Qatar, US sign MoU on co-operation in labour reform

Qatar and the US have signed a memorandum of understanding (MoU) for technical co-operation and support of the ongoing labour reform programme in Qatar, especially in the areas of labour inspection and the domestic employment law.
HE the Minister of Administrative Development, Labour and Social Affairs Yousef bin Mohammed al-Othman Fakhro and US Secretary of Labour Alexander Acosta signed the MoU during their meeting in New York, to discuss areas of common interest and ways to strengthen and develop them and share information to protect workers.
The minister hailed the permanent partnership with the US to strengthen capacities and cooperate closely on important issues such as workers’ rights and protection.
He expressed hope that the ministry will work with the US Department of Labour in the field of knowledge transfer and training on best practices.
He called on the US Secretary of Labour and members of his team to visit Qatar in the near future.
Also, the minister met with the US ambassador-at-Large to Monitor and Combat Trafficking in Persons, John Cotton Richmond. The meeting discussed the comprehensive efforts of Qatar in the fight against trafficking in human beings, and the report of the US State Department in this regard.
In a statement, the US Labour Department said Qatar had undertaken a number of labour reforms in preparation for hosting the 2022 FIFA World Cup. In November 2017, Qatar signed a co-operation agreement with the International Labour Organisation, confirming that co-operation with the US Department of Labour will strengthen and support those initiatives.
وقّعت دولة قطر والولايات المتحدة الأميركية، مذكرة تفاهم للتعاون الفني ودعم برنامج الإصلاح العمالي الجاري في دولة قطر، خاصة في مجالات التفتيش العمالي وقانون العمالة المنزلية.
وقّع المذكرة سعادة السيد يوسف بن محمد العثمان فخرو وزير التنمية الإدارية والعمل والشؤون الاجتماعية، وسعادة السيد ألكساندر أكوستا وزير العمل الأميركي، خلال اجتماعهما في نيويورك، لمناقشة المجالات ذات الاهتمام المشترك، وسبل تعزيزها وتطويرها، ومشاركة المعلومات لحماية العمال.
وأعرب سعادة السيد يوسف بن محمد العثمان فخرو وزير التنمية الإدارية والعمل والشؤون الاجتماعية، عن سروره بالشراكة الدائمة مع الولايات المتحدة لتعزيز القدرات والتعاون من كثب بشأن القضايا المهمة مثل حقوق العمال وحمايتهم.
وأعرب سعادته عن تطلّع الوزارة إلى العمل مع وزارة العمل الأميركية في مجال نقل المعرفة والتدريب على أفضل الممارسات، داعياً الوزير الأميركي وأعضاء فريقه الوزاري إلى زيارة دولة قطر في المستقبل القريب. كما اجتمع سعادة وزير التنمية الإدارية والعمل والشؤون الاجتماعية -الذي يزور الولايات المتحدة حالياً- مع سعادة السيد جون كوتون ريتشموند السفير الأميركي المتجول، لرصد ومكافحة الاتجار بالبشر، لمناقشة جهود دولة قطر الشاملة في مجال مكافحة الاتجار بالبشر، وتقرير وزارة الخارجية الأميركية في هذا الخصوص.
وكانت وزارة العمل الأميركية قد أشارت في بيان صحافي، إلى أن دولة قطر قد اضطلعت بعدد من الإصلاحات العمالية تمهيداً لاستضافة كأس العالم لكرة القدم عام 2022. وفي نوفمبر 2017، أبرمت دولة قطر اتفاقية تعاون مع منظمة العمل الدولية، مؤكدة أن التعاون مع وزارة العمل الأميركية سيعزز ويدعم تلك المبادرات.
