لم يتوصلوا إلى اتفاق بشأن موعد انسحاب القوات الأجنبية. ومن المتوقع أن تستأنف المحادثات في وقت لاحق من مارس. وكانت الولايات المتحدة قد سعت أيضاً خلال المحادثات التي استمرت 16 يوماً، للحصول على تأكيدات على أن طالبان لن تستخدم أفغانستان لشن هجمات.
قال مصدر مطلع على الاجتماعات: «انسحاب القوات الأجنبية وضمان عدم استخدام أفغانستان (لمهاجمة) أي دولة أخرى كانا محور النقاش الوحيد».
وشارك في المفاوضات -التي جرت في العاصمة القطرية الدوحة- مسؤول المكتب السياسي لطالبان الملا عبد الغني برادار، وفريق تفاوضي أميركي برئاسة المبعوث الخاص زلماي خليل زاد.
وقالت المصادر: من المتوقع أن يعود خليل زاد الآن إلى واشنطن، لإطلاع المسؤولين الأميركيين على نتائج المحادثات.
ويتمركز نحو 14 ألف جندي أميركي في أفغانستان، في إطار مهمة لحلف شمال الأطلسي، تقودها الولايات المتحدة، لتدريب القوات الأفغانية، وتقديم المساعدة والنصح لها. وتنفذ بعض القوات الأميركية أيضاً عمليات في مجال مكافحة الإرهاب.
في ذات السياق، قال وزير الخارجية الباكستاني شاه محمود قريشي، أمس، إنه تم إحراز تقدم في محادثات السلام الجارية في قطر بين حركة طالبان والولايات المتحدة.
جاء ذلك في كلمة لقريشي، خلال مؤتمر صحافي عقده مع نظيره الألماني هايكو ماس، في العاصمة الباكستانية إسلام آباد.
وأوضح قريشي أن «باكستان شجعت جميع الأطراف داخل أفغانستان على الجلوس معًا وإجراء حوار مفيد بين الأفغانيين».
وكانت الولايات المتحدة قد طلبت من باكستان بذل جهودها لإيجاد سلام مع طالبان، بهدف إنهاء الحرب المستمرة منذ 18 عامًا، وفق «أسوشيتد برس».
وتصر طالبان على خروج القوات الأميركية من أفغانستان، كشرط أساسي للتوصل إلى سلام مع الحكومة الأفغانية. وأعلنت «طالبان» مراراً رفضها الدخول في أي حوار مع الحكومة الأفغانية، باعتبارها «تابعة» للولايات المتحدة.
